Town Board Meeting Minutes

January 3, 2017

  1. Call Town Board meeting to order.

Town Chairman Wayne Ace called the January 3, 2017 Town of Oregon Board Meeting to order at 6:30 pm. 

 

  1. Roll Call.

Clerk Denise Arnold called the roll, the following Town Board Supervisors were present:  Phil Van Kampen, Arlen Christensen, Fred Clark, Tom Wiedenbeck and Chair Wayne Ace.  Also present:  Town of Oregon Park Chairman Steve Root, Payne & Dolan Representative Bill Buglass, Brooklyn Fire & EMS Protection District Representative Mark O’Brien. 

 

  1. Approval of minutes from previous meeting.

Motion made by Christensen and seconded by Clark to approve the December 6, 2016 Town Board Meeting Minutes as presented.  Motion carried. 

 

  1. Financial Report and Acceptance.

Motion made by Clark and seconded by Wiedenbeck to accept the December 2016 Financial Report as prepared by Deputy Clerk/Treasurer Jennifer Hanson.  Motion carried. 

 

  1. Public Comments.

Chair Ace inquired if there were any public comments to come before the Town Board, there being none the next item on the agenda was address. 

 

  1. Discussion and Possible Approval of Recommendation from Plan Commission.
    1. Land Division and Rezone Request.  Petition # 11069; Parcel 0509-103-9311-4; 5500 Lincoln Rd., Oregon, WI  53575.  The request is to separate the land from the home.  No additional building site requested.  Petitioner and Owner is Karen Dorrough, 5500 Lincoln Rd., Oregon, WI  53575.  Recommendation for a field driveway permit.

Motion made by Clark and seconded by Wiedenbeck to approve the land division and rezone request petition number 11069; parcel number 0509-103-9311-4, 5500 Lincoln Rd.  Oregon, WI  53575.  Motion carried.  There are no additional building sites being requested.  Deed Restriction should be placed on lot 1 for no additional building sites.  The Petitioner is Karen Dorrough, 5500 Lincoln Rd.  Oregon, WI 53575.  Christensen inquired about the driveway, Ace assured the board that is taken care of. 

 

  1. Discussion and possible Approval re: Request for a driveway variance for a joint driveway at 5726 and 5732 Alpine Road by Joel & Ruth McNair, 5792 Alpine Rd., owners of lot 3.

Supervisor Wiedenbeck explained there is a joint driveway with four owners.  One owner wants to sell his lot and the financial institution is requiring a joint driveway agreement.  The owners need to get together to make an agreement.  There are plenty of places for bump outs

for safety for emergency vehicles.  The Board did not act on this item it is tabled until the owners present an agreeable driveway permit between the owners.  The individual that wants to sell his property would like to have permission to establish a separate driveway to allow for a sale. 

 

  1. Communication and Action of the Dane County Board – Bollig.

Dane County Supervisor Jerry Bollig was not in attendance to report. 

 

  1. Discussion and possible Approval re: Ordinance No. 84: An Ordinance of the Town of Oregon, Wisconsin, to Amend the Regulations of Driveways and Culverts in the Town of Oregon.

Motion made by Christensen and seconded by Clark to approve Ordinance Number 84 regarding the town driveways and culverts.  Motion carried. 

 

  1. Discussion and possible Approval re: Resolution No. 01-2017; Adopting 2017 Town Fee Schedule.

Motion made by Van Kampen and seconded by Christensen to adopt the new 2017 Town Fee Schedule.  Motion carried. 

 

  1. Discussion and possible Action re: Intergovernmental Boundary Agreement with Village of Oregon.

Van Kampen distributed a copy of the Town of Verona and City of Verona which outlines their Intergovernmental Boundary Agreement.  A map displayed areas of change that were agreed upon by both the Town and City.  Decisions were made as to growth areas and sections that were to not have more activity.  They used a good portion of the Town of Springfield’s plan.  Van Kampen shared that the Town had areas of sub divisions that they did not want growth.  They will talk about annexation agreement areas.  A joint planning Commission was created comprised individuals from both theTown and City for representation.  This agreement would have a ten year term.  The Board favorably agreed to proceed with Van Kampen contacting the Village to discuss the possibility of structure. His goal is to complete an agreement within six months’ time should both Town and Village agree to proceed. 

 

  1. Discussion and possible Action re: Update of Optimist Bike Trail Extension.

Supervisor Van Kampen had hoped to have an updated map available for viewing however it has not yet been prepared.  The bike trail ends on Fish Hatchery and for some time they wanted to cross over Fish Hatchery to Arba Road and then Purcell.  Purcell is not a bicycle friendly road and probably is not the best route.  The new way to proceed is to the lights at highway M cross there to an off road path to Adams and then the trail crosses Adams.  This would be a more user friendly path.  There is no financial commitment from the Town at this time however at some time Van Kampen may come back to the board for support.  There is hope that the County will finance the bulk of it.

