Town Board Meeting Minutes
January 5, 2016
1. Call Town Board Meeting to order.
Chairman Wayne Ace called the January 5, 2016 Town Board Meeting to order at 6:30 pm.
2. Roll Call.
Clerk Denise Arnold called the roll the following were present: Chairman Wayne Ace, Supervisors Phil Van Kampen, Steve Root, Fred Clark and Tom Wiedenbeck. Assessor Andy Blomstrom arrived at 6:40 pm. There were also four guests present.
3. Reading and approval of minutes from the previous meeting.
Motion made by Root and seconded by Wiedenbeck to approve the minutes from the December 1, 2015 Town Board Meeting. Motion carried.
4. Financial Report and acceptance.
Motion made by Van Kampen and seconded by Root to accept the Financial Report as prepared by Deputy Clerk Treasurer Jennifer Hanson. Motion carried.
5. Public Comments.
Bill Buglass and Clint Weninger from Payne and Dolan wanted the board to know that they are getting very close to submitting a Conditional Use Permit for mineral extraction in the Wingra gravel pit. Payne and Dolan is leasing this property from Wingra for the purpose of extracting nonmetallic mineral. Maps of the proposed plan were shared, there will be an agreement to enter from the Klahn Pit. There will be two separate ponds. The only change Payne and Dolan anticipates will be to request extended hours. There are approximately 138 acres.
6. Eagle Scout Presentation.
There were no Eagle Scout Presentations at this time.
7. Discussion and possible approval re: Resolution number 03-2015; Town Fee Schedule.
Motion made by Van Kampen and seconded by Clark to approve Ordinance number 83 to establish a process for updating various municipal fees charged by the Town of Oregon and approving Resolution number 03-2015 Town Fee Schedule. Motion carried.
8. Discussion and possible approval re: Ordinance number 84; Town Cemetery Ordinance.
Chair Ace wanted to review this information and would like this ordinance to be reviewed by the Plan Commission before going forward. Possible approval by April or May 2016.

9. Discussion and possible action re: update to the town’s mobile home ordinance.
Supervisor Wiedenbeck made changes to this ordinance to include campers/mobile homes that are installed on a truck. Chair Ace requested that the ordinance be returned to the Plan Commission for their recommendation before the board approves this.
10. Discussion and possible action re: Anderson Farm Park progress.
Supervisor Root reported that in November there was a tremendous turn out for the candle light hike in the park with over 200 people in attendance. The dog park will be open in 2018 the preparation will begin in 2017 when the farm lease expires. There will be a buffer of fast growing brush trees and prairie grass. Prairie restoration just south of the parking lot will begin this spring. February they will be hosting snow shoeing events with bonfires. January 20th is the next Friends of Anderson Park meeting, they will be discussing the 2017-2018 plan.
11. Communication and action of the Dane County Board – Bollig.
Dane County Supervisor Jerry Bollig spoke in favor of the Town maintaining Dane County Zoning. Bollig shared that Townships pay very little to enforce the comprehensive land use plan and provide a way to enhance property value by the enforcement of those ordinances. Approximately 80% of the cost comes from property tax. Ace shared that Dane County helped him with his rezone and land split. The County is also extremely helpful to the office staff.
12. Fire & EMS Reports(OAFED/Van Kampen, Belleville/Clark, Brooklyn/Wiedenbeck)
Van Kampen did not have any new information to share regarding the OAFED. Clark did not have anything from Belleville Fire/EMS. Mark O’Brien the Town of Oregon Brooklyn Fire/EMS Representative spoke about gathering bids for the purchase of a new tanker truck. The ambulance and fire trucks are running fine. The Village of Brooklyn President Pat Hawkey does not agree with the way things are going with the Brooklyn Fire/EMS. Hawkey feels that there should be two representatives from the Village of Brooklyn and votes should be unanimous rather than majority vote. If the Village of Brooklyn would get two votes then the Town of Brooklyn wants two votes. This does not agree with the current contract language that all participants approved. The next meeting is January 20th. Supervisor Wiedenbeck would like to see more prompt agendas and meeting minutes provided to better prepare for meetings. He is experiencing a difficult time with communications coming from the Brooklyn Fire/EMS.
13. Discussion and possible approval re: Changes to Brooklyn Fire/EMS contract.
It was explained by Supervisor Wiedenbeck and Brooklyn Fire/EMS Representative O’Brien that more work will need to be done regarding the contract changes at the January 20th meeting therefore this agenda item was tabled.
14. Discussion and possible action re: Flooring bids for the Town Hall.
Motion made by Van Kampen and seconded by Root to approve the estimate from Walgenmeyer’s Carpet & Tile for $9,836.00 to replace the Town Hall flooring. Motion carried. There were five bids submitted for the project.

