Town Board Meeting Minutes
April 17, 2018
Town Chairman Wayne Ace called the Town of Oregon Special Meeting to order at 6:30 pm. The following Town Board Supervisors were present: Phil Van Kampen, Arlen Christensen, Fred Clark, Steve Root, Chairman Wayne Ace and Clerk Denise Arnold.
Chairman Ace shared a bid from Payne and Dolan for road work on Wilderness Way. With the construction on Bell Brook Road there would be a cost savings to include Wilderness Way. Sam Bilhorn of Payne and Dolan emailed a bid with four different options for the board to review. After reviewing and discussing the reasons and results of the four options a motion was made. Motion made by Van Kampen and seconded by Christensen to approve option #4 to pulverize and repave Wilderness Way including the cul-de-sac for a total expense of $55,212. Motion carried.
The Oregon Area Fire/EMS District (OAFED) purchased a new ambulance in 2016 there were significant defects in the ambulance. The Dealer and Manufacturer agreed to repair the ambulance at no cost to the OAFED. During the repair period the Manufacturer provided a new ambulance as a loaner at no cost to the District. The original ambulance has been returned and the loaner has been offered at a deep discount for sale to the OAFED. Supervisor Van Kampen reported that the Village of Oregon approved the purchase of the loaner ambulance. Motion made by Van Kampen and seconded by Root to approve the purchase of the loaner ambulance for the OAFED with the Town of Oregon share being $$32,723.13. Motion carried.
The 2018 Road Construction projects include Bell Brook Road from Union Road to Tipperary Road, Wilderness Road and cul-de-sac, Skyline Ridge Sub-division including Honeysuckle Lane, Darcy Drive and Alan Drive. All roads will be pulverized and repaved for an expense of $587,550. The 2018 Road Construction Budget is $201,448 the remaining $386,102 needs to be financed. Clerk Arnold reviewed the fund balance and loan options with the Board. Following a brief discussion Clerk Arnold was instructed to apply for a loan in the amount of $385,000 with the Commissioner of Public Lands over four years. The option would still be available to pay one half of the expense from the Town’s fund balance and reduce the loan amount. Clerk Arnold will report back as to the amount that could be financed, the interest rate should be approved at 4% and a payment plan with the Commission of Public Lands.
Motion made by Van Kampen and seconded by Christensen to adjourn the April 17, 2018 Special Town Board Meeting at 6:50 pm. Motion carried.
