*Board Meeting Minutes
July 3, 2018
Chairman Wayne Ace called the July 3, 2018 Town of Oregon Board Meeting to order at 6:00 pm.
Clerk Arnold called roll, the following Supervisors were present: Phil Van Kampen, Arlen Christensen, Fred Clark, Steve Root, Chairman Wayne Ace, Assessor Andy Blomstrom and Clerk Denise Arnold. Absent: Constable, Kurt Maher.
Chairman Wayne Ace reminded those in attendance that at the June meeting the reappointment of Plan Commission Member Andy Blomstrom was on the agenda. At that time, it was tabled because the Town Board wanted to discuss with Blomstrom if he was still interested in serving. Ace mentioned that Blomstrom’s monthly attendance had not been the best. Supervisor Root had requested Deputy Clerk Hanson to make an attendance report which revealed this. Blomstrom said he had some personal issues however he would like to continue serving. Root appreciated his years of service and did have concerns about the number of times Blomstrom had been absent. Clark agreed that Blomstrom brings a lot to the Plan Commission and if his attendance could be improved he thought Andy should keep serving. Christensen wanted to see continued improved attendance. Van Kampen agreed with the others and encouraged better attendance. Blomstrom said that he would resign if he could not improve his attendance. Ace felt Blomstrom was an asset to the Town and expects better attendance. Blomstrom stated that he will not be running for re-election for the office of Assessor. He felt his patience and his memory were not as good as in the past so he will not run again. Blomstrom wanted to allow the Town time to replace him and he would help to assure that transition would run smoothly. The change to an appointed assessor would need to be done at a meeting of the electors. Clerk Arnold felt that the position was better suited to be appointed. Arnold thought that the new assessor should take responsibility for the Assessment Roll effective January 1, 2019. Assessor Blomstrom’s term does not end until April 2019 he must still remain in office. He would continue to be paid until the end of his term and he could help with the transition.
Motion made by Van Kampen and seconded by Clark to approve the Board of Review minutes held June 2, 2018. Motion carried. Motion made by Christensen and seconded by Van Kampen to approve the June 5, 2018 Town Board Meeting Minutes as presented. Motion carried.
Motion made by Van Kampen and seconded by Christensen to accept the June 2018 Financial Report as prepared by Deputy Clerk Treasurer Jennifer Hanson. Motion carried.

Payne and Dolan representative Bill Buglass reminded the Town Board and those residents in attendance at the meeting of the Open House being held on August 1, 2018 at 5:30 pm starting at the Klahn Pit.
Motion made by Van Kampen and seconded by Clark to approve the renewal of the 2018-2019 Alcohol Beverage license; Class “B” Combination for JDB Golf, LLC (Foxboro Golf Club), by Brook Schmitt, located at 1020 County Road MM, Oregon, WI 53575. Motion carried.
Motion made by Van Kampen and seconded by Christensen to approve the new and renewal Operator Licenses at JDB Golf, LLC (Foxboro Golf Club) for Brook T. Schmitt, Jeffrey S. Woerpel, Lauren A. Schmitt, Parker Wilken and Thomas J. Boockmeier. Motion carried. Background checks were obtained by Deputy Clerk Jennifer Hanson for all the applicants which were available for the Board to review.
Supervisor Christensen reported that the Plan Commission approved this rezone request. Motion made by Van Kampen and seconded by Clark to approve Land Division and Rezone Request number DCPREZ-2018-11306, parcel number 0509-174-8500-2; south of 996 Storytown Rd, Brooklyn, WI 53521. Motion carried. The Petitioner Steve Ace requested to create one residential lot.
Dane County Supervisor Jerry Bollig talked about the upcoming Dane County Fair. The Dane County Anderson Farm Park will not have resources to complete the dog park this year. The Friends of Anderson Farm Park are not happy about this. Bollig shared that he is hoping to direct some of the wheel tax money toward road improvements on Highway MM and Highway D. Highway A also needs attention. Bollig said that he plans to encourage Dane County to commit to these projects.