  1. Discussion and possible Approval re: Status of Brooklyn Fire & EMS district contract – Van Kampen.

There will be a Joint Municipality Meeting regarding the Brooklyn Fire & EMS Protection District contract on Wednesday, January 18th at 6:30 pm. 

 

 

  1. Fire & EMS Report (Oregon/Van Kampen, Belleville/Clark, Brooklyn/Wiedenbeck).

Van Kampen reported that the new Fire Chief will be official after a pending background check and a physical exam.  Supervisor Clark did not have any new items to share regarding Belleville Fire/EMS.  Supervisor Wiedenbeck did not have anything more than had already been reported regarding the Brooklyn Fire/EMS. 

 

  1. Park Committee Report and Action – Root.

Park Chairman Steve Root had a very good meeting with Dane County and they are in support of a bike path to Anderson Park however they do not have the project in their budget until 2018.  The Friends of Anderson Farm Park meeting will be discussing this also.  The County is interested in the trail thru the Town Park. 

 

  1. Assessor’s Report and Recommendation – Blomstrom.

Assessor Blomstrom was not in attendance at the meeting.  Clerk Arnold shared that there are three different mistakes on the 2016 tax bills that are being worked out with Dane County. 

 

  1. Building Inspection Services Report – Arnold.

There were seven new building permits in the month of December 2016.  Clerk Arnold reported that the Town of Oregon paid SafeBuildt Building Inspection service $17,930.25 in 2016. 

 

  1. Constable’s Report – Wackett.

Chairman Ace has assumed the duties of the Constable however there was not anything to report.  Wackett had submitted a 2016 Constable’s Log for the Town Board to review. 

 

  1. Anderson Farm Park Report.

Supervisor Christensen reported that the Friends of Anderson Farm Park will be holding a work day on January 14th from 8:00-10:00 am.   Their next meeting will be held on January 18th, 2017.

  1. Plan Commission Report and Recommendation - Wiedenbeck.

Supervisor Wiedenbeck said that the Plan Commission is preparing to review the Town of Oregon Ordinances.  Wiedenbeck requested that the Town Board instruct the Plan Commission to proceed in the most simple and cost effective manner.  The Town does not receive many complaints or problems with the ordinances it makes sense to proceed with the least expensive path. 

 

  1. Public Works and TORC Report – Ace.

Chairman Ace shared that the fourth driver and new utility truck plow have worked out well. 

Our Public Works Department have been doing a great job keeping the roads safe for our residents.  Clark reported that he was at the TORC last Saturday and the receptacles were overflowing.  Clerk Arnold shared that they should have been emptied to the bottom before the after holiday garbage arrived.  That will take more planning for next year. 

 

 

  1. Discussion and possible Action re: joint trailer.

Supervisor Van Kampen shared that he spoke with Cathy Hasslinger from the Town of Dunn regarding the Town of Oregon opting out of the purchase of a joint trailer.  Clerk Hasslinger said she would share that information with the Town of Dunn Board. 

 

  1. Discussion and possible Action re:  Purchase of Emergency Radios.

Chair Ace talked to Todd at General Communications regarding the radio purchase.  He said that the radios used in trucks are working well.  Motion made by Van Kampen and seconded by Clark to approve the purchase of six radios at a cost of $6,636.17.  Motion carries.  An additional radio may need to be purchased for the Constable. 

 

  1. Discussion and possible Action re: Senior Center – Van Kampen.

There was nothing to report regarding the Oregon Senior Center they have not held a meeting. 

 

  1. Board Communications/ Future Agenda Items.

Van Kampen requested that the Intergovernmental Boundary Agreement with the Village of Oregon remain on the agenda each month until further notice.  Park Chair Steve Root requested that an Eagle Scout report be put on the agenda.   The Brooklyn Fire/EMS Agreement should be on the agenda.   The Clerk will be sending out employee job review forms for the Board Supervisors and employees to complete. 

 

  1. Approval of payment vouchers – Arnold.

Motion made by Clark and seconded by Van Kampen to approve the December 2016 Payment Vouchers in the amount of $54,763.37.  Motion carried.

  1. Clerk’s Report – Arnold.

Clerk Arnold reminded the board of some scheduled meetings.  The Plan Commission will meet on Tuesday, January 17, 2017 at 6:30 pm.  A Joint Municipality Meeting will be held on January 18th at 6:30 pm regarding the Brooklyn Fire EMS District Agreement.  The Caucus will be held on Saturday, January 21, 2017 at 2:00 pm.  The snow date for this event would be held on January 28th.  Clerk Arnold will be on vacation the week of January 23rd, 2017.  An Oregon Food Pantry Letter was received regarding a new structure to house that effort.  There would be a potential contribution requested of the Town.  Clerk Arnold shared an education opportunity flyer with the board supervisors.

 

  1. Review of 2017 Budget.

Clerk Arnold reported on the salt usage for 2016/2017 snow season.  In 2016 the Town was just slightly under budget. 

 

  1. Adjournment.

Motion made by Clark and seconded by Christensen to adjourn the January 3, 2017 Town Board Meeting at 7:30 pm.  Motion Carried.
