Town Board Meeting Minutes
January 7, 2014
Chairman Darryl Weber called the Town of Oregon Board Meeting to order on January 7, 2014 at 6:30 pm with the following Town Board Supervisors present Wayne Ace, Fred Clark, Steve Root, Phil Van Kampen, Constable Gary Wackett and Clerk Denise Arnold. Absent: Assessor Andy Blomstrom and Treasurer Rhonda Christensen LaFlash.
Motion made by Ace and seconded by Clark to approve the December 3, 2013 Town Board Meeting Minutes as presented. Motion carried
Motion made by Ace and seconded by Van Kampen to accept the Financial Report as submitted by Deputy Treasurer, Jennifer Hanson. Motion carried.
Chair Weber inquired if there were any public comments, there being none the next item on the agenda was addressed.
After a short discussion regarding the radio purchases for the Public Works Department the item was tabled until the February Meeting. More research needs to be done, Supervisor Ace will follow up on that.
The large equipment purchase for the Public Works Department requires more firm bids before making a decision. Ace requested the agenda item be tabled for now and put on the February Agenda. Supervisor Clark inquired if the Town would consider a used truck to avoid the emissions issues related to the newer models and use the funds for other necessary expenses such as roads or Town Hall repairs. Ace shared that used equipment with a low number of hours or a demo model had been purchased in the past. Ace will work with Public Works Employee Abel Schultz to obtain the bids and trade in information.
Clerk Arnold provided the invoice that was submitted to Dane County for the installation of a culvert and driveway for the Anderson Park, along with a copy of the payment received in the amount of $5,019.91.
Dane County Supervisor Jerry Bollig reported that the Anderson Park plan had been adopted by the County. Bollig urged the Town Board to actively participate in what they wanted to see happen for the development of Anderson Park. The Highway MM project has been approved. Fitchburg has committed to contributing $70,000 and the County will pay the balance. Bollig also shared that he will be serving two more years as our Dane County Supervisor, because he is running unopposed.
Supervisor Van Kampen reported that the Oregon Area Fire/EMS closed out the year with a surplus. Dave Donovan is currently a Village Trustee and Chair of the OAFED. Donovan announced that he is relocating for a job opportunity and will be stepping down at the end of his term in April.
Van Kampen reported that the Oregon Senior Center Committee did not meet in December.
Park Chair Steve Root shared that the Park Committee did not have a meeting in December so there was no new information to report.
Clerk Arnold provided an annual report of building inspections done in the Town of Oregon for 2013. Only one building permit was applied for in December 2013.

Resident Robert Garvoille residing at 5147 Bell Brook Road, Brooklyn, WI 53521 addressed the Town Board Supervisors regarding a nearby property located at 419 Union Road, Brooklyn, WI 53521. The property in question is owned by Dale Nelson and Connie O’Brien. Mr. Garvoille felt the property was not properly or fairly assessed for property tax purposes. Garvoille felt the property’s assessment should have been increased to reflect the amount recorded on the building permit. Their project has been slowly progressing over the last seven years. Weber will follow up with Assessor Blomstrom and request a walk thru of the property and possible change in the assessment. Mr. Garvoille may also address this with Assessor Blomstrom at Open Book and Board of Review.
Constable Wackett shared his annual report. Wackett attended 16 hours of Emergency Management Training. In the year of 2013 there were 4 parking issues, 1 assist to OAFED, 1 road obstruction, 1 damage to property, 1 theft of a road sign and 10 animal complaints. Wackett also noted that he will be unavailable for 4 to 6 weeks for medical reasons and instructed that Dane County Humane Services would have to respond to any animal calls. Due to a change in employment and limited resources he had a reduction in mileage for the year.
Weber reported that the Plan Commission did not hold a meeting in December 2013.
Ace reported that the Public Works Department had spent most of the month with snow plowing and treating ice. Schultz had submitted a written report of work done and repairs made in the last month.
Weber shared that the TORC has been functioning well. Due to the extreme cold weather there had been some issues with the compactor freezing up.
Motion made by Van Kampen and seconded by Clark to adopt the 2014 WI DOT Classified Equipment Rates. Motion carried. These rates would be used in the event of an emergency that would require FEMA assistance. The WI DOT rates would be used for calculation for custom work such as the Anderson Park culvert and parking lot project.
Supervisor Van Kampen reported that the Senior Center did not meet in the month of December 2013.
Future agenda items include the possible radio system purchase and large equipment for public works. Ace did mention that Marshall Brothers could be hired for $120.00 per hour in the event their services would be needed for a large snowfall.
Motion made by Ace and seconded by Clark to change the February Town Board Meeting from February 4, 2014 to February 11, 2014 due to the Clerk’s scheduled absence. Motion carried.
Motion made by Ace and seconded by Clark to approve the payment vouchers for the Month of December 2013 in the amount of $53,664.77. Motion carried. There were 48 refund checks for escrow overpayments on property taxes in December due to the property taxes going down.
The Clerk shared that Rural Insurance Agent John Selje is retiring. An independent contractor called Focus on Energy came in to perform an energy snapshot for the Town Hall. Supervisor Clark will follow up on that. Deputy Clerk Hanson along with Myra Hann, Kathy Wolf and Ruth Jeschke attended a training regarding our new voting equipment. Clerk Arnold and Julie Seaborg will be attending later in the week.
