Town Board Meeting Minutes
May 6, 2014
Chairman Darryl Weber called the Town of Oregon Board Meeting to order on May 6, 2014 at 6:30 pm with the following Town Board Supervisors present Wayne Ace, Fred Clark, Steve Root, Phil Van Kampen, Public Works Employee Abel Schultz and Clerk, Denise Arnold. Absent: Assessor, Andy Blomstrom, Treasurer, Rhonda Christensen LaFlash and Constable, Gary Wackett.
Motion made by Ace and seconded by Clark to approve the Town Board Meeting Minutes from April 8, 2014 and special Meeting Minutes from April 28, 2014 as presented by Clerk Arnold. Motion carried.
Motion made by Van Kampen and seconded by Root to accept the Financial Report as prepared and submitted by Deputy Clerk/Treasurer Jennifer Hanson. Motion carried. There is a Park Fund certificate of deposit that is up for renewal and plans have been made to renew that at Union Bank & Trust Company for one year at .65%.
There were no public comments to address.
The bids for paving and sealcoating were discussed at length. Motion made by Ace and seconded by Van Kampen to award the bid for pulverizing and 3” paving for Bramble Lane and Lawry Court to Payne and Dolan for a total of $52,040. Motion carried. The decision not to repave Tony Lane was because it is 17’ wide and would need to be brought to 20’wide to be in compliance according to Pam Dunphy from the Dane County Highway Department.
Motion made by Ace and seconded by Van Kampen to award the 2014 Seal Coating contract to Fahrner Asphalt for a total of $119,897. Motion carried. Fahrner will also provide a bid for an additional seal coat project on Tipperary Road from County A to Lincoln Road. The bid will then be voted on prior to the Board of Review on May 31, 2014 at 8:50 am. The following roads will be seal coated with black slag:
· Windridge Road – (Hillcrest Lane to include Cul de Sac) ------------- $11,800.
· Wesley Road (Windridge Rd to Sheil Rd)----------------------------------- $6,295.
· Lost Woods Court (Windridge Rd & include Cul de Sac)--------------- $2,855.
· Sundrift Court (Wesley & include Cul de Sac)----------------------------- $2,425.
· Azure Court South (Windridge Rd & include Cul de Sac)--------------- $2,830.
· Azure Court North (Windridge Rd & include Cul de Sac)--------------- $3,435.
· Glenway Circle (Glenway Rd & include Cul de Sac)--------------------- $4,655.
· Total for Black Slag Seal Coating ----------------------------------------- $34,295.
The following roads will be seal coated with pea gravel:
· Locust Grove Road (Union Rd to Glenway Rd)------------------------- $21,172.
· Tipperary Road (County Rd A to Bell Brook Rd)------------------------ $27,964.
· Netherwood Road (County Rd D to Alpine Parkway)------------------ $36,466.
· Total for Pea Gravel Seal Coating----------------------------------------- $85,602.

Motion made by Root and seconded by Van Kampen to approve Crack Filling Service out of Cross Plains to complete crack filling on Tipperary Road and Netherwood Road prior to the sealing coating for the amount of $21,000. Motion carried. This option exceeds the proposed budget of $13,000.
Supervisor Ace submitted a bid for a new 2015 Ford F-550 Truck for the Public Works Department in the amount of $74,013. The 2000 Chevy Truck is beginning to fail and will need to be replaced. Ace suggested keeping the 2007 truck and trading the 2000 truck. Clerk Arnold had a report of available funds for Capital Outlay for Equipment of $146,122. Due to the purchase of a new Peterbilt Plow Truck there would not be funds available in 2014. Weber thought that the pick-up did need to be replaced however the 550 seems more like a want than a needed purchase. Ace said the 550 would be capable of plowing and salting and sanding. It could ordered late in the year to require payment and receive possession in 2015. Ace will contact the vendor and report back as to how long the purchase price is valid and if it could be ordered later in the calendar year. Root and Van Kampen are in favor of the purchase.
The possible construction of a salt shed was tabled indefinitely.
The Clerk reported that the public works employees have accumulated 501 hours of combined vacation and comp hours from plowing snow. Abel Schultz has 119 vacation hours and 179.5 comp. hours. Ryan Zurfluh has 58.5 vacation hours and 144 comp hours.