Supervisor Clark reported that the Belleville Area Fire/EMS Association President Roger Hodel contacted Clark regarding the fire building. Currently the Town of Oregon and The Town of Brooklyn do not own any share in the Fire Department Building. They do have ownership in the EMS Building. They are unsure at this time how they are going to correct this. Perhaps the building will be appraised and then a percentage of the building value will be placed upon the two municipalities currently not vested. Clark just wanted to inform the Town Board that this will be a financial responsibility in the future possibly as soon as September.
Clark shared that the Belleville Fire/EMS Department will be purchasing a new ambulance and they have enough funds to pay for it. Van Kampen reminded everyone of the Joint Municipality OAFED Meeting to be held at 6:30 pm, Tuesday, July 10th at the Oregon Senior Center. Ace shared that the audit for the Brooklyn Fire/EMS is complete and he will bring the report for the Board to review.
Root reported that Linda Jackson will be going off the Park Committee in September leaving an opening on the Committee. Clerk Arnold suggested that a sign be visible at the next two elections regarding that Park Committee vacancy.
Ace stated that the Impact fee was $600 for year and changed to $1,000 a few years back. Clerk Arnold surveyed neighboring municipalities and most of them do not charge a fee. The fee is only collected when there is a new buildable site/split is created and the funds must be used for the good of all residents. Root said that the fees are not just used for the parks. Some funds were used for the bike path. Motion made by Root and seconded by Van Kampen to increase the Impact Fee from $1,000 to $2,000 when the fee schedule is reviewed. Motion carried. Christensen voted no.
Jerry Bollig shared that the County has budgeted funds to tear down the barn and the house will be an education center at the Anderson Farm County Park.
Assessor Blomstrom changed some managed forest land for a report that goes to the Department of Revenue. Blomstrom is answering questions for residents that own managed forest land. Blomstrom provided a copy of this report to Chairman Ace.

Supervisor Root requested this agenda item be tabled.
Clerk Arnold reported that sixteen building permits were issued in June 2018.
Supervisor Christensen shared he obtained two painting bids and Gerard Pehler would paint two coats of paint to the Town Hall including the fire wall for $1,150 which is the lowest bid. Clerk Arnold suggested pulling the bushes in the front of the building. Motion made by Christensen and seconded by Van Kampen to approve the paint project bid for $1,150 with Gerard Pehler. Motion carried. Public Works will remove the current bushes and replace them. Christensen remarked that the reason for the increase on the electrical work done was because a weekend call had to be made due to a rental that would require air conditioning.
Constable Maher was unable to attend the Town Board Meeting. Maher emailed that he has had complaints about a resident that does not mow his lawn. Maher contacted the individual and he said that he would try to get it done and keep up on it.
Christensen reported about the Steve Ace public hearing. They are reviewing the light commercial zoning. There is a dance studio on Purcell Road that is causing a hazard due to parking on the roadway. The land is zoned light commercial. Dane County is going to check into this. There may be some Conditional Use Permit changes needed.
Motion made by Root and seconded by Clark to appoint Andy Blomstrom to the Plan Commission for an additional three-year term. Motion carried.
The road construction shouldering has been completed. Christensen reported that the Linzmeier driveway was washed out from the edge of the road. The 45-mph signs have been installed on Bellbrook. The back driveway on the back side of Wilderness needs some significant gravel. Ace said he will look at the situation. Clerk Arnold suggested that the signs get ordered and installed for the snow parking ordinance. Ace shared that he and Clark had a meeting with the TORC attendants to clarify how they will proceed in the future. On July 11th they will be meeting with Chris June from Pellitteri to explain what waste is recyclable.
Van Kampen reminded the Town Board of the Joint Municipality Meeting to be held in a week.
There were no specific items to be added to the August 7th, Town Board Agenda.
Motion made by Clark and seconded by Root to approve the June 2018 payment vouchers in the amount of $651,945.12. Motion carried.
There are some scheduled bike rides that will pass thru the Town of Oregon. Arnold will be meeting with Rural Insurance Agent Mitch Deprey to add building and park equipment coverage. The current policy with the Local Insurance Government Pool policy will be cancelled at the anniversary date.
Motion made by Clark and seconded by Root to adjourn the July 3, 2018 Town Board Meeting at 7:00 pm. Motion carried.
