Board Meeting Minutes

January 2, 2018



  1. Call Town Board meeting to order.

Chairman Wayne Ace called the January 2, 2018 Town Board Meeting to order at 6:30 pm.


  1. Roll Call.

Clerk Arnold called the roll; the following Town Board Supervisors were in attendance Phil Van Kampen, Arlen Christensen, Fred Clark, Steve Root, Constable Kurt Maher and Clerk Denise Arnold. 


  1. Approval of minutes from previous meeting.

The December 6, 2017 Town Board Meeting Minutes were not prepared, this will be added to the February 6th, 2018 Town Board Meeting. 


  1. Financial Report and Acceptance.

Motion made by Christensen and seconded by Clark to accept the December 31, 2017 Financial report as prepared by Deputy Clerk/Treasurer Jennifer Hanson.  Motion carried. 


  1. Public Comments.

There were no public comments therefore the next item on the agenda was addressed. 


  1. Communication and Action of the Dane County Board – Bollig.

Dane County Supervisor Jerry Bollig was unable to attend the January 2018 meeting. 


  1. Discussion and possible Action re: Withdrawing from Dane County Town’s Association.

Clerk Arnold shared that since January 2003 to date the Town of Oregon has paid $34,568 to the Dane County Town’s Association.  After a short discussion the Town Board decided to instruct the Clerk to not pay the 2018 Dues at this time. 


  1. Fire & EMS Report (Oregon/Van Kampen, Belleville/Clark, Brooklyn/O’Brien).

Supervisor Van Kampen did not have any new information to share about the OAFED.  Mark O’Brien reported that Brooklyn has had joint trainings with the water rescue equipment.  It has worked well and Brooklyn’s portion was paid for by donations thanks to Payne and Dolan and Alton Erickson.  The new tanker is ready for service and the old one is being used by OAFED.  The Brooklyn Fire/EMS Board voted to allow OAFED to use the tanker for an undetermined fee.   Ace thanked Bill Buglass of Payne and Dolan for their generous donation. 


  1. Discussion Possible Approval re:  Belleville Fire/EMS Fire Truck Purchase. – Clark

Supervisor Clark shared that last year Belleville Fire/EMS Board approved a fire truck purchase for up to $350,000.  The total cost came to $338,000 and the Town of Oregon share is $5,011.  Motion made by Christensen and seconded by Root to approve payment of $5,011 to Belleville Fire/EMS District for the purchase of a new fire truck. 


  1. Park Committee Report and Action – Root.

Root reported that the last meeting for the park was in December 2017.  Two bids have been obtained by Root for tree trimming/taking down trees in the Town Park and Bi-Centennial Park that are detrimental to the park paths.  Motion made by Root and seconded by Van Kampen to hire Arbor Systems to complete the work requested in the amount of $4,950.00.  Motion carried.  The next park meeting will be in March.

  1. Anderson Farm Park Report – Root.

Root requested and Christensen accepted the responsibility to attend the Anderson Farm Park meeting to represent the Town of Oregon on January 25th, 2018. 


  1. Assessor’s Report and Recommendation – Blomstrom.

Supervisor Root had requested that Assessor Blomstrom come to the January 2nd, 2018 Town Board Meeting.  May the record show that Assessor Blomstrom was not in attendance. 


  1. Building Inspection Services Report – Arnold.

The Clerk’s Office received three new building permit applications for the month of December 2017.


  1. Constable’s Report – Maher.

Constable Kurt Maher reported that Public Works Employee Abel Schultz made him aware of cars and boats that have been parked on the road.  They have since been moved.  Maher said a verbal warning was sufficient and no citations were issued. 


  1. Plan Commission Report and Recommendation - Christensen.

Supervisor Christensen inquired if the Board had reviewed the notes prepared by Plan Commission Chairman Brian Duffin.  Van Kampen was waiting for the typed version. The edits should be put in the current document.  Van Kampen thought it would be beneficial to have it in the document context. 


  1. Discussion and possible Approval re: Updates to the Comprehensive Plan.



  1. Public Works and TORC Report – Ace.

Chair Ace reported that Bruce Carl has started working at the TORC.  The trash compactor is not working consistently.  Pellitteri has been contacted and they are starting the process to replace the current unit.  Christensen followed thru with getting the small TORC Attendant shed heated.  More work will need to be completed in the spring. 


  1. Discussion and possible Action re: Purchase of Bobcat.

Motion made by Clark and second by Christensen to approve the $500 expense to trade for a new bobcat from Carter Gruenwald.  Motion carried.  The cost was for an upgrade in lighting and wiring harness. 


  1. Discussion and possible Approval re: Resolution No. 01-2018; Adopting 2018 Town Fee Schedule.

Motion made by Clark and seconded by Root to adopt the 2018 Town Fee Schedule.  Motion carried.


  1. Discussion and possible Approval re: Compensation for Election Workers.

Motion made by Christensen and seconded by Root to increase the election workers hourly rate from $8.00 to $9.00 per hour for 2018.  Motion carried. 


  1. Discussion and possible Action re: Update on work for exterior of garage and buildings.

Supervisor Christensen is still trying to obtain bids for the project. 


  1. Discussion and possible Action re: Senior Center – Van Kampen.

Supervisor Van Kampen reported that there have not been any Oregon Senior Center Meetings.

  1. Board Communications/ Future Agenda Items.



  1. Approval of payment vouchers – Arnold.

Motion made by Clark and seconded by Van Kampen to approve the December 2017 payment vouchers in the amount of $83,287.00.  Motion carried. 


  1. Clerk’s Report – Arnold.
  2. Adjournment.

Motion made by Clark and seconded by Root to adjourn the January 2, 2018 Town Board Meeting at 7:05pm.  Motion carried.