Motion made by Van Kampen and seconded by Root to approve conditional use permit petition number DCPCUP-2014-02271; Parcel number 0509-0838-000-7. The request is to obtain a conditional use permit of a limited family business (limousine and bus service). The property is zoned A-Ex. Petitioner and owner is Wayne & Dee Ace, 1219 County Highway D., Oregon, WI 53575. Motion carried. Supervisor Wayne Ace abstained.
Weber stated there is a $600 fee that will be due upon the completion of the recent land division and rezone done on the Ace property approved at April 2014 Town Board Meeting.
The Clerk reported that the hazardous trees on Union Road that border the Anderson Farm Park will be taken down by Dane County according to Laura Guyer, Real Estate and Acquisition Director at Dane County Land and Water Resources Department. Root reported that Earth Day and Arbor Day were very successful at the Anderson Park with the school children that participated. There are scheduled community work days on May10th and June 14th at the Anderson Park.
Dane County Board Supervisor Jerry Bollig shared that Sharon Corrigan was elected to Chair the Dane County Board. John Hendrick is no longer serving on zoning. Bollig informed the Board that the Village of Oregon has worked on pot holes and will do the shouldering repair work on Lincoln Road before Memorial Day. Bollig also reported that the County will have a 20 million dollar landfill expansion.
Supervisor Van Kampen said that the OAFED is considering a car vs truck purchase after discussing the fuel efficiency as brought up at the April Town Board Meeting. Motion made by Van Kampen and seconded by Weber to approve the purchase of a new thermal imaging camera for the OAFED at a cost of $12,660. Motion carried. The old camera was unable to be repaired and does have any trade in value.

Park Committee Chairman Steve Root reported that the Eagle Scout Project at Kennedy Park will take place this Saturday, May 10, along with the assistance of the Oregon Rope Pullers from 9:00-noon. The rope pullers have installed their new pole and still need to take the old one down. The playground equipment located at the south end of Kennedy Park near the woods have trees encroaching on the equipment. Clean up needs to be done however it is difficult to determine the property line. Root asked if Thom Grenlie could survey the area. Motion made by Van Kampen and seconded by Clark to approve an expense for surveying the area for approximately $1,000 to $1,200. Motion carried. Root shared that just inside the woods there are some trees that are dying and in danger of falling on the playground equipment. Root had bids to remove trees by Nikolas’ Professional Tree and Shrub Care. Motion made by Van Kampen and seconded by Ace to have Nikolas take down hazardous elm trees in the Town Park for $4,200. Motion carried. Motion made by Van Kampen and seconded by Ace to take down hazardous elm trees in Bi-Centennial Park. Motion carried. The trees would be cut and left to return to nature and allow small animals to use for a habitat. There is another Eagle Scout Project for a trail improvement plan from troop 50.
There was no report submitted from Assessor Andy Blomstrom.
Clerk Arnold reported that there were six new building permits applied for in the month of April 2014.
There was no report submitted from Constable Gary Wackett.
Chair Weber reported of the Plan Commission’s recommendation to the Town Board to approve the Wayne and Dee Ace Conditional Use Permit.
Clerk Arnold shared that a refund of Workman’s Compensation premium was received following the audit submitted in the amount of $2,652.00.
Supervisor Van Kampen reported that the Senior Center held a meeting and discussed some maintenance issues that were addressed. The roof is in need of repair, some drywall, painting, electrical and some flooring for $19,500. They have applied for a $6,000 grant. The Village will pay for that throughout the year. After the first of the year there will be a reconciliation and based off the usage fee the Town will be responsible for a portion of the improvement expenses. The Clerk reminded everyone of the Senior Center Brat Sale Fundraiser is on Friday, May 9, 2014.
Future agenda items include the discussion and possible action regarding the purchase of a truck. Van Kampen will explore if it is feasible to get a loan for the purchase. Supervisor Root brought up that if registered letters are sent the Clerk’s Office and possibly the Town Board should have a copy of the correspondence. This would better serve the public. Recently a registered letter was sent from the Constable to a resident and the Clerk’s Office was unaware of it and made it difficult to respond to the receiving resident that called for follow-up information.
Motion made by Root and seconded by Clark to approve the April 2014 payment vouchers in the amount of $194,591.30. Motion carried.
Motion made by Van Kampen and seconded by Clark to adjourn the May 6, Town Board at 8:30 pm. Motion carried.
