Board Meeting Minutes
February 7, 2017
Chairman Wayne Ace called the February 7, 2017 Town Board Meeting to order at 6:30 pm.
Clerk Arnold called the roll the following Town Board Supervisors were present, Arlen Christensen, Fred Clark, Tom Wiedenbeck, Town Board Chairman Wayne Ace. Supervisor Van Kampen absent. Also present: Plan Commission Chair Brian Duffin, Park Chair Steve Root, and Assessor Andy Blomstrom.
Motion made by Clark and seconded by Christensen to approve the Town Board Meeting Minutes from January 3, 2017. Motion carried. Motion made by Wiedenbeck and seconded by Clark to approve the Town Board Meeting Minutes from January 27, 1017. Motion carried.
Motion made by Clark and seconded by Christensen to accept the Financial Report for January 2017 as prepared by Deputy Clerk/Treasurer Jennifer Hanson. Motion carried.
Resident Mark O’Brien requested that Glenway Road be patrolled at around 5:00 am as there are some loud trucks that speed on that road daily. Clerk Arnold will notify the Dane County Sheriff’s Department and request an officer patrol that area.
Park Chairman Steve Root reported there was not an Eagle Scout presentation and requested that this agenda item be included on the March 7, 2017 Town Board Agenda.
Dane County Supervisor Jerry Bollig explained that Ordinance Amendment #67 is designed to eliminate the Dane County Board in the appeal process of a Conditional Use Permit (CUP). Supervisor Wiedenbeck shared that the Plan Commission had already voted to recommend that the Town Board approve this amendment. Motion made by Christensen and seconded by Clark to vote in favor of the Dane County Ordinance Amendment #67. Motion carried
Dane County Supervisor Jerry Bollig shared that the County had written a violation notice for Samuel and William Stuessy due to the construction of a pole barn without a zoning permit. Bollig explained that the Village of Oregon is has approved a study to be prepared by Ruekert-Mielke regarding the condition of Lincoln Road. Bollig went on to explain

that the Village is considering that Union Road to Glenway would be the Village of Oregon’s responsibility and from Glenway Rd to Fish Hatchery RD being the Town of Oregon’s responsibility in the future for Lincoln Road. Chair Ace had suggested this possibility in the past, both municipalities would share the responsibility. At the Dane County level a study is being done regarding the homeless issue.
9. Discussion and possible Action re: Oregon Food Pantry Contribution.
A new Oregon Food Pantry is being created on the Methodist Church Property. The facility is projected to cost $750,000 of which $700,000 has already been donated. A copy of the plan was available for the Board to review. After discussion the Town Board decided to decline any type of donation at this time however look at a potential contribution next year as this expense was not included in the budget for 2017.
Motion made by Wiedenbeck and seconded by Clark to approve the Town of Oregon adopting the 2017 Wisconsin Department of Transportation Classified Equipment Rates. Motion Carried.
In the absence of Supervisor Van Kampen this agenda item was tabled and should be included on the March 7, 2017 agenda.
A revised contract draft for the Brooklyn Fire/EMS district had been sent electronically and a copy in the board information packet was available for Supervisors to review before the Joint Municipality Meeting to be held at the Town of Oregon on Wednesday, March 1, 2017 at 6:30 pm. This document was prepared by the Town of Oregon’s attorney Lawrence Bechler. The contract has been forwarded to all of the Municipal Clerks and Joanne Van Norman. Chair Ace and the Supervisors are all very motivated to come to an agreement on this contract before the April 2017 Spring Election when some official positions could change and the process would need to start over. Brooklyn Fire/EMS Town of Oregon Representative shared that mutual aid needs to be secured by the Village of Brooklyn before they could withdraw from Brooklyn Fire/EMS. O’Brien stated that Belleville, Evansville and Oregon had already declined to offer services. Ace requested that the Village of Brooklyn be reminded every meeting that they have not paid their 2016 Budget commitment and that they will be charged an interest penalty. O’Brien agreed this should be recorded in the District meeting minutes.

