Town Board Meeting Minutes
July 3, 2012
MINUTES SUBJECT TO APPROVAL
Town of Oregon Board Chair Darryl Weber called the July 3, 2012 Town Board Meeting to order at 7:00 p.m. with the following Town Board Supervisors present: Steve Root, Chris Johnson, Treasurer Rhonda Christensen LaFlash and Clerk Denise Arnold. Absent: Supervisors Wayne Ace and Phil Van Kampen, Assessor Andy Blomstrom and Constable Gary Wackett.
Motion made by Johnson and seconded by Root to approve the June 7, 2012 Town Board Meeting Minutes as presented. Motion carried.
Motion made by Root and seconded by Johnson to accept the June Financial Report as presented by
Treasurer Rhonda Christensen LaFlash. Motion carried.
Eagle Scout candidate Lucas Walowit presented a report of his recent Eagle Scout Project completed in the Hillcrest Park located in the Town of Oregon. The project was a 22’ x 14’ sandbox play area complete with play equipment suitable for 2-12 year olds. The play area was excavated by Public Work Employee Abel Schultz. There is a sand scooper and a two seated bobble rider. Walowit completed 22 hours of labor and had four other Boy Scouts logging 16 hours along with eight adult volunteers adding an additional 43 work hours for a total of 81 service hours for the project. The Board thanked Walowit for his service and the nice addition to the Hillcrest Park neighborhood. The project cost to the Town of Oregon was $3,162.29.
In the absence of Supervisor Van Kampen there was not a Fire/EMS report.
Supervisor Root gave the Park Report. Eagle Scout Candidate Mike Debaker has been approved for new erosion control bars on the trail system in the Ravenoaks Park for a total of $1,000. Colin Schmidt would like to follow this plan with another Eagle Scout Project for additional improvements to Scout Debaker’s. Motion made by Weber and seconded by Johnson to approve a $1,000. expense for this trail improvement in the Ravenoaks Park. Root also noted that Public Works assistance will be needed for this project such as a dump truck of wood chips. Motion carried. Kathy Esch residing at 4747 Tyler St., Oregon, WI has concerns regarding young trees that have been planted and suffering due to lack of rainfall. The Village water truck is assisting with the trees in Kennedy Park. Kathy arranged for volunteers to continue to water the trees in Ravenoaks and the Town Public Works Dept. will hand the Town Park trees. There has been some attempted vandalism in the Ravenoaks Park. Some kids were beating up on a table in the park and were chased away by a resident. Bartelt Paving have been contacted regarding painting the parking lines in the Town Park. Bartelt suggested that the lot be resealed; Root will pursue obtaining bids for that seal coating and follow up with striping the lines after that procedure. Citizens contacted Root to compliment the Town of the fine job of the park trail trimming done by summer part time public works employee Cody Schultz.
The Clerk reported that the Assessor is having a difficult time with the State Report that is required. He will continue working on this.
The Building Inspector’s Report was available for the Town Board. There were five new building permit applications and one new house start in the month of June.
Constable Wackett submitted his 2012 Officer Log to the Town Board reported all of his activities in the Township for the year. He logged 31.5 hours, covered 320 miles and 10 park checks.
Chair Weber reported that the Plan Commission is still working on the verbiage for the changes needed to the Town of Oregon Comprehensive Land Use Plan.
Chair Weber attended a special Town Chairperson meeting last month at the Town of Dunn regarding the Capital Area Regional Planning Commission (CARPC). The subject of the meeting was to discuss the idea of either dissolving or restructuring CARPC. Tim Roehl Supervisor from the Town of Middleton and member of the Dane County Towns Association Executive Board spoke in favor of dissolving or at the least maintaining pressure to encourage the process of restructuring CARPC. Weber suggested a decision from the Town Board be tabled and placed on the August 7thTown Board Agenda when the full board is available to discuss and vote on the issue.

The summer road projects are in progress. Portions of Glenway and Glenway Circle are scheduled for a 1 ½ “asphalt overlay. There are continuing issues at the Town of Oregon Recycling Center (TORC) regarding the Tractor. The TORC Employees are currently using a tractor back-hoe that is too large of a unit to comfortably move around that limited space. There is a possibility to sell the large tractor back-hoe and obtain a small utility tractor/loader. Weber would like to trade for an even amount not affecting the current budget. There has been a complaint about the TORC metal being harvested from the facility. Residents leave metal there with the intent for the recycling center to use this as revenue. An individual(s) is coming to the TORC during business hours and taking metal for their own profit.
Dane County Board Supervisor Jerry Bollig shared that Dane County is watching the conditions on the animal neglect case for the Mary Loeffelholz livestock. There are still 5 horses, 7 mules and some chickens that need food and water as the court order describes. Dane County Public Health has requested that the residents of the Town of Oregon report any further abuse as the pattern of care for the animals is suspect. The County would prefer to learn of the conditions before it escalates into a severe situation. Bollig wanted to remind the Town Board that the OAFED Joint Municipality Meeting will be held on Wednesday July 11th, 2012 at 6:30 pm. The OAFED is experiencing a shortfall of funds and payment restructuring should be addressed. Bollig reported the Richard Lofy rezone was approved at Dane County from C-1 to C-2.
Supervisor Johnson reported on the progress of discussions regarding the Oregon Senior Center. There is a need for a new contract with a different formula for participating municipalities and a contract that allows for a fund balance. There is active discussion regarding a software program called My Senior Center using a card with bar codes to track usage. There will be another meeting July 31st. The current contract is from 1995 and the process to rewrite this contract has started and in August it is hopeful that the attorneys will begin the reviewing stage.
The August agenda should include discussion possible action regarding CARPC, Bob Johnson for emergency management, employee evaluations, the Senior Center, OAFED and discussion and possible action regarding compensation for the summer parks mowing position.
Supervisor Root commented that he was please to have is email routed to a separate account for Town purpose only using the Town email address. Supervisor Johnson would like to sign up for this also, Clerk Arnold will make the arrangements.
Motion made by Johnson and seconded by Weber to approve the Town of Oregon Payment Vouchers for the month of June 2012 in the amount of $56,866.59. Motion carried.
The Clerk reminded the Board of the Plan Commission Meeting on July 16, 2012 at 6:30 pm. On July 21, 2012 The Bike for Boys and Girls Club will pass thru the Town of Oregon. On August 5th, 2012 The AIDS Network will host their annual bicycle ride benefit. A portion of that will be in the Town of Oregon with a rest station at the Town Park.
Root inquired about adding portable toilets at the Town Park. The Board members present were not in favor of that action at this time. Root will follow up with the vendor that is requesting to provide that service.
Motion made by Johnson and seconded by Root to adjourn the July 3, 2012 Town Board Meeting at 8:00 pm. Motion carried.
