Board Meeting Minutes

May 1, 2012

 

            The Town of Oregon Board Chair Darryl Weber called the May 1, 2012 Town Board Meeting to order at 6:30 pm.  Motion made by Chris Johnson and seconded by Wayne Ace to adjourn into closed session pursuant to Wis. Stat. § 19.85 (1) (C) to discuss personnel.  Motion carried.  Roll taken in closed session:  Supervisors Phil Van Kampen, Steve Root, Darryl Weber, Chris Johnson, Wayne Ace and Clerk Denise Arnold all present.  Motion made by Van Kampen and seconded by Root to return to open session. 

            Chair Darryl Weber called the open session to order at 7:05 pm with the following Town Board Supervisors present, Phil Van Kampen, Steve Root, Chris Johnson, Wayne Ace, Assessor Andy Blomstrom, Treasurer Rhonda Christensen LaFlash and Clerk Denise Arnold. 

            Motion made by Ace and seconded by Johnson to approve the Town Board Meeting Minutes from April 4th, 2012 as presented.  Motion carried.

            Motion made by Root and seconded by Johnson to accept the April Financial Report as prepared by Treasurer Rhonda Christensen LaFlash.  Motion carried.

              Town resident and Oregon Court Judge Beth Cox presented information on the proposed draft Ordinance-Social Host Regulating Underage Possession and Consumption of Alcohol At Private Residences.  Cox encouraged the Town Board to pass this ordinance at a future Town Board Meeting.  The information was well received and will be put on the agenda for the June 2012 meeting.  The Social Host Ordinance

would discourage underage drinking parties.  This would be a Civil Offense of not less than $100 nor more than $2,000.  Cox encouraged the board to call her if they had any questions regarding this ordinance or any other Joint Court issues. 

            Town Residents Gail and Lydia Sieren property owners at 688 Union Road, Oregon, WI 53575 inquired about a field driveway entrance onto their property.  This driveway would allow access to their barn and LP tank and they may want to blacktop the driveway.  A permit would be required the ordinance will explain whether a field driveway may be blacktopped or must be gravel or grass entrance.  The Clerk provided a permit with ordinances to the resident. 

            Following considerable comparison and discussion motion was made by Ace and seconded by Weber to award the 2012 Town of Oregon Road Construction Project to B.R.Amon for the amount of $174,244.13.  This is a wedge process and 1 ½” overlay on the following roads Glenway Road from Lincoln Road to County Highway A, Glenway Circle and Heather Lane.  Motion carried.  The project will be done after the Town has completed the culvert work. 

            Motion made by Ace and seconded by Van Kampen to award Scott Construction the 2012 Town of Oregon Seal Coating Project for the amount of $44,606.00.  The single seal over hard surface with pea gravel will be done on Fish Hatchery Road from Lincoln Road to CTH CC and Sun Valley Parkway from CTH D to Judd Road.  Motion carried. 

            Park Chair Steve Root reported that were was not a Park Committee Meeting.  He is working with an Eagle Scout on a project set for May 12thalong with this there is a work day being held on Saturday May 12th.  The next Park Committee Meeting will be held on Monday May 14th

            Assessor Blomstrom reported on the recent Open Book and he made a few changes and corrections.  He has had many phone calls.  The Board of Review is scheduled for Saturday May 19thfrom 9:00-noon. 

            The Clerk had a report available for the Board with all of the building permits for the first quarter of 2012.  There were only ten building permits in the first quarter the total received in fees was $665.00 and $532.00 or 80% of that total was paid to the Village of Oregon for building permit services by Mike Kleisch. 

            There was not a Constable’s report submitted. 

            Supervisor Van Kampen reported that the OAFED had a meeting and will be expecting the participating municipalities to be prepared to decide if they are in favor of a possible tax increase to support services and begin restoring a surplus.  The next joint municipality meeting will be held in mid-June.

            Weber reported that the Plan Commission is still discussing the RH Zoning clarifying the standards with Brian Standing from Dane County and Andrew Bremer of MSA.  Weber attended a meeting at the Village of Brooklyn with Town of Brooklyn to discuss an Industrial Park.  Town resident Doug Steinberg inquired about building a 24 X 60 shed at his residence located at 892 Hillcrest Lane, Oregon.  Steinberg is acquiring the Richelieu Banjo business and would pursue a conditional use permit. 

            Ace reported about road touring with the Public Works, there will need to be new culverts installed.  Abel Schultz submitted a report of 2012 crack seal work to be done and a Public Works report of work completed.  Ace would like the board to consider a utility tractor purchase for the TORC to avoid damage to our good roadside mowing tractor. 

            Clerk Arnold reported that the Town will be awarded a recycling grant in the amount of $17,828.  The anticipated figure for budget purposes was $15,000. 

            Future agenda items include discussion and possible approval of an Ordinance-Social Host, Regulating Underage Possession and Consumption of Alcohol at Private Residences brought before the Town Supervisors at the May 1st, 2012 Town Board Meeting by Judge Cox.  The June meeting should include discussion and possible action regarding the Oregon Area Fire/EMS District finances, public hearing regarding concealed carry and possible action, purchase of a loader tractor for the TORC and discussion and possible action regarding email service for the Town Officials. 

            Supervisor Root shared information learned at a meeting sponsored by Dane County regarding Farmland Preservation Program.  Supervisor Johnson shared that Bob Johnson is going to attend an Emergency Management Training meeting on June 18thand he has contacted Mark O’Brien about attending as well. 

            Chair Weber read a proclamation declaring April 29 through May 5, 2012 as Municipal Clerks Week.  The Board acknowledged Clerk Denise Arnold and Deputy Clerk Jennifer Hanson for their service to the Town of Oregon. Clerk Arnold thanked the Town Board for flowers delivered to the Clerk’s Office. 

            Motion made by Johnson and seconded by Van Kampen to approve the payment vouchers for $71,483.12.  Motion carried.   Ace inquired as to a final decision on the Lawnmower purchase distribution of expense.  The Board agreed to instruct the clerk to split the expense 50/50 with the Town Funds and Park Funds. 

            Chair Weber did an overview of the 2012 Town Board Assignments for Town Board Supervisors.  Supervisor Root will assume the duties of Jerry Jensen and also report on the Park Committee as he is the Chair of that Committee.  Supervisor Johnson will add Senior Center Representative and Dane County Correspondent to her duties. 

            The 2012 June Town Board Meeting will need to be moved to Thursday June 7thdue to the Recall Election.  The Board of Review will be held on Saturday May 19, 2012.        

            Motion made by Ace and seconded by Johnson to adjourn the May 1, 2012 Town Board Meeting at 8:50 pm.  Motion carried.
