Board Meeting Minutes

October 11, 2017                    

 

  1. Call Town Board meeting to order.

Chairman Wayne Ace called the October 11, 2017 Town Board Meeting to order at 6:30 pm. 

  1. Roll Call.

Clerk Denise Arnold called the roll with the following Town Board Supervisors present:  Arlen Christensen, Fred Clark, Steve Root and Chairman Wayne Ace.  Supervisor Van Kampen arrived at 7:10 pm following another meeting commitment. 

 

  1. Approval of minutes from previous meeting.

Motion made by Root and seconded by Clark to approve the September 5, 2017 Town Board Meeting Minutes as presented.  Motion carried. 

 

  1. Financial Report and Acceptance.

Motion made by Clark and seconded by Christensen to accept the September 2017 Financial Report as prepared by Deputy Clerk/Treasurer Jennifer Hanson.  Motion carried. 

 

  1. Public Comments.

There being no public comments the next item on the agenda was addressed. 

 

  1. Appointment of Tim Yanacheck to the Plan Commission.

Due to a previously scheduled commitment Tim Yanacheck was unable to attend the meeting.  This agenda item will be placed on the November 7, 2017 agenda. 

 

  1. Discussion and possible Approval re: Roadway Access Agreement with Yahara Materials, Inc.

The Yahara Roadway Access Agreement was amended with the approval and signature of Robin Loger of Yahara.  Motion made by Christensen and seconded by Clark to approve the Roadway Access Agreement with Yahara Materials, Inc. for a term of five years and may be extended by mutual agreements of both parties.  Motion carried. 

 

  1. Communication and Action of the Dane County Board – Bollig.

*Note J. Bollig arrived from another meeting at approximately 6:50 pm in reference to the recording.  Approximately 20 minutes into the meeting Dane County Supervisor Jerry Bollig addressed the Town Board.  Bollig said at a meeting tomorrow evening the County budget will be voted on.  The budget would include 76 million for a new Dane County Jail.  The plan is to add four floors and abandon the old jail.  If something is not done very soon there could be fines because the facility is not up to federal standards and is currently unsafe for employees working there.  A $28.00 Dane County Vehicle Registration Tax will be added for highway funding.  Bollig thought that this could improve rural county roads in Dane County however this would be for any expense such as management salaries or high-end equipment.  Six Towns have decided to pull out of Dane County Zoning.  Dane County is currently working on establishing rates for services cost plus a percentage.  A new homeless facility will be opening this week.

  1. Fire & EMS Report (Oregon/Van Kampen, Belleville/Clark, Brooklyn/O’Brien).

Supervisor Clark reported that the Belleville Fire Budget was approved and the Town share will be $2,510.  They have 34 members with one opening, 111 calls this year and want to purchase a new Fire Truck for the rescue squad.  The cost for the truck is $350,000 and the Town of Oregon share is anticipated to be $5,000 for this capital expenditure.  The EMS had 367 calls for the year 123 were medical and 25 of those calls were drug overdose situations.   Chairman Ace mentioned that no funds are received on the overdose ambulance calls.  The EMS budget was approved and the Town share is $582. Belleville EMS is purchasing a $54,000 generator of which the Town would be responsible for $226. The Town of Oregon population in Belleville Fire/EMS District is 65.  In 2019 the Belleville EMS wants to purchase a new ambulance for $230,000 to $250,000. 

 

Brooklyn Fire/EMS District Representative Mark O’Brien reported that they took some extra funds accumulated from previous budgets and applied it to the purchase of new air packs in the amount of $140,000.  An additional $100,000 will be used for any unforeseen expenses that occur.  There will be no increase in the budget for the levied municipalities because the remaining fund balance was applied to the budget.  The training with Oregon Fire/EMS has been going very well.  The new truck should arrive mid-November.  Brooklyn would like to purchase water rescue equipment with the Village of Oregon. This would include wet suits, tanks, inflatable and flat bottom boats at a cost of approximately $11,000.  They are looking for donations the grant request was denied. Funds will be put into retirement for fire fighters and EMT members.  The Fire/EMS department will contribute and the State will match funds up to a certain amount.  O’Brien was unsure of the amount.  O’Brien said that the audit has started.  The air pacts will be ordered in a group to be compatible with other departments.  Everything is running smoothly. 

 

Van Kampen on the OAFED, there was confusion as to how the vacation days for fire fighters and EMT’s are calculated at the .  A Union Representative will attend their next meeting. 

 

  1. Discussion and possible Action re:  OAFED Tender Truck purchase - Van Kampen.

Van Kampen reported that the Town of Oregon would be responsible for approximately $38,000 of the $240.000 for a tender truck purchase for the department.  Motion made by Van Kampen and seconded by Root to approve an expense of $38,000 toward the $240,00 tender truck purchase.  Motion carried.

 

  1. Park Committee Report and Action – Root.

Park Chairman Steve Root explained that the October 2017 Park Committee Meeting was cancelled due scheduling conflicts.     

 

  1. Anderson Farm Park Report – Root.

Supervisor Christensen reported that the Anderson Farm Park held their annual meeting and potluck.  The election of officers was held and all position will remain the same it was a short meeting.  The next work day is scheduled for Saturday, October 14th.

