Town Board Meeting Minutes
November 11, 2014
Chairman Darryl Weber called the Town of Oregon Board Meeting to order on November 11, 2014 at 6:30 pm with the following board supervisors present, Wayne Ace, Fred Clark, Steve Root, Phil Van Kampen and Clerk Denise Arnold. Absent: Constable Gary Wackett, Assessor Andy Blomstrom and Treasurer Rhonda Christensen LaFlash.
Motion made by Root and seconded by Clark to approve the Town Board Meeting Minutes from October 7, 2014 as presented. Motion carried.
Motion made by Clark and seconded by Root to accept the Town Financial Report as prepared by Deputy Clerk/Treasurer Jennifer Hanson. Motion carried.
There were no public comments.
The Dane County Anderson Farm Park held a bonfire celebration on Saturday, November 8, 2014. The open house was to celebrate a successful year for the Anderson Park Friends.
Dane County Supervisor Jerry Bollig submitted a copy of the Dane County 2014 Tax Levy request prior to the meeting. The County Budget is projected to increase by one penny in 2015.
Supervisors Van Kampen and Clark did not have any new information regarding OAFED and Belleville Fire/EMS because there were not any meetings held since the last Town Board Meeting to report on.
Motion made by Ace and seconded by Clark to reduce the hours to ten per month in the contract for supplemental police service hours by the Village of Oregon Police Department for 2015. Motion carried.
Supervisor Ace shared that he had a conversation with interim Police Chief Dale Burke regarding the speed wagon that is jointly owned by Waunakee, Verona, the Town and Village of Oregon. There are issues with the computer board and the batteries no longer stay charged. The speed wagon has been broke for about six years. The board would like this item to be on the agenda for December 2, 2014.
Park Chair Root reported that the youth involved in park vandalism is in the process of restitution. He will attend the next Park Committee Meeting to apologize to the group and he located the post that was pulled and has done a fine job of seeding the grass that was damaged. There still will need to be a charge for the labor for installing the post that was pulled up. It is undetermined if the oak tree has been harmed. Root is still working on the Kennedy Park land survey. He is trying to recruit a set of volunteers for trail maintenance at the Town Park. The Eagle Scout sign in front of the Town Hall has been repainted and all of the Eagle Scout plackets were placed with a UV resistant product. Root had the Public Works Department bring in the picnic tables out of the Town Park and brought to the Town garage. Root has been sanding these tables to remove graffiti.
The Clerk shared a letter received from the Department of Revenue siting that the Town of Oregon is not in compliance. Section 70.05(5)(d), Wisconsin Statutes, require that the assessed value of each major class of property must be with 10% of the full value of the same major class of property at least once during the four-year period consisting of the current year and the three previous. After some discussion it was determined by the Town Supervisors to request that Assessor Blomstrom attend the next Town Board Meeting to discuss his plan to remedy this problem and be in compliance.
There were eight building permits applied for in the month of October 2014. Building inspector Mike Kleisch is attempting to work out an agreement with the Village of Oregon to conduct the Town’s building inspections on his own rather than thru the Village. The Clerk will keep the board informed of any developments on this matter.
The Clerk shared a draft of the 2015 Public Budget Hearing scheduled for Tuesday November 25, 2014. The reserve funds with be split between the town general funds and park funds and the outstanding debt will be identified as Oregon Area Fire/EMS loans. The local levy limit will change from 2.2895 to 2.2903. The Oregon School District will change from 11.6966 to 11.4020. Belleville will change from 10.3590 to 10.3613. MATC will change from 1.7486 to .8887.

The State and Dane County figures are not available yet for calculations. The Clerk inquired if the new truck delivery could be delayed to December so that payment could be made in January 2015? Supervisor Ace said he would follow up on that.
The Senior Center Committee had not met, so Supervisor Van Kampen did not have new information to report.
Clerk Arnold shared that we still have not received our early fill of road salt. This is due to a trucking issue. Ace reported that chips are not available either, there are sand fines however they are not a good product when freezing issues occur. Clerk Arnold will follow up on the salt delivery.
Future agenda items include the speed wagon sale and meeting with Assessor Blomstrom.
Motion made by Van Kampen and seconded by Clark to approve the October 2014 payment vouchers for $131,814.22. Motion carried.
Clerk Arnold reminded all of the board of the Budget Hearing to be held at 6:00 on November 25, 2014. At the 2014 Fall General Election there were 1,915 total ballots cast, 435 of these were absentees. We were helped by 23 poll workers and had 103 new voter registrations on Election Day. The Clerk shared a copy of a resident letter regarding burning in the Town of Oregon. This particular resident felt that too much leaf burning was occurring that it was polluting the air and causing an unsafe, unhealthy environment. The board supervisors acknowledged the letter however did not choose to implement any changes at this time.
Motion made by Clark and seconded by Van Kampen to adjourn the November 11, 2014 Town Board meeting at 7:15 pm. Motion carried.
