Town Board Meeting Minutes

January 6, 2015

            Supervisor Steve Root called the Town of Oregon Board Meeting to order on January 6, 2015 at 6:30 pm with the following board supervisors present, Fred Clark and Phil Van Kampen and Clerk Denise Arnold.  Absent:  Chairman Darryl Weber, Supervisor Wayne Ace, Assessor Andy Blomstrom, Treasurer Rhonda Christensen LaFlash and Constable Gary Wackett. 

            Motion made by Van Kampen and seconded by Clark to accept the Town Board Meeting Minutes from December 2, 2014 as presented.  Motion carried.

            Motion made by Van Kampen and seconded by Clark to accept the December 2014 Town of Oregon Financial Report as submitted by Deputy Clerk Treasurer Jennifer Hanson.  Motion carried. 

            Bill Buglass from Payne and Dolan introduced himself and accompanying employees from the company to the board.  Representing Payne and Dolan were Todd Buth, Spencer Johnson, Quentin Maxwell, Lenny Beck and Jerry Anderson.  Bill Buglass distributed maps for the board to view of the Anderson and Klahn Pits with a comparison of progress from late October 2013 to 2014.   Large aerial photos of each of the pits taken in October were displayed also.  Todd Buth explained that at the Klahn site all the materials were coming from under the water.  A drag line has been used.  Aggregate is obtained to supply the Fitchburg facility in making asphalt.  The operation should be similar for next year.  At the Anderson Quarry they are mining in the northeast corner.  Two times in 2014 they had a planting session.  Volume of sales have been steady to increasing.  Supervisor Root inquired about a resident complaint on the Anderson Quarry that had been received by all Board Supervisors and then forwarded to Payne and Dolan.  Town resident Kathy Friday resides at 903 County Highway MM.  The property is adjacent to the Anderson Quarry.  Buglass said there was more activity in the quarry than in the last five years.  Payne and Dolan exercises a very conservative blasting level staying well under the State of Wisconsin requirements.  Root also contacted resident Tim LeBrun residing at 933 County Highway MM.  LeBrun’s home is closest to the site and he works from that residence.  LeBrun talked to Payne and Dolan representatives and had a seismograph placed in his yard to measure the vibrations during the blasting process.  Todd Buth has been working with Lebrun and explained the process.  Root mentioned that the ground movement would be great due to the lack of dolomite in the limestone.  Buth offered to provide a tour for Root so he can observe and better understand the process to ensure that proper mining procedures are being followed.  Clerk Arnold inquired if anyone from Payne and Dolan had contacted Kathy Friday.  Bill Buglass said he would pay her a visit. 

            Motion made by Van Kampen and seconded by Clark to approve land division and rezone petition request number DCPREZ-2014-10803, parcel number 0509-161-9072-0 et al., 5683 Lincoln Road, Oregon, WI.  Motion carried.  The request is to create a new CSM with the sale of 4.9 acres of land to neighboring land owner Arlan Kay, 5685 Lincoln Rd.  No building sites will be created.  Lot 1 would be the Secher home on 2.08 acres, zoned RH-1.  Lot 2 would be the Kay home on 30.32 acres, zoned RH-4.  Petitioner and owner is Dale Secher 5683 Lincoln Road, Oregon, WI 53575.

Motion made by Van Kampen and seconded by Clark to adopt Option F for the Implements Of Husbandry.  This would abide by Act 377, there would be a non-fee permit that would need to be applied for.  With Option F no publishing would be required only a permit obtained and our lead Public Works Employee (currently Abel Schultz) would approve those permits.  Motion carried. 

Supervisor Root reported that the Anderson Park Friends are currently discussing organic farm operation plans for the County Park.  They will be moving forward this summer.  The next meeting is Monday January 19th at the Town Hall to prepare for a joint meeting with Dane County. 

Supervisor Van Kampen reported that the OAFED held a meeting on December 4th, 2014 with the Joint Board.  Last night the Joint Board met with the recruiting company.  Significate progress was made with good questions and a good plan seems to be in place.  Van Kampen was confident that a new Fire Chief candidate would be in place by the time that Chief Bloom leaves in the spring. 

Park Chair Steve Root reported that the Park Committee did not meet in the month of December and the next meeting will be held on Wednesday January 21st.    

Assessor Blomstrom was not present however Clerk Arnold shared a letter that was received at the Clerk’s Office.  This complaint letter from John Trochlell was forwarded to Assessor Blomstrom and Supervisor Root.  Cheryl Zellmer from Dane County has reported that the Anderson splits have not been recorded correctly and will need some adjustments by the Assessor.  The Clerk is not involved in the matter. 

There were six Building Permit Applications applied for in December 2014.  There is one new housing start that is currently waiting to be approved. 

Constable Wackett submitted a 2014 annual report of activities in the Town of Oregon prior to the meeting.  Clerk Arnold noted that there have been more complaints regarding dogs unattended in the Town Parks due to the warm weather in December more dog owners have been visiting the parks.

Clerk Arnold reported that it is difficult to get road salt delivered.  It is fortunate that there have not been many snowfalls.  Public Works have been trimming brush this winter.  Root inquired if Public Works would still plow the Dane County Anderson Farm Park parking lot at the end of their route.  Clerk Arnold said that is on their route and Dane County pays the Town of Oregon for that service. 

Motion made by Van Kampen and seconded by Root to approve the 2015 WI DOT Classified Equipment Rates.  Motion carried.  These rates would be used for custom work or in the event of a FEMA disaster. 

Van Kampen reported that the Senior Center had a furnace replacement expense for one of the furnaces in the facility.  Arnold inquired about the billing of improvements to the center.  Van Kampen thought that bills would be distributed in the next couple of months. 

Motion made by Van Kampen and seconded by Clark to approve the December Payment Vouchers as presented in the amount of $105,155.32.  Motion carried.

Clerk Arnold learned today that there will not be any need for a February Election.  This would have been a primary for referendum, judge or school board position. 

Motion made by Clark and seconded by Van Kampen to approve the slate of new election inspectors until December 31, 2015.  Motion carried

            Motion made by Clark and seconded by Van Kampen to adjourn the January 6, 2015 Town Board Meeting at 7:35.  Motion carried.
