Board Meeting Minutes
August 1, 2017
Chairman Wayne Ace called the August 1, 2017 Town Board Meeting to Order at 6:00.
Clerk Denise Arnold called roll the following Town Board Supervisors were present Phil Van Kampen, Arlen Christensen, Fred Clark, Steve Root, and Chairman Wayne Ace.
Motion made by Van Kampen and seconded by Clark to proceed into closed session pursuant to Wis.Stat. § 19.85 (1)(C) to meet with personnel. Motion carried. Roll call in closed session those present were Town Board Supervisor Phil Van Kampen, Arlen Christensen, Fred Clark, Steve Root, Chairman Wayne Ace and Clerk Denise Arnold.
Motion made by Van Kampen and seconded by Clark to resume in open session.
Motion made by Clark and seconded by Christensen to approve the Town Board Meeting Minutes from May 23, 2017. Motion carried. Motion made by Christensen and seconded by Clark to approve the Town Board Meeting Minutes from July 11, 2017. Motion carried.
Due to the vacation schedule of Deputy Clerk Treasurer Jennifer Hanson there was not a financial report to approve this month.
There being no public comments the next item on the agenda was addressed.
Supervisor Root would like to include hours of operation on this renewal agreement with Yahara Materials. Chairman Ace explained that he was not prepared to make a decision on this and would like to table the item until September.
Maintenance of Lincoln Road.
Chairman Ace reported of no new information regarding Lincoln Road.

Supervisor Van Kampen explained that there have been no new developments regarding the Boundary Agreement with the Village of Oregon.
Supervisor Bollig was not in attendance due to National Night Out.
Van Kampen reported that the OAFED was close to an agreement on the Ambulance issue. At the Joint Municipality Meeting last week it was shared that the OAFED budget will probably increase about 12% for 2018. Supervisor Clark reported that Belleville Fire/EMS is going to purchase a new squad. With the bid obtained at this time the Town of Oregon increase would be approximately $5,132. During the process of drawing up the Fire/EMS agreement it was discovered that Landmark has the first rights for refusal to purchase the land on which the Fire/EMS building is located. That will need to be resolved before they move on. September 23rd is the annual meeting for Belleville Fire/EMS being held at Borland’s.
Park Chairman Steve Root would like the board to approve $300-$400 for incidentals incurred while establishing the butterfly garden at the Town Park. Motion made by Van Kampen and seconded by Christensen to approve $300-$400 to establish a butterfly garden. Motion carried. The work is being conducted by various groups, some students and some adults.
Clerk Arnold prepared a report displaying the hourly mowing cost for equipment and for labor by each employee taking into consideration their wage rate. Motion made Van Kampen and seconded by Root to charge Dane County Parks $79.00 per hour regardless who would be mowing.
The Assessor’s new computer was received by Clerk’s Office on Monday, July 31st. Assessor Blomstrom picked up the package and delivered it to Computer Magic and they should be preparing to set it up at Andy’s residence within the next few days.
Clerk Arnold reported that there were 16 building applications received by the Clerk’s Office in July 2017.

Constable Maher reported that he has done some park checks and it had been relatively quiet. Maher accumulated 69 miles on park checks. He has not had many calls.
Supervisor Christensen reported that Brian Standing from Dane County attended the last meeting and explained about splits for RH zoned properties and Transfer of Development Rights (TDR). It was a good meeting. Christensen expressed concerns regarding the expense of mapping it could possibly be $3,500 with the County and there will be additional cost with MSA. Christensen also shared that the Board will need to assign another Plan Commission Member due to Paul Morrison moving out of the Town of Oregon.
Chair Ace reported that the Public Works Department has been very busy cleaning up from the recent storms. Ace said that he has never witnessed such a high volume of trees and limbs.
Supervisor Christensen obtained a bid for painting from Gerard Pehler for painting the Town’s Buildings. Pehler would power wash, crack fill, prime and paint for $4,500. A bid for the door on the back of the garage to be replaced was $2,880 from Crowley Masonry. Clark will get a second bid for the door replacement. Christensen will get another painting bid. A special meeting may need to be held to decide which contractor to use. Arnold explained in 2016 there was $20,000 put in the budget for improvements for the Town Hall. Only $15,000 was used for the project thus leaving $5,000 that could be toward the maintenance of the Town Buildings.
Due to the Joint Municipality Meeting last week there was not any additional information regarding the Oregon Senior Center. There was a credit on the August Budget Contribution invoice that Clerk Arnold received in the amount of $1,744. Van Kampen suggested that Arnold follow up with Lisa Novinska from the Village for an explanation.
The September Agenda should include discussion and possible action regarding the speed limit on Lincoln Rd. The speed study has been completed. The expired Yahara Materials Roadway Access Agreement should be settled. There should be an update on the Anderson Farm Park mowing agreement with Dane County Parks. A decision or update regarding the painting and masonry maintenance for the Town Buildings should be included. If the estimates come in for the work a special meeting should be held. The Board agreed that Wednesday, August 23, 2017 at 6:00 pm will work for a Payne & Dolan quarry tour.

Motion made by Clark and seconded by Van Kampen to approve the payment vouchers for July 2017 in the amount of $156,512.94. Motion carried.
A portion of the Belleville Bike Race and Run will be held in the Town of Oregon on Saturday August. 12th.
Clerk Arnold did not have any new items to share regarding the 2017 Budget.
Motion made by Clark and seconded by Christensen to adjourn the Town of Oregon Board Meeting at 6:50 pm. Motion carried.