15. Discussion and possible action re: Financing Oregon Area Fire & EMS ambulance.
Supervisor Van Kampen distributed new information regarding the calculations for the Town of Oregon lending funds to the participating municipalities to purchase a new ambulance for the OAFED. Van Kampen had a break down calculated with three different interest rates and with a bank loan option. The OAFED legal advisor said it was not a problem for the Town to make the loan. The cost for the documents was estimated at $650.00. The funds would not be needed until next summer. Ace brought up the information received from Attorney Mark Hazelbaker. Clerk Arnold referred to an email received from Hazelbaker stating that it was not legal for the Town to lend funds. The agenda item was tabled at this time, no decision was made until more information was reviewed.
16. Park Committee Report and action – Root.
Supervisor Root shared that in the December 2, 2015 Town Board Meeting the Board approved an expenditure of up to $2,000 for surveying Kennedy Park. Root proceeded based off these meeting minutes. Motion made by Root and seconded by Clark to approve a cost of $423 to Moore Surveying LLC for the Surveying of Kennedy Park. Motion carried. Ace inquired about winter snow plowing. Root requested that the Town Park Road and parking lot be cleared for the rest of the winter. The Anderson Farm Park should also be done the Clerk will invoice Dane County for that expense incurred.
17. Assessor’s report and recommendation – Blomstrom.
Blomstrom downloaded all the real estate transfers for the Town of Oregon for 2015. Most were sales of convenience. He sends letters and creates reports based off of the verification letters. He made notes of the condition of new homes as of January 1, 2016. The personal property statements have been sent for businesses located in the Town of Oregon. Resident Bob Garvoille, residing at 5147 Bellbrook Road said he met with Assessor Blomstrom. Garvoille said he had been charged for a fireplace that he never had. He wanted to know if notices could go out with the Assessor’s information on each property. The Clerk could not help because she does not have access to the system. The property owner is responsible for checking the assessment. Assessor Blomstrom did not reply.
18. Building Inspection Services Report – Arnold.
There were four building permits pulled in the Town of Oregon in the month of December 2015.
19. Constable’s Report – Wackett.
Constable Wackett was not available for the January 5, 2016 meeting.
20. Plan Commission report and recommendation – Wiedenbeck.
Supervisor Wiedenbeck reported that the Plan Commission did not meet in the Month of December 2015.

21. Public Works and TORC Report – Ace.
Clerk Arnold shared a copy of a check received from the Town of Brooklyn in the amount of $13,000 for the purchase of the 2007 Chevrolet Truck. The funds were deposited in the month of January 2016. A report with vacation, comp. and sick hours accumulated for all employees was available for the board. There was also a confidential report regarding the medical leave status for Public Works Employee Abel Schultz. With the shortage of snow plow drivers available Chester Ace has spent time training with Ryan Zurfluh and is now plowing on his own. Chester was available to introduce himself. Three loads of salt will be delivered tomorrow to blend with sand.
22. Discussion and possible approval re: 2016 WI DOT Classified Equipment Rates.
Motion made by Root and seconded by Clark to approve the 2016 WI DOT Classified Equipment Rates for the Town of Oregon. Motion carried.
23. Discussion and possible action re: Potential impacts of the state’s 2015-2016 Budget Bill.
The Payne and Dolan payment for $7,500 was received in return for wear and tear on Union Road. A letter from Pellitteri was received stating that rates for collection will be going up at the TORC. The Clerk also shared an email and photo of the progress made by DaneCom.
24. Discussion and possible action re: Senior Center – Van Kampen.
Supervisor Van Kampen reported that the Oregon Senior Center had not held any meetings to report on.
25. Discussion and possible action re: Review of Town Ordinances.
This item was tabled until the Ordinances are recommended by the Plan Commission.
26. Board Communications/Future Agenda Items.
Future agenda items include the OAFED ambulance financing, the Brooklyn Fire/EMS contract amendment/approval. The Clerk will update the board regarding the progress on the hall flooring and the Eagle Presentation should come off of the agenda for now. Supervisor Ace reminded all present that the Caucus is coming up on January 16, 2016.
27. Approval of payment vouchers – Arnold.
Motion made by Clark and seconded by Wiedenbeck to approve the payment vouchers for December 2015 in the amount of $52,764.28. Motion carried.

28. Clerk’s Report – Arnold.
The organization called WIC will no longer be meeting in the Town Hall as their program has gone to electronic funds rather than mothers reporting to pick up checks that provide aid for their children. There was a junk complaint regarding the property located to 5193 County Highway A. It is currently owned by Michael O’Brien and was known as the old Severson property. Mr. O’Brien resides at 6380 Demarco Trail, Verona, WI. The complaint came from resident that wanted to sell their house and felt Mr. O’Brien’s property brought down the value of her home. The Clerk reminded everyone that the 2016 Caucus will be held on Saturday January 16th at 2:00 pm.
Motion made by Clark and seconded by Wiedenbeck to adjourn the January 5, 2016 Town Board Meeting at 8:20 pm. Motion carried.
