      Town Board Meeting Minutes

      August 2, 2016

 

  1. Call Town Board meeting to order.

Town Chairman Wayne Ace called the August 2, 2016 Town Board Meeting to order at 6:30 pm.

 

  1. Roll Call.

Clerk Denise Arnold called roll.  The following Town Board Supervisors were present, Phil Van Kampen, Arlen Christensen, Fred Clark, Tom Wiedenbeck and Chairman Wayne Ace.  Absent:  Assessor Andy Blomstrom, Park Chairman Steve Root and Constable Gary Wackett.  In attendance Plan Commission Chairman Brian Duffin. 

 

  1. Approval of minutes from previous meeting.

Motion made by Wiedenbeck and seconded by Clark to approve the July 5, 2016 Town Board Meeting Minutes as presented.  Motion carried.

 

  1. Financial Report and Acceptance.

In the absence of the Deputy Clerk Jennifer Hanson there was not a financial report for July 2016 prepared for the August meeting. 

 

  1. Appearance of Rural Insurance Agent Mitch Deprey. 

Clerk Arnold introduced Rural Insurance Agent Mitch Deprey.  In July Deprey and Arnold met to review the Town’s insurance.  Mr. Deprey had suggested some changes and adjustments that would be in the Town’s best interest and Deprey agreed to attend the next town meeting to explain the liability limits.  Deprey explained the current liability coverage for the Town and suggested discontinuing the umbrella and increasing the liability limits.  This would not affect the Workman’s Compensation policy.  The policy deductibles are now low and should be increased in order to decrease the premium for the Town.  The workers compensation policy should be rewritten to match the renewal dates of the existing business owner’s policy.  The Town’s workers compensation rating has improved and should do even better providing there are not any claims submitted. 

 

  1. Discussion and possible Action to change Liability Limits on Town Ins. Policy with Rural Ins.

Motion made by Van Kampen and seconded by Clark to increase the deductible from $250 to $500 on the personal property, increase the vehicle deductible from $500 to $1,000, cancel the umbrella coverage, delete the cyber liability coverage, increase the liability to 5 million/10 million limits and rewrite the workers compensation policy to match the business owners policy renewal dates effective August 2, 2016.  Motion carried.  The above endorsements will be applied to Rural Insurance Business Owners Policy number BOP9108012 for the Town of Oregon.  Mitch Deprey will be checking into the vehicle coverage the Peterbilt truck has a duplication in coverage.  The clerk will follow up on that policy update.

 

  1. Public Comments.

Bill Buglass of Payne and Dolan addressed the Town Board regarding the activity at the pit to act on the storm water approval plan they have received.  Buglass wanted to inform the board as some residents may ask what is happening at the site.

  1. Discussion and possible Approval of Recommendations from Plan Commission:

a.               Land Division and Rezone Request. Petition # DCPREZ-2016-11018; Parcel #0509-271-8220-3, 0509-271-8720-8; 0509-271-9000-7 & 0509-272-8030-2; North and West of 509 Glenway Road.  The request is to create two buildable parcels and rezone.  Lot 1 would be 16.3 acres and rezoned from A-1Ex to A-2.  Lot 2 would be 14.5 acres and rezoned from A-1Ex to A-2(8).  Petitioner is Chase O’Brien, 2594 Leopold Way #113, Sun Prairie, WI  53590.  The Owner is O’Brien Family Irrev Tr., 509 Glenway Road, Brooklyn, WI  53521.   Request for a driveway variance. 

Motion made by Van Kampen and seconded by Christensen to approve the land division and rezone request petition # DCPREZ-2016-11018 as listed above.  Motion carried.  Van Kampen noted that there was no need for a driveway variance. 

 

b.               Rezone and CSM Approval Request.  Petition # Not Available; Parcel # 0509-154-8500-6 & 0509-154-8900-2; 936 & 956 Glenway Road, Oregon, WI  53575.  The request is for a lot line adjustment of 2.62 acres and rezone.  The property at 936 Glenway Road (Lot 1) is currently 4.24 acres, zoned A-2 and will be adjusted to 6.86 acres, zoned A-2(4).  The property at 956 Glenway Road (Lot 2) is currently 9.91 acres, zoned RH-3 and will be adjusted to 7.28 acres, zoned RH-2.  Petitioner and Owner is John Mullarkey, 936 Glenway Road, Oregon, WI 53575 and Pamela Mullarkey, 956 Glenway Road, Oregon, WI  53575.   

Motion made by Van Kampen and seconded by Clark to approve the petition submitted by John Mullarkey and sister-in-law Pamela Mullarkey as listed above.  Motion carried.  A shared field driveway could be used however John will be using a driveway from his own land to access the building.      

                                                                                                                                                                                                                                                                               

  1. Communication and Action of the Dane County Board – Bollig.

Dane County Supervisor Jerry Bollig reported that there was a 25% drop in attendance at the 2016 Dane County Fair.  The County has purchased another homeless shelter site.  Bollig also talked about the County roads located in the Town.  Highway A is in tough shape and CC needs shouldering.  Clark inquired about conditions on Highway A regarding the bridge that crosses at Story Creek, it has been one lane and blocked off most of the summer.  The flashing stop signs do help with the visibility.  Ace mentioned that the County road side mowing was done very late this year.  Bollig will follow up on the issue.

