Town Board Meeting Minutes
June 3, 2014
Chairman Darryl Weber called the Town of Oregon Board Meeting to order on June 3, 2014 at 6:30 pm with the following Town Board Supervisors present Wayne Ace, Fred Clark, Steve Root, Phil Van Kampen, Constable Gary Wackett and Clerk, Denise Arnold. Absent: Assessor Andy Blomstrom and Treasurer Rhonda Christensen LaFlash.
Motion made by Van Kampen and seconded by Root to approve the Town Board Meeting Minutes from the May 6, 2014 as presented by Clerk Arnold. Motion carried.
Motion made by Van Kampen and seconded by Root to accept the financial report as prepared and submitted by Deputy Clerk/Treasurer Jennifer Hanson. Motion carried.
Village of Oregon resident Trevor Passmore residing at 671 Rinpoche Lane addressed the Board Supervisors during the public comments portion of the meeting. Mr. Passmore distributed a hand out he had prepared on data points for discussion regarding the speed limit on Lincoln Road. Passmore is requesting the board consider changing the speed limit on Lincoln Road to 45 mph to make the road a route of safe passage for bike riders. He felt that safety should be first and foremost. Passmore said the road is too narrow and the verge/shoulder is not adequate. According to Passmore the Village Trustees, Village Police Chief Pettit and State Traffic Safety Engineer, Ryan Mayer all supported this decrease in speed limit on Lincoln Road. Chair Weber did not feel that the speed limit change would be enforceable and traffic is too heavy to be riding bikes on Lincoln. Supervisor Root stressed that the road is not safe for bikers there are other routes would be safer. Clerk Arnold added that even if changing the speed limit to 25 mph from one end of Lincoln to the other it would provide a false sense of safety because Lincoln Road is not a safe passage for recreational use. It is barely wide enough for vehicle traffic. Chair Weber read an email that had been submitted by town resident Dave Frankson discouraging biking on Lincoln Road and was in opposition to the speed limit reduction. The Board encouraged Mr. Passmore not use Lincoln Road for recreational biking.
Motion made by Weber and seconded by Ace to approve Conditional Use Permit, petition #DCPCUP-2014-02275 for parcel #0509-173-8500-3. This is a limited rural business (metal fabrication, welding, art and repairs). The property is zoned A-1Ex. Petitioner and owner is Richard Fizzell residing at 895 Storytown Road, Brooklyn, WI 53521. Motion carried.
Dale Secher residing at 5683 Lincoln Rd, Oregon, WI 53575 is requesting approval for a land division and rezone. Secher wants to create one building parcel for his son and a second agricultural parcel. The land is currently zone A-1 Ex. Parcel 1 would be 2.0 acres, zoned A-2(2) and Parcel 2 would be 35.1 acres, zoned A-1Ex. The driveway would be shared. Motion made by Root and seconded by Clark to approve Petition #DCPEX-2014-10692; parcel number 0509-162-9000-9 and 0509-162-9561-1. Motion carried. A joint driveway agreement is required and the Town Comprehensive Land Use Plan supports the decision. Motion carried. An impact fee would also be subject to this land division and rezone.

Clerk Arnold reported that $239.57 had been received from Dane County for the service of removing snow by the Town’s Public Works Department at the Anderson Farm Park location on Union Road. Supervisor Root shared that there are three scheduled work days for the removal of noxious weeds in that area.
In the absence of Jerry Bollig, Clerk Arnold shared that he had called and reported that the Village did not get the Lincoln Road shouldering project done as it had been projected. It should be completed soon. Supervisor Ace commented on what a great job Jerry does as our Dane County Board Supervisor.
Supervisor Van Kampen reported that there is no progress on Union negotiations in the OAFED. Van Kampen was elected for a two year term of Chair. Jeff Hudson from the Town of Dunn is the vice chair and Dale Beske from Town Rutland is the Secretary. Supervisor Clark did not have any new information to share from Brooklyn and Belleville Fire/EMS departments.
Park Chair Steve Root shared that the Kennedy Park Eagle Scout project is complete. Root wanted to thank Public Works Employees Abel Schultz and Ryan Zurfluh for the assistance on that project. If the project was done commercially it would have been $8,000 to $10,000. Residents and the rope pullers are both very pleased. Mike Lucas should be on the July 2014 agenda to present his Eagle Scout Project to the Town Board. Josh Nordstrom is mowing and maintaining the park trails. BiCentennial and Ravenoaks parks need some trail maintenance. Kennedy Park still needs some improvements with the trees and brush are that will be performed by the Public Works Dept. as soon as possible. There are two Scouts that will be addressing the Park Committee regarding potential Eagle Scout Projects.
