Board Meeting Minutes

May 3, 2016                             


1.     Call Town Board Meeting to order.

Chairman Wayne Ace called the May 3, 2016 Town Board Meeting to order at 6:30 pm. 


2.     Roll Call.

Clerk Arnold called the roll the following were present:  Chairman Wayne Ace, Supervisors Phil Van Kampen, Arlen Christensen, Fred Clark and Tom Wiedenbeck.  Absent:  Assessor Andy Blomstrom and Constable Gary Wackett. Also present Park Chairman Steve Root, Resident Bob Everson and Spencer Johnson, representative from Payne and Dolan. 


3.     Approval of minutes from previous meeting.

Motion made by Wiedenbeck and seconded by Clark to approve the Town Board Meeting Minutes from April 12, 2016.  Motion carried.


4.     Financial Report and Acceptance.

Motion made by Van Kampen and seconded by Christensen to accept the Financial Report for the month of April 2016 as prepared by Deputy Clerk/Treasurer Jennifer Hanson.  Motion carried.


5.     Public Comments. 

Chair Ace called for any Public Comments, Spencer Johnson from Payne and Dolan addressed the board.  He wanted to provide an update regarding the progress of the CUP approval for the Wingra property.  Payne and Dolan is hoping to get approval from Dane County on May 10, 2016.  Ace inquired if all water issues had been resolved.  Johnson said yes and no other problems have come up.  Johnson thanked the Town Board for their continued support. 


6.     Discussion and possible Approval of Recommendations from Plan Commission:

a.     Land Division and Rezone Request. Petition # DCPREZ-2015-10939; Parcel #0509-264-9500-1; 296 Union Rd., Brooklyn, WI 53521.  The request is for shifting of property lines between adjacent land owners.  The property would be rezoned from A-1Ex to A-2 on 27.34 acres.  Petitioner and Owner is Marshall Brothers, 296 Union Rd., Brooklyn, WI  53521. 

Motion made by Van Kampen and seconded by Wiedenbeck to approve Petition request number DCPREZ-2016-10939; for Parcel number 0509-264-9500-1.  Motion carried. 


b.     Land Division and Rezone Request.  Petition # DCPREZ-2016-10968; Parcel # 0509-142-8800-0 & 0509-142-8526-0; west of 5207 Lincoln Rd., Oregon, WI  53575.  The request is to transfer the building site location.  No additional building sites requested.  The 5.11 acre property would be rezoned from RH-2 to A-4 and 5.35 acre property would be rezoned from A-3 to RH-2.  Petitioner is Paulson & Associates LLC, 135 W. Hlum St., Deforest, WI  53532.  Owners are Steve Ganser, 6225 Stony Hill Dr., Oregon, WI  53575 & Roger Parsons, 5207 Lincoln Rd., Oregon, WI  53575.

The Board Supervisors took time to navigate the map and determine the best placement for a new house being careful not to consume the fertile farm ground and be mindful of the existing homeowners.  Wiedenbeck also explained that a swale needed to be worked around.  Christensen had a possible solution to move the driveway.  Resident Bob Everson provided a letter of opposition to the board that Clerk Arnold read to those present.    Because the petitioner Steve Ganser was not available to attend the meeting no decision was made and this request should be included at the next Plan Commission Meeting.

7.     Discussion and possible Approval re: Brooklyn Fire & EMS District Refinance & Resolution.

This agenda item should be included on the June or July Town Board Agenda. 


8.     Fire & EMS Report (Oregon/Van Kampen, Belleville/Clark, Brooklyn/Wiedenbeck).

Van Kampen reported that OAFED is in good shape.  A down payment on the new ambulance will need to be made shortly and another payment in July will be paid with the OAFED fund balance to obtain a discount.  The portion that the town is responsible for will be due in October 2016 for approximately $44,000.  Clerk Arnold reported that an audit report was received on behalf of the Belleville Fire/EMS in regards to the fire dues.  Clark shared that Belleville Fire/EMS is celebrating their 40th Anniversary with a party on May 13th.  Wiedenbeck reported that Brooklyn Fire/EMS is now engaging the services of a lawyer.  An additional meeting will be held tomorrow evening to discuss the contract again.  Wiedenbeck is doubtful if a contract can be agreed upon.  The Fire Chief is gathering bids for a new Tender and will forward to the board members.  The 2000 gallon sized Tender should not exceed $230,000.  The District currently has approximately $100,000 saved for the purchase.  The EMS Director said they now have excellent daytime staffing. 


9.     Communication and Action of the Dane County Board – Bollig.

Dane County Supervisor Jerry Bollig was not in attendance at this time. 


