Town Board Meeting Minutes
July 1, 2014
Chairman Darryl Weber called the Town of Oregon Board Meeting to order on July 1, 2014 at 6:30 pm with the following Town Board Supervisors present Wayne Ace, Fred Clark, Steve Root, Phil Van Kampen, Constable Gary Wackett and Clerk Denise Arnold. Absent: Assessor Andy Blomstrom and Treasurer Rhonda Christensen LaFlash.
Motion made by Root and seconded by Clark to approve the Town Board Meeting Minutes from June 2, 2014. Motion carried.
Motion made by Van Kampen and seconded by Root to approve the Special Town Board Meeting Minutes from May 31, 2014. Motion carried.
Motion made by Van Kampen and seconded by Root to accept the financial report as prepared by Deputy Clerk/Treasurer Jennifer Hanson. Motion carried. There is a Park Certificate of Deposit coming due in July and Park Chair Steve Root requested the CD be rolled over at that time.
Motion made by Weber and seconded by Ace to approve the Land Division and Rezone request Petition number DCPDEN-2013-0031 for parcel number 0509-223-8690-3. The request is to create one buildable site on a 56.7 acre parcel on County Highway A, between Hillcrest Lane and Glenway Road. The land is currently zoned A-1EX. Parcel one would be 48.7 acres, zoned A-1 and Parcel two would be 8.0 acres, zoned RH-3. The petitioner and owners are Robert and Kathryn Switzky, 2191 Sugar River Road, Verona, WI 53593. Motion carried. A density study was done and Mr. Switzky is aware there are no more land splits available as they belong to Donald Christensen. The $600 impact fee applies to the land division building site. The driveway permit will be issued by the County and the driveway will be required to uphold the Town of Oregon bump out for emergency vehicle passage.
Supervisor Root explained that Mike Lucas was unavailable and will present his Eagle Scout Project to the Board at the August 5, 2014 Town Board Meeting.
There being no public comments the next item on the agenda was addressed.
Motion made by Ace and seconded Van Kampen to approve the renewal of Alcohol Beverage License for JDB Golf, LLC (Foxboro Golf Club), 1020 County Road MM, Oregon, WI. Motion carried.
Motion made by Ace and seconded by Clark to approve the renewal of Operator’s Licenses at JDB Golf, LLC (Foxboro Gold Club) for the following: Daniel W. Kovalaske, Nathan P. Malek and Brook T. Schmitt. Motion carried. Constable Gary Wackett did a background check on each of the applicants, all were okay.
Supervisor Root reported that the Friends of Anderson Farm Park have decided to have two consistent work days on Monday evenings until daylight saving time occurs and Saturdays until November. They are focusing on the woods and trails. The dog park is the next phase that they are going to approach Dane County about at this time. Root shared a graphic of the proposed Dane County Anderson Farm Park sign that would be installed. They have contacted Dane County Sheriff’s department regarding issues with people loitering in the parking lot and asked for patrolling on a regular basis. Root also requested that Constable Wackett watch for this and report any violations.
Dane County Supervisor Jerry Bollig submitted a report prior to the meeting regarding what occurred at Dane County in the month of June. Supervisor Van Kampen shared that he attended the Dane County Towns Association Meeting. The focus of the discussion was that some Towns would like to do their own zoning, nothing has progressed

so far. The Representative for the Town of Oregon is Mick Klein Kennedy he and Van Kampen agreed that this would not be in the best interest for most small rural municipalities. The Urban Towns are the one that are initiating this potential action, unfortunately they also are the dominant vote. This change could eliminate the need for the Dane County Towns Association to exist, most of the discussion at these meetings is about zoning. The Dane County Urban Towns Association would then hold the decision making. This has not occurred however Van Kampen wanted the board to know it is being discussed. It appears the new Dane County Board Chair looks more favorably on Towns than the former Chair.
Van Kampen reported that the Oregon Fire/EMS District finances are good, costs are being kept low and collections are better than in the past. The HVAC system may need some work or perhaps even more significant repairs. Large expenses for June included turn-out gear for the EMS for $9,500. Supervisor Clark did not have new developments to report regarding Brooklyn and Belleville Fire/EMS.
Supervisor Root reported that an Eagle Scout project is proposed for BiCentennial Park for the end of September first part of October with a possible expense of $600. Motion made by Root and seconded by Van Kampen to approve the $600. expense for the Eagle Scout project in the BiCentennial Park. Motion carried. The Gazebo project that was approved will be done this fall now that the Scout has changed troops. Two trail improvements should also be done this fall the location is still to be determined. Root and Clerk Arnold are working together on the Park Grant that has a due date of July 31, 2014.
The Clerk sent in the Statement of Assessment to Dane County and then it will be forwarded to the Department of Revenue. This means that the assessment roll is in balance and complete and no further changes should be made. Supervisor Root met with Assessor Blomstrom regarding work on the assessment roll. In the future Blomstrom will complete assessment roll changes electronically so that errors and confusion over writing would be eliminated. Root has been talking to Mark Paulat from the Department of Revenue. Root will follow up with Blomstrom to see that all changes, assignments and correction are made. Root will also do follow up visits with residents that have recently had a walk thru inspection by Assessor Blomstrom to evaluate their property inspection experience.
Motion made by Ace and seconded by Van Kampen to approve the adjusted fee schedule prepared by Building Inspector Mike Kleisch. Motion carried. This was the first change since 2007 on the building inspection fees.
Clerk Arnold reported that there were seven building permits applied for in the month of June. The Clerk’s office has noticed more activities on home sales and new housing starts.
Constable Gary Wackett shared that he had one assist with Dane County Sheriff’s Department with a tree down in Ravenoaks. One parking complaint, 10 park checks with 6 warnings for after-hours violations. Wackett provided an Officer Log for the first six months of the year providing an overview of activities in his position. The radios compatible with the Dane County Emergency Management have been ordered.
Weber reported that at the June Plan Commission Meeting the decision was made to recommend the Robert and Kathryn Switzky land division and rezone petition be approved. There was discussion regarding the TORC, and the need for more substitute assistance when regularly scheduled employees need time off. Supervisor Van Kampen and Chair Weber both had suggestions of individuals they have talked to.

Supervisor Van Kampen distributed a Capital Plan that the Senior Center Committee had created. There are items by department that are projected to be done over the next six years. The Town of Oregon will have some financial responsibility for the needed repairs and upgrades.
The Seal Coating has been completed by Farhner and Supervisor Ace was not satisfied with the project. They were hoping that it was going to improve with time and volume of traffic weight, Ace encouraged all the Supervisors to drive the roads. The crack fill seems to be visible through the seal coating. The board will discuss this further at the August Town Board Meeting. The Clerk’s Office will log any complaints filed.
Motion made by Ace and seconded by Root to approve the June Payment Vouchers in the amount of $47,023.84. Motion carried.
The Clerk reported that Jim Purdin shared his storage condominium phase 2 plan with the Plan Commission at their June meeting. A list of events and meetings coming up in the Town of Oregon were provided to the Board. The Clerk reported that she held a special registration deputy training for interested citizens on June 26th. Arrangements are being made to register each of the trained deputies with our neighboring municipal clerks. This will enable the group to register people to vote. The Clerk will be on vacation for the next two weeks.
