Town Board Meeting Minutes
April 9, 2013
Chairman Darryl Weber called the April 9, 2013 Town of Oregon Board Meeting to order at 7:00 pm with the following Board Supervisors present: Phil Van Kampen, Steve Root, Chris Johnson, Wayne Ace, Treasurer Rhonda Christensen LaFlash, Assessor Andy Blomstrom, Public Works Supervisor Abel Schultz and Clerk Denise Arnold. Absent: Constable Gary Wackett.
Motion made by Ace and seconded by Johnson to approve the Town Board Meeting Minutes from March 5, 2013 as presented. Motion carried.
Motion made by Van Kampen and seconded by Root to accept the Financial Report as prepared by Treasurer Rhonda Christensen LaFlash. Motion carried.
Chair Weber inquired if there were any public comments, there being none the next item on the agenda was addressed.
There was discussion regarding the 2013 Road Construction Project. This is the first year that the Town of Oregon participated in a joint road bid with the Towns of Dunkirk, Dunn, Pleasant Springs and Rutland with the concept to receive a discount by contracting with the same vendor. There is a $25,000. discount which will be shared with the other municipalities on a pro-rated basis by the amount of expense to each individual Township. There was discussion regarding pulverizing or overlay. Supervisor Ace made a motion and Weber seconded to pulverize Glenway Road from Bell Brook Road to Alpine Road with a 3” overlay, Trail Ridge Court 3” overlay, Country Meadows pulverize and 3” overlay, seal coat Union Road for 3.04 miles from County A to Highway 92 and this includes $18,000. of gravel shouldering expense for a total of $240,896.22. Motion carried.
Eagle Scout candidate Alex LeBrun presented his project that was completed in the Bicentennial Park. LeBrun’s project included installing waste receptacles, make trail heads and distributing wood chips. The trails had to be cleared of brush and debris along with timbers cut. The project took two weekends and the expense to the town was $236.11. The project required at least a dozen people for four hours on two Saturdays.
Motion made by Weber and seconded by Johnson to approve Dane County Ordinance number 42 2012-13, regarding the Siting of Wind Energy Systems. Motion carried.
Motion made by Johnson and seconded by Van Kampen to change the monthly scheduled Plan Commission Meeting to the third Tuesday of each month at 6:30 pm starting in the month of May. Motion carried.
A written report was submitted prior to the meeting from Dane County Supervisor Jerry Bollig.
Supervisor Van Kampen reported on the Oregon Area Fire/EMS District. The fire district is doing well, with a surplus balance at the end of the year of $289,000 however this does include a 180,000. loan from the Town of Dunn, that the Town of Oregon is partially responsible for. Collections are good. There was an unexpected expense of $6,000. for computer updates in the vehicles. There is a joint municipality meeting coming up on April 29th, 2013 at 6:30 pm to be held at the Town of Oregon. Stan Solheim retired from the OAFED after 27 years of service. A study to consolidate fire districts with shared services and resources had been conducted by students so much of the work has been done. A more comprehensive professional study may be contracted. The town would share a percentage of the study cost with the fire districts of the Town of Madison, Fitchburg, Verona and Oregon.
Park Chair Steve Root requested that another Eagle Scout presentation be added to the May Town Board Meeting Agenda. The end of June marks the completion of phase 2 as far as the DNR is concerned paperwork will need to be submitted within six months following that date. Al Miller has been appointed to the Park Committee to replace Mark Brylski. In June Janine Jensen will be leaving the Park Committee. Gene Berman has been taping trees for years to collect maple syrup in the area that is now the Anderson Farm Park. He applied for a permit from the County. Dane County granted the permit providing that Berman would include the Boy Scouts in the process. Berman has now involved the Girl Scouts as well.

The County will continue to issue Berman a permit providing the process is educational. Root has been informed that he will be approached for more Eagle Scout Projects.
Assessor Andy Blomstrom reported that he was on schedule for the 2013 Open Book. The Clerk organized the election workers to prepare the notices for mailing. A minimal amount of phone calls have been generated from those notices. Blomstrom needs to prepare the Computer Exemption Report. Ace inquired if the walk thru process has resumed. Following the annual meeting the scheduling of walk thrus will begin.
The Clerk shared that there were five building permits in the month of March.
Constable Gary Wackett submitted a report for the board to review prior to the board meeting.
Chair Weber reported on the Plan Commission and their decision to change the meeting date to the third Tuesday of the month which was approved on the Board’s April Agenda. Nate Hegg is in the process of purchasing Acorn Landscape property to relocate his current business Robin Hill, which is also a landscaping venture. The Wind Siting changes with Dane County were discussed.
Supervisor Ace reported that the snow plows have been cleaned up and finally put away. The Public Works Contract might need to be worked over. Public Works Employees would prefer to work together to accomplish more, they are currently on daylight savings time schedule. There were some new signs installed at the TORC that were old and damaged.
The Clerk shared reports regarding the increased salt and fuel consumption. The increased snowfall caused this situation.
Supervisor Johnson reported on the Senior Center progress on the 2014 draft for the funding of the Center. This will be discussed at the April 29th Joint Municipality Meeting. Johnson has requested that Supervisor Van Kampen replace her on the Senior Center Work Committee. Johnson suggested that board members review the information and have any concerns ready for Van Kampen before the Work Committee meeting on April 17th. The Board decided that it was not necessary to contact the Town’s Attorney to review the contract.
The May Town Board Agenda should include a discussion and possible action regarding the Railroad storing cars in the Town of Oregon. Johnson requested that Supervisor Root handle employee evaluations. Public Works Employee Ryan Zurfluh is due for an evaluation and contract signing.
Motion made by Ace and seconded by Van Kampen to approve the March 2013 payment vouchers in the amount of $61,314.57. Motion carried.
Clerk Arnold reported that the Town Of Oregon received a perfect report card from the Dane County Clerk’s Office for the February 2013 Primary Election. On May 9th the Clerk and Deputy Clerk will attend the WMCA District IV Meeting.
Chair Weber thanked Supervisor Johnson for her dedication and service to the Town of Oregon.
Motion made by Johnson and seconded by Root to adjourn the April 9th, 2013 Town of Oregon Board Meeting at 8:35 pm. Motion carried.