In the absence of the Town of Oregon Assessor Andy Blomstrom Clerk Arnold shared that the Board of Review is complete. The Clerk is sending letters for the Assessor to complete Walk-thrus.
Clerk Arnold shared that the Building Inspector Mike Kleisch has submitted requests for the fee schedule to be changed. The proposed fees are similar to the increase for the Village of Oregon. Root was concerned that individuals should not be bothered with getting a permit to do replacement or repair of windows, water heater or furnace. The Supervisors requested that Clerk Arnold check with Mike Kleisch regarding the fee schedule to make it similar to the Village. Van Kampen suggested to check with Building Inspector Kleisch and bring the information back to the board to discuss at the July meeting.
According to the building inspection report for the month of May there were 17 new building permits pulled and three of those were for new housing starts.
Constable Wackett reported that in April there was one vacation home check, one junk complaint that is being worked on each weekend and four park checks. In May there were two animal complaints, one assist with Oregon Police, one assist with Oregon Fire, one vacation house check, four park hours warning and 36 park checks. Wackett also mentioned that there have been street signs shot up throughout the Township. There were speeding complaints that Wackett passed on to the Village of Oregon Police Department.
Motion made by Van Kampen and seconded by Root to approve the appointment of Dave Hagemann and Sharon Christensen to another three year term to the Plan Commission. Motion carried.

The Plan Commission recommended the Richard Fizzell CUP permit and the land division rezone for Dale Secher. Weber asked if anyone knew of additional people to help out at the TORC. The Plan Commission has discussed this issue and feel there is a need for substitute workers at the recycling center to fill in when needed.
The Clerk reported that a refund from our Worker’s Compensation carrier in the amount of $3,013 was received. The Town is still assessed an additional charge due to our claim history however that has been going down a little each year we are claim free. Baker Tiley provided a handout for the board supervisors to read regarding loans and appropriate fund balances. Some changes could be made in the next budget year.
Supervisor Van Kampen said the Senior Center Committee would be meeting next week.
Supervisor Ace suggested tabling the truck purchase because Monroe Truck was not able to commit to a price. A truck order would take approximately 2 to 3 months to receive, with the fluctuation of the steel market a future price it is very volatile.
Ace shared that some of our equipment will wear out due to the amount of usage. The current public works employees are actively using chain saws, wood chipper, welding equipment, etc. Shouldering is being done and crack sealing was completed today.
The July Town Board Agenda should include an Eagle Scout presentation by Mike Lucas and discussion and possible action regarding building inspection fee changes.
Motion made by Van Kampen and seconded by Clark to approve the May 2014 payment vouchers in the amount of $38,037.03. Motion carried.
Motion made by Ace and seconded by Clark to approve Resolution 01-2014; for the Designation of Official Registering Voter on Election. Van Kampen-aye, Root-aye, Weber-aye, Clark-aye, and Ace-aye. Motion carried.
Clerk Arnold reported that the Tour de Food Bike Ride will travel thru the Town of Oregon on June 8, 2014 from 7:30 am – 3:00 pm. The Park Committee has a meeting on June 16, 2014 at 6:30 pm. The Plan Commission will meet at 6:30 pm on June 17, 2014. The Friends of Anderson Farm Park will be meeting on June 18, 2014, at 7:00 pm. Deputy Clerk Hanson will be on vacation from June 13, 2014 to June 23, 2014. The Clerk received a letter from a resident requesting the mailing address of all elected public officials and employees from August 2000 to June 2014. The Board asked the Clerk to check into this before providing the information. The Clerk reported on the audit from the Government Accountability Board for handicap assessable use. There needs to be a sign on the side of the building, the handicap voting equipment needs to be moved so someone could not look over the shoulder of the voter. Signatures were not complete on all election paperwork prepared by the election inspectors and notices need to be displayed properly. The front door should have a handicap assessable window sticker applied also. The Clerk will see to it that the appropriate changes will be made to be in compliance by the next election.
Motion made Clark and seconded by Van Kampen to adjourn the June 3, 2014 Town Board Meeting. Motion carried.
