Chair Weber called the September 7, 2010 Town Board Meeting to order at 7:00 p.m. with the following Town Board Supervisors present Wayne Ace, Chris Johnson, Phil Van Kampen, Treasurer Rhonda Christensen LaFlash, Constable Gary Wackett, Park Chairperson Steve Root and Clerk Denise Arnold. Absent: Supervisor Jerry Jensen and Assessor Andy Blomstrom.
Motion made by Johnson and seconded by Van Kampen to approve the August 3, 2010 Town Board Meeting Minutes as presented. Motion carried.
Motion made by Van Kampen and seconded by Johnson to approve the August 2010 Financial Report as presented by Treasurer Rhonda Christensen LaFlash. Motion carried.
Chair Weber called for any public comments, there being none the board advanced to the next item on the agenda.
Steve Root Chairperson of the Park Committee asked the board to approve expenditures for an Eagle Scout project of construction of a gazebo located at the Town Hall over the picnic table. The cost of the eight sided cedar structure would be $1,500. Garrett Frankson is the Scout on the project and he would also like to include a ground level path to the gazebo for an additional $316.88. He will work on this project on September 18th and 22nd and complete the gazebo on September 26th. Motion made by Weber and seconded by Van Kampen to approve the expense of park funds for the gazebo and walking path for a total of $1,816.88. Motion carried. Root also shared with the board that he pre-authorized a geocaching unit at the Eagle Scout Sign located at the Town Hall. The geocache may only be available during daylight hours. At the October meeting the Della Park Eagle Scout project should be ready for a presentation to the board. In the Ravenoaks Park there has been an accumulation of unwanted 4 wheeler trails in the woods. The Park Committee would like to resurvey the area to determine property lines then hire an arborist (Nikolas) to take some dead wood trees down. By dropping the trees and leaving them to provide a natural barrier for the ATV trail abuse that could create erosion issues. Motion made by Ace and seconded by Johnson to have Ravenoaks Park re-surveyed and also take the trees down using Park funds. Chair Root wanted to request permission to take the Town Public Works Crew for a walk thru all the parks and explain what the Park Committee wants the crew to accomplish. The Board advised Root to invite all of the crew to attend the session in advance of the desired date. Root also informed the board that he sanded the picnic tables due to graffiti.
Assessor Andy Blomstrom was absent there was no written report provided.
The Clerk explained that shared Building Inspector Mike Kleisch was subject to a reduction in hours by the Village of Oregon. Mark Below of the Village explained that is should not affect the efficiency of timely building inspections for the Town. A written building inspection report was provided for the Board.
Constable Wackett reported a couple animal complaints, a few parking complaints and one assist with Dane County Sheriff’s Department otherwise it had been relatively quiet in the Town.
Wackett shared that there will training sessions for the NIMS program at the Brooklyn Fire Station offered on Monday, September 20th, Monday, September 27th, and Monday October 4th from 6:30 to 10:00 pm. Wackett thought it would be beneficial for the new Public Works Employee Josh Cockroft to attend and become certified to be prepared in the event of an emergency or natural disaster.
Van Kampen reported that Belleville Fire/EMS had not held a meeting. Oregon Fire/EMS is experiencing some cash flow issues and would be requesting that the Town pay their budget installment early.
Chair Weber reported that the Plan Commission did not have any new business to share with the Board. Roger Parsons’ petition had passed last month and the blanket rezone was in the hands of the County.
Ace shared that the Road and Traffic Safety Committee had decided to back off on requests to the Public Works Department as they are busy preparing for the future road construction in the Town. Sign replacement and repair can be done at a later date. Ace and Johnson are going to review the Clerk’s Road Work Journal and discuss the possibility of transferring the information into an alphabetical format.
The Public Works Crew is working on the soft spots of Hillcrest Road to provide a better paving base for Payne and Dolan. Chair Weber discussed the possible purchase of a compactor for shouldering. Weber instructed Public Works Crewman Josh Cockroft to obtain some bids.
Van Kampen is working on securing a phone plan for the Public Works Crew. He plans to proceed with US Cellular.
Dennis Moungey of Payne and Dolan informed the Clerk that the contract for the 2010 Road work needed to be completed. This contract would include Dane County. The Clerk then contacted Greg Petersen of Dane County stating that the Town of Oregon Board did not want to include the County in the contract and desired to settle directly with Payne and Dolan. Greg Petersen assured Clerk Arnold that the County did not need to be included in the process and that the Town would still be welcome to use the assistance of the County with the prevailing wage law in the future. The Clerk will contact Dennis Moungey of Payne and Dolan to request that he prepare the contract. Arnold will include a copy of the 2008 contract that was provided by Payne and Dolan for that road paving. Petersen suggested submitting our road requests earlier in the year to secure a better response. Payne and Dolan are planning to do prep work on September 16th and 17th. The actual paving would begin the week of September 20th.
Motion made by Van Kampen and seconded by Ace to approve up to $5,000. of improvements to the TORC site. Motion Carries. This project would include the installation of a new culvert and landscaping. Trees would be planted and any disturbed ground would be reseeded. Ace inquired how the Board wanted to proceed with the ditch situation located on Tipperary Road at the Clark residence. After some discussion the Board requested Ace to instruct the Public Works Crew to proceed with the ditch clearing and haul the fill material to the TORC site rather than wait until the spring of 2011.
Ace would like to continue to use part-time help with the snowplowing to avoid the accumulation of overtime with the full time Public Works Crew. The Board agreed with that plan and concluded that with three full time Public Works Crewmen the Town should be in good shape.
Johnson distributed envelopes for all Board Supervisors containing the employee evaluation forms and the draft of the Town of Oregon Public Works Crewman Work Rules. All supervisors should have them completed and back to Johnson by September 14th. On Tuesday, September 21st at 6:30 pm the Board will meet in closed session to review the evaluations. The actual job reviews will be done the week of September 27th.
Johnson requested the support of the Board to attend the Wisconsin Towns Association Annual Convention on Monday October 4th to learn about the prevailing wage laws, working lands ordinances and the PACE program. The cost to the Town is $70.00; Johnson will be responsible for her spouse’s portion of the registration.
Motion made by Van Kampen and seconded by Johnson to approve payment voucher of $51,515.19 for the month of August 2010. Motion carried.
The Clerk reported that Aramark attempted to increase their fees again. A letter was sent and the clerk is waiting for a response. The Public Test for the September election will be held Wednesday September 8th at 10:00 am. The September election is on Tuesday the 14th.