Supervisor Clark did not have any new information to share regarding Belleville Fire/EMS.
Van Kampen was not available for Oregon and Brooklyn had been discussed. Ace mentioned that he had met the new Oregon Fire Chief, Glenn Linzmeier and thought a good choice had been made.
Park Chairman Steve Root did not have anything to report because the Park Committee has not met.
Assessor Blomstrom reported that he sent over 40 home comparison sales letters. The State report is complete. New construction has been valued as of January 1, 2017. The personal property blotters are the next thing Blomstrom will be working on. Values of homes are up three to four percent.
There were eight building permit applications in January 2017.
Chair Ace did not have any incidents to report regarding the Constable’s duties.
Park Chair Steve Root reported on the Anderson Farm Park. The items discussed at the productive meeting were taking care of the overflow parking, prairie improvements, signage updates, and two potential Eagle Scout projects. The buildings on the property will be taken down because they are beyond restoration. A Dane County Arborist will be evaluating and taking over the responsibility of the ownership of trees on Union Road bordering the Anderson Farm Park. The dog park is still projected for completion in 2018. The bike trail is planned for 2017 and Root will be involved in that process. Clerk Arnold reported that the County had been billed for snow removal at the park completed by Town of Oregon Public Works. Payment has been received by the Clerk’s Office.
Supervisor Wiedenbeck reported that the Dane County Ordinance Amendment #67; 201 was approved by the Plan Commission. There were several public comments by land owners seeking direction on how to proceed with various proposed property changes. There was discussion regarding if the Plan Commission will work on the Comprehensive Plan review during normal meetings or should they hold special work sessions. The next Plan Commission meeting will be held February 28th, due to the Spring Primary Election. Wiedenbeck shared that the Plan Commission requested direction on whether to proceed

on Transfer of Development rights and Pre-Exclusive Agricultural Zoning with regard to additional land splits on RH zoned properties. Plan Chairman Brian Duffin talked about RH property that still should have splits available however Dane County does not see it that way. If those property owners would request a density study today the County would not acknowledge those potential splits. The Town Board would like to see density, TDR pursued and reviewed. Dane County Supervisor Jerry Bollig suggested to Plan Commission Chair Brian Duffin to revisit that issue with Dane County because different people are in place on the Board now and it could receive a more favorable outcome. Bollig offered to help with that effort.
Chair Ace did not have any new information regarding the Public Works and TORC.
21. Discussion and possible Action re: Equipment purchase.
Chair Ace informed the Town Board that a truck purchased in 2006 has incurred some expense repairs and may not be as reliable for the Public Works Department. Ace wanted the Boards’ approval to pursue obtaining bids for a new truck. Ace anticipated to order toward the end of 2017 so that part of the expense could be absorbed in the 2018 budget. The Town Board agreed that it would be good to proceed with the bidding process for the purchase of a new truck suitable for plowing snow.
Jerry Bollig reported that the current director at the Oregon Senior Center Allison Koelsch has announced her retirement in July 2017. The Village of Oregon will be advertising for that position soon.
The April Town of Oregon Board Meeting will be changed to Tuesday, April 11th, 2017 due to the Spring Election.
Supervisor Wiedenbeck announced that since he did not seek re-election for his supervisor position on the Town Board he plans to vacate his position on the Plan Commission thus allowing someone from the Board to be assigned. Village Boundary Agreement, Brooklyn Fire/EMS Contract, Eagle Scout and possible equipment purchase should be put on the March 7, 2017 Town Board Agenda.
Motion made by Clark and seconded by Christensen to approve the January 2016 payment vouchers in the amount of $3,723,369.06. Motion carried.

Clerk Arnold shared a list of meetings and events in February and early March. A bridge report from Dane County was given to Chair Ace. Arnold requested that the Board sign the 2017 Employee Contracts.
27. Review of 2017 Budget.
Clerk Arnold had prepared a report of road salt purchased in December 2016 thru February 1, 2017. The Town has received 498.57 ton of road salt at a cost of $72.31 ton for a total of $36,051.60. The Town is responsible for purchasing 100 more ton and still has 120 ton of reserve if needed.
Motion made by Clark and seconded by Christensen to adjourn the February 7, 2017 Town Board Meeting at 7:15 motion carried.