10.  Park Committee Report and Action – Root.

Park Chairman Steve Root reported that there had not been a Park Committee Meeting to report on.  The next meeting will be May 9th.  Root shared that Public Works Employees Schultz and Zurfluh need to clean up the brush area at Kennedy Park. Kennedy Park was mowed late, Root observed excess dead grass clippings.  Perhaps additional mowing help is needed with the approaching summer lawn care.  Root has volunteers scheduled to do work at the Town Park and needs Public Works to deliver wood chips.  Root will coordinate the effort with the Public Works Department. 


11.  Assessor’s Report and Recommendation – Blomstrom.

Assessor Blomstrom was not in attendance.  Clerk Arnold reminded everyone that the open book was scheduled for Thursday May 12, 2016 from 5:00-7:00 pm and Saturday, May 14, 2016 from 10:00-Noon.  The Board of Review will be held on June 4, 2016 from 9:00 am to 11:00 am. 


12.  Building Inspection Services Report and Review the Contract-Discussion possible action regarding change in service. – Arnold.

Clerk Arnold reported that there were eleven building permit applications received in April 2016.  The SAFEbuilt Invoice was available for the Board to review, the billing is now accurate.  Clerk Arnold also included the results of a survey about building inspection services.  Arnold contacted 23 different municipalities to inquire who they used and were they happy with that service.  The Board discussed the situation and decided that the Clerk will inform Chair Ace of any problem and he will contact SAFEbuilt. 


13.  Constable’s Report – Wackett.

Constable Wackett submitted a report prior to the meeting.  In April there was 1 animal complaint, 1 junk complaint which is being handled by Dane County Zoning.  He conducted 12 park checks with 2 verbal warnings for park hours.  Wackett logged 157 miles and 8.5 hours. 


14.  Anderson Farm Park Report.

There was no update on the Anderson Farm Park.

15.  Plan Commission Report and Recommendation – Wiedenbeck.

Wiedenbeck reported that the Marshall Bros. land division and rezone was reviewed and recommended for approval by the Town Board.  The land division and rezone request by Steve Ganser was discussed and recommended for approval by the Town Board.  The placement of the driveway and new dwelling will still need to be determined. 


16.  Public Works and TORC Report – Ace.

Chair Ace reported that Public Works Employees have been busy patching roads.  Schultz will be meeting with Ace to discuss which roads will be scheduled for work this summer.  Bids should be going out soon.  Oregon High School Students will be constructing a shelter for the TORC employees.  There was discussion as to how to secure the structure to the blacktop.  Clerk Arnold included an informational report as to comp. time, sick time and vacation days available for all employees. 


17.  Discussion and possible Action re: 2016 Road Work.

This item will be included on the June 14th, Town Board Agenda. 


18.  Discussion and possible Action re: Potential Impacts of the state’s 2016-17 Budget.

Clerk Arnold reported that the insurance purchased with the Local Government Property Insurance Fund will be increasing in cost for 2016-2017, it is still unknown just how much (approx. 25%).  Baker Tilly provided a cash balance report after the audit for 2015 that reflected an increase in fund balance. 


19.  Discussion and possible Action re: Senior Center – Van Kampen.

Supervisor Van Kampen shared that there was a meeting and they discussed the future loss of financing from the Village of Brooklyn.  In the future the Town Board will have to make a decision if they want to share the expense of that deficit or request that the Senior Center trim their own budget.  Brooklyn will lose case management services.   


20.  Board Communications/ Future Agenda Items.

Chairman Ace shared the Town Board Supervisor assignments for 2016.  The June Town Board Meeting will be held on June 14, 2016 at 6:30 pm.  Ace will be extending an invitation for a social gathering including a meal paid in full by Wayne Ace on May 23rd, 2016 at 6:30 pm.  Attorney Mark Hazelbaker will be attending the Tuesday, May 17, 2016 Plan Commission Meeting to discuss the Dane County Zoning option out program.  The June agenda will include road construction, the Senior Center and possible projector purchase. 


21.  Approval of payment vouchers – Arnold.

Motion made by Van Kampen and seconded by Christensen to approve the April payment vouchers in the amount of $88,947.17.  Motion carried. 


22.  Clerk’s Report – Arnold.

Clerk Arnold reported about the recently attended Clerk’s meeting.  Future upgrades for elections were shared in regards to equipment and election law changes.  Railroad information was shared.  Deputy Clerk Hanson is currently gone, upon her return Clerk Arnold will be taking some time off.  The Honor Bike Ride will be traveling thru the Town of Oregon on May 21, 2016.   


23.  Adjournment.

Motion made by Clark and seconded by Wiedenbeck to adjourn the May 3rd, 2016 Town Board Meeting at 8:10 Motion carried.