  1. Discussion and possible Action re:  Mowing Contract with Anderson Farm Park.

Clerk Arnold shared that an invoice had been prepared and Dane County paid $711.00.  The funds received will be transferred to a Park Account. 

 

  1. Assessor’s Report and Recommendation – Blomstrom.

Assessor Andy Blomstrom was not in attendance. 

 

  1. Discussion and possible Action re: Disposal of assessor’s old laptop.

The Town Board requested that Clerk Arnold instruct Computer Magic to wipe the Assessor’s former computer clean and dispose of it. 

 

  1. Building Inspection Services Report – Arnold.

Clerk Arnold shared a list of sixteen building permit applications that were applied in September 2017. 

 

  1. Constable’s Report – Maher.

Constable Kurt Maher did not submit a report.

 

  1. Plan Commission Report and Recommendation - Christensen.

Supervisor Christensen shared that the Plan Commission worked on the winter parking ordinance.  The Commission felt that the Town’s Lawyer should review the proposed ordinance.  There was discussion on the subject of transfer of development rights (TDR) and the Comprehensive Land Use Plan. 

 

  1. Discussion and possible Action re:  Ordinance to establish parking ban on town roads in winter.  

Chair Ace had instructed Clerk Arnold to send the ordinance for winter parking rules to the Town’s Attorney Larry Bechler for review.  Arnold shared that the ordinance needs to be both posted and published.  The Board instructed Arnold to check with Village Municipal Judge Beth Cox in regard to the fines and collection.

 

  1. Public Works and TORC Report – Ace.

The new truck is in Madison and should be available after the first of the year.  Chairman Ace shared that the Hampton Hills road project is complete and very successful, about 95% of the shouldering has been completed by the residents.  Ace had touched base with the snow plow crew and all are returning this year however there are not any extra substitute drivers. 

 

  1. Discussion and possible Action re: Hiring TORC Employees. Discussion and possible Action re: Update on work on exterior of garage.

TORC employee Ralph Maher is unable to work due to a broken hip.  There have been a few applications returned for the available position.  Motion made by Christensen and seconded by Clark to hire Bruce Carl as a part-time TORC Attendant.

  1. Discussion and possible Action re:  Update on the work on exterior of garage. 

Supervisor Christensen shared that he had contacted three contractors for the work on the Town Garage Building.  Only one bid has been returned for insulating and covering the building with tin for $23,024.87.  

 

  1. Discussion and possible Action re: Senior Center – Van Kampen.

Supervisor Van Kampen arrived at 7:10 pm following another meeting.  The Senior Center will have an 11% increase.  The increase is caused by increased wages and offering insurance for some employees.

 

  1. Discussion and possible Action re: Senior Center 2018 Budget – Van Kampen.

The board tabled taking any action regarding the 2018 Senior Center Budget because the numbers are not firm.  Bollig and Van Kampen thought that perhaps the Village of Brooklyn would contribute thus making the Town of Oregon share less.  It was requested that Clerk Arnold add this to the November 2017 Agenda.

 

  1. Board Communications/ Future Agenda Items.

The November Town Board Meeting should include the appointment of Tim Yanacheck on the Plan Commission.  The Senior Center Budget discussion and possible action.  Discussion and possible action regarding purchase of new board tables and chairs for the Town Hall. 

 

  1. Discussion and possible Action re:  Employee evaluations - Root.

Supervisor Root distributed a plan for employee evaluations.  The board will meet on Tuesday, November 28, 2017 in closed session. 

 

  1. Approval of payment vouchers – Arnold.

Motion made by Root and seconded by Clark to approve the September Vouchers in the amount of $89,766.43.  Motion carried. 

 

  1. Set date for October Budget Work Session.

The 2018 Budget Work Session will be held on Thursday, October 26, 2017 at 6:00 pm. 

 

  1. Review of 2017 Budget.

Clerk Arnold reported that the Shared Revenue for 2018 will be $43,795 which is only $49. less than 2017.  The Clerk received an email from Dane County Construction Engineer Greggar Petersen stating that the Bellbrook Road Bridge would qualify for both Federal and County Bridge aid.  The Local Government Property Insurance Fund will be discontinuing coverage for municipality property insurance.  This will likely cause our insurance premiums for the buildings to increase.  The current policy will remain in force until the renewal in July 2018.  The town full time employees would like to have disability insurance and life insurance coverage.  Disability is at no charge and the life insurance appears to be reasonable.  Arnold will continue to research the two types of insurance.  The retirement percentage changes will be slight.

  1. Clerk’s Report – Arnold.

The training for Employee Trust Funds cancelled and the January 1, 2018 launch of the new system will not happen.  Due to complications, it will be delayed.  The Oregon Youth Center activity record for the last quarter was available for the Board.  There is still a push in Dane County for broadband expansion.  Chairman Wayne Ace invited the Town Board to a pollworker luncheon he was sponsoring on October 19th at the Town Hall.

 

  1. Adjournment.

Motion made by Clark and seconded by Van Kampen to adjourn the October 11, 2017 Town Board Meeting at 7:45 pm.  Motion carried.