 

  1. Discussion and Possible Action re:  Refinancing of Brooklyn Fire/EMS Loan. 

Motion made by Ace and seconded by Clark to approve refinancing the Brooklyn Fire/EMS Loan with the Board of Commissions of Public Lands of WI in the amount of $165,700.  Motion carried.

 

  1. Discussion and Possible Action re:  Payment of Brooklyn Fire/EMS Tanker Purchase.

Motion made by Van Kampenand seconded by Wiedenbeck to approve the purchase of a new tender truck for the Brooklyn Fire/EMS Protection District in the amount of $105,459.69 the Town of Oregon portion of the purchase will be financed with Town of Oregon Park Funds for $13,013.73. Motion carried.

  1. Fire & EMS Report (Oregon/Van Kampen, Belleville/Clark, Brooklyn/Wiedenbeck).

Van Kampen reported the Chief Mlnarik is possibly accepting a position at the Bellevue Community near Green Bay.  Clark inquired about the truck that had been purchased for the Chief, asking if that would that be retained by the OAFED.  Van Kampen explained that OAFED does own the vehicle.  Clark did not have anything to report from Belleville Fire/EMS.  Wiedenbeck reported that the new contract proposal for Brooklyn Fire/EMS is close to being finalized.  

 

  1. Park Committee Report and Action – Root.

In the absence of Park Chairman Steve Root, Clerk Arnold shared the agenda for the Joint Park Committee and Town Board Agenda that will be held Thursday, August 4, 2016 at 6:30 pm.  Bids for the proposed paving of a path to the park were available and board supervisors should be prepared to vote on Thursday.  No applications have been submitted for the position of Park Chairman. 

 

  1. Assessor’s Report and Recommendation – Blomstrom.

Assessor Blomstrom was not in attendance.  Clerk Arnold shared that the County and Department of Revenue still need the Ag. Conversion report for the Town of Oregon that is prepared by Assessor Blomstrom.

 

  1. Building Inspection Services Report – Arnold.

In July 2016 there were seven new building permit applications submitted to the Town of Oregon. 

 

  1. Constable’s Report – Wackett.

Constable Wackett submitted a report prior to the meeting of the activities for July 2016.  Wackett logged 360 miles and 19.50 hours.  There were 23 park checks. 

 

  1. Anderson Farm Park Report.

Supervisor Christensen reported that the Friends of Anderson Farm Park are holding a candle light walk and cookout on Saturday, November 12th and their annual meeting is September 21, 2016. 

 

  1. Plan Commission Report and Recommendation - Wiedenbeck.

 

Wiedenbeck shared that a property owner has come before the Plan Commission that wants to allow their daughter to build a house on their property however they do not have any legal land splits.  Plan Commission Chairman Brian Duffin explained to them that the Town’s present land use plan would not allow for this.  This caused the Plan Commission members to discuss the possibility to Transfer of Development Rights or TDR.  The Plan Commission would like to ask the Town Board if they are in favor of increasing the density in the Town.  The subject of TDR and potential opt out program with Dane County Zoning will be discussed at the August 23, 2016 joint Town Board and Plan Commission Meeting to be held at 6:30 pm. 

 

  1. Public Works and TORC Report – Ace.

Ace reported that two culverts were installed off of Netherwood Rd, the cutting is done and Payne and Dolan will be paving on Thursday or Friday.  Public Works has been busy with tree removal. Ken West submitted a letter of resignation for his position at the TORC.   Sam Ace shared that he is retiring from working at the TORC at the end of this summer.

  1. Discussion and possible Action re: Update on Town’s budget.

Clerk Arnold requested that Board Supervisors be thinking about the 2017 budget and job reviews of employees should be completed as well. 

 

  1. Discussion and possible Action re: Senior Center – Van Kampen.

Van Kampen reported that they had a meeting.  They discussed the potential of the Village of Brooklyn pulling out of financing for the Senior Center.  They really will not know for sure until Brooklyn finalizes their 2017 budget. 

 

  1. Discussion and possible Action re: Oregon Senior Center funding.

This agenda item will be discussed at the joint municipalities meeting to be held in September.  A final decision does not need to be made at this time. 

 

  1. Board Communications/ Future Agenda Items.

The joint municipality meeting will be held Wednesday, September 28th at 6:30 pm.  Items to be included on the September Town Board Agenda are the Brooklyn Fire/EMS Contract, TORC Employee hiring, Park Committee Chairperson and driveway variance for Josh and Tony Wills located near 210 Glenway Rd. 

 

  1. Approval of payment vouchers – Arnold.

Motion made by Clark and seconded by Christensen to approve the August 2016 payment vouchers in the amount of $187,071.04.  Motion carried. 

 

  1. Clerk’s Report – Arnold.

Reminder of the Joint Park Committee and Town Board Meeting on Thursday, August 4, at 6:30 pm.  There was an update on the Oregon Youth Center activities.  The Best Dam Bike Tour will pass thru the Town of Oregon on August 6th and 7th.  The Clerk will hold the Partisan Primary Public Test on August 4, 2016 followed by a training for new election workers.  The Partisan Primary Election will be held August 9th, 2016 from 7:00 am to 8:00 pm. 

 

  1. Adjournment.

Motion made by Clark and seconded by Wiedenbeck to adjourn the August 2, 2016 Town of Oregon Board Meeting at 8:20 pm.  Motion carried.
