Town Board Meeting Minute
November 1, 2011
The Town of Oregon Board Chairperson Darryl Weber called the November 1, 2011 Town Board Meeting to order at 6:00 pm. The following Town Board Supervisors were present Wayne Ace, Chris Johnson, Phil Van Kampen, Public Works Employees Abel Schultz and Harlan Heller, Treasurer Rhonda Christensen LaFlash, Park Chair Steve Root, Assessor Andy Blomstrom and Clerk Denise Arnold. Absent: Supervisor Jerry Jensen and Constable Gary Wackett. There were two residents in attendance.
Chair Weber opened a discussion for snow plowing procedures. Public Works Employees Abel Schultz and Harlan Heller both requested that Supervisor Ace continue to call the snow plow drivers out. The two part time drivers for the 2011-2012 winter season are Romaine Ace and Bob Chrostowski. It was agreed upon that a third part time driver would need to be on call. The Board was agreeable for Schultz and Heller to be paid overtime and/or accumulate comp. time. An every other week plow schedule could be worked out to try to insure a full time employee available daily. Supervisor Ace will keep track of who is on call. Schultz will need to ride all routes to become familiar with each of the plow routes. Weber encouraged Schultz and Heller to reduce the amount of salt on the roads and try to blend more with sand. Weber inquired why the tent was not wanted for additional sand storage. Schultz did not think it would hold that much and they were able to put additional sand in the salt shed. Heller mentioned that they wanted to get more cold patch. The cost is $50. per ton picked up and $75.95 if hauled to the Town the truck delivering would hold more. The road grader is aging and there was discussion if is could be replaced with a used grader. Ace thought the grader could be replaced for $30,000 for a used machine. There was a suggestion to remove the backhoe on the forklift tractor at the TORC and then store the good tractor in the shop. It was requested that Schultz and Heller try to work on the grader and get it usable. Heller reported that the bridge on Bellbrook was painted to cover graffiti. The tires are okay on all vehicles. Heller requested a purchase for a seven or eight foot snow bucket to install on the skid steer. Weber will check on the cost for a Berlon bucket and other brands. This purchase will be put on the agenda for possible approval in December.
Chair Weber excused himself from the meeting at 6:35 and assigned Supervisor Ace to chair the remainder of the meeting.
Motion made by Van Kampen and seconded by Johnson to approve the October 4, 2011 Town Board Meeting Minutes and the October 18, 2011 Special Town Board Meeting Minutes as presented. Motion carried.
Ace inquired if there were any public comments that were not listed on the agenda. Resident John Brown 1611 County Highway D inquired about concealed weapon carry. That item was on the agenda to discuss.
Motion made by Van Kampen and seconded by Johnson to accept the October 2011 Financial Report as presented by Treasurer Rhonda Christensen LaFlash. Motion carried.
Park Chair Steve Root reported that the Eagle Scout kiosk project is nearing completion. A new Eagle Scout project for playground equipment in Della Park will be proposed. The Harold Byrne park bench has been completed.
Motion made by Johnson and seconded by Van Kampen to approve the bids for tree removal/trimming in BiCentennial Park for $4,700 and Town Park for $ $4,250.00 to be completed by Nikolas Professional Tree & Shrub Care. Motion carried.
There was a short discussion regarding the approval of resolution number 04-2011 to prohibit weapons in Town Buildings and at Town Events by posting signs. Clerk Arnold explained that it was decided to offer a Public Hearing regarding this issue before the December 6, 2011 Town Board Meeting. Time did not allow for the legal notices to hold a Public Hearing in November. Ace inquired if any residents wanted to speak on the subject. Resident John Brown, 1611 County Highway D, Oregon wanted to hold his comments until the Public Hearing. Resident Brad Smith, 5597 Netherwood Road, Oregon would like to hold his comments until the December Public Hearing to share the knowledge he has obtained with a full Town Board. Action on the Concealed Carry Law would be tabled until the December 2011 Meeting.

Assessor Andy Blomstrom informed the Board that he recently attended the Wisconsin Towns Association Assessor’s training in Green Bay. Blomstrom will also be attending the Department of Revenue required Assessors Conference. Blomstrom is done with walk thrus. There may be some software expenses coming up.
Dane County Sheriffs Deputy Leslie Fox was in attendance and shared there were reports of thefts from autos. Fox encouraged residents to lock vehicles. Fox will continue to support the Town during times of elections and any other events as needed.
The Building Permit log was presented to the Board there were eleven permits in October.
Constable Gary Wackett telephoned a report to the Clerk. In October there were two animal complaints and one junk vehicle complaint.
Supervisor Van Kampen reported that all the financial numbers should be available regarding the Fire/EMS after their meeting on Thursday November 3, 2011.
Assessor Blomstrom reported that the building at the TORC has been completed. The next meeting should include an acknowledgement of all individuals that assisted on the project.
Supervisor Ace shared that it was going well out in the Public Works Department. Trees are being trimmed, trucks are being prepared for the winter and the shop is organized.
Clerk Arnold shared the school district levy amounts and they show sharp increases. Belleville figures were not available at the time of the meeting. Oregon School District and MATC had significant increases.
A decision was made to hold the 2012 Budget Hearing on Monday November 29, 2011 at 6:30 pm. The future agenda items include a decision on a snow bucket purchase for the Bobcat, a thank you to the individuals that assisted on the TORC project and have a Public Hearing regarding concealed carry in the Town Hall on December 6th.
Motion made by Johnson and seconded by Van Kampen to approve the October 2011 payment vouchers totaling $100,907.74. Motion carried.
Clerk Arnold reported that Murphy Desmond acting as the Town’s Attorney will not increase fees in 2012. On November 9, 2011 at 7:00 pm the DCTA Membership Meeting will be held at the Town of Westport in Waunaukee. The Workman’s Compensation expense will be increasing by approximately $2,500 in 2012. This increase is because of the increase in wages and claim history in the Public Works Department. Laura Guyer is requesting a tentative meeting date regarding the Anderson Farm Park on Monday December 5, 2011. The time will be announced when confirmation is received. The Clerk shared a brief summary of the election training session attended last week.
