Chair Darryl Weber called the Town Board Meeting to order at 6:10 pm. Motion made by Van Kampen and seconded by Johnson to adjourn into closed session pursuant to Wisconsin State Statue § 19.85 (1)(c) to discuss personnel. Motion carried. Roll call was taken, the following Supervisors were present: Jerry Jensen, Darryl Weber, Phil Van Kampen, Wayne Ace, Chris Johnson, Hiring Committee Members Steve Root, Rubin Kaiser, Jim O'Brien and Clerk Denise Arnold.
Motion made by Weber and seconded by Johnson to adjourn the closed session. Motion carried.
The regular monthly meeting of the Town Board of the Town of Oregon was called to order at 7:05 by Chair Weber on Tuesday June 1, 2010. The following Town Board Supervisors were present, Phil Van Kampen, Jerry Jensen, Chris Johnson, Wayne Ace, Park Chair Steve Root and Clerk Denise Arnold. Absent: Assessor Andy Blomstrom, Treasurer Rhonda Christensen LaFlash, and Constable Gary Wackett.
Motion made by Ace and seconded by Johnson to approve the May 4, 2010 Meeting Minutes as presented. Motion carried.
Motion made by Van Kampen and seconded by Jensen to approve the Treasurer's Financial Report as presented by the Clerk. Motion carried.
Dane County Deputy Sheriff Leslie Fox reported that the Township has been relatively quiet. There was some theft from autos however there have been some arrests made also. The traffic patrol has concentrated on Hillcrest Rd. The Clerk thanked Deputy Fox for having an officer visit on election days.
Park Chair Steve Root reported that the committee signed off on an Eagle Scout presentation for 300 feet of trail improvement with a $600.00 estimate of expenses. This project is scheduled to start June 5th and would like to complete the task by the end of the month. Motion made by Weber and seconded by Jensen to approve the Eagle Scout expense from park funds. Motion carried. The County does have wood chips available along with the City of Madison. Root was concerned because he had not heard anything about the extension on the phase II part development program in the Town Park. This application was submitted to the DNR. Root is compiling a list of expectations of work in the parks for the Public Works Crewmen.
In the absence of the Town Assessor Andy Blomstrom Clerk Arnold reminded the Supervisors that the Board of Review is Saturday June 5th from 9:00 am to 11:00 am. A quorum of three is required.
The Clerk reported that there have more building permits pulled. There are two new houses started. Many new decks, garages, re-roof jobs, windows and siding.
Van Kampen shared that there were no new developments to report with the Fire/EMS.
Weber informed the board that the Plan Commission recommended appointing Tom Wiedenbeck for the vacant position on the Plan Commission. Motion made by Van Kampen and seconded by Jensen to appoint Tom Wiedenbeck to the Plan Commission. Motion carried.
Weber informed the board that a verbiage change will be required on the Comprehensive Land Use Plan. The Parson's parcel had an approved land split with a density study by Dane County. The split has been approved by the Town of Oregon and should pass through Dane County later this week. Even with the approvals the Parson split does not conform with the Land Use Plan and this will require changes.
Ace reported that Dave Hagemann has prepared a spread sheet with a current sign inventory. This should create a better system to track the actual signs available. The jake break sign is done and needs to be picked up so the County may install it. A few blue street signs will also be installed. In Glenway Circle a yield sign was replaced with a stop sign.
Ace informed the Board that the lock has been changed at the TORC. Harlan Heller has been mowing in the parks. Ron Outhouse has been mowing the ditches. The mowing should be followed by weed whacking. Ace will discuss that with Heller.
The board instructed the clerk to contact Paul Ganshert and Bartelt Paving to explore options to solve the water drainage issues in the front of the Town Hall.
Ace brought up the ditching issue with the County. The erosion control ordinance with the County has changed and municipalities need to have permits however there would not be a fee. An engineer would need to sign off on a project. The problem is the project is complete and an adequate stand of grass has been established and there has not been any erosion. The Town has until June 4th to respond on the issue.
Ace provided information regarding road work in the Town of Oregon for 2010. The bid specifications are not complete. A decision could be made at the special board meeting scheduled for Monday June 7, 2010.
Jensen reported that it has been rather quiet at Dane County. New committees are being formed and Jensen will serve on zoning and land conservation. Jensen would like to see open meetings regarding the Lyman Anderson Park, the County is going to hire a planner to facilitate that process. There are 127 acres in the project.
Future agenda items included Van Kampen's request to conduct a full audit done on the Town Financial Records. The July meeting should include the hiring process update and roadwork decisions.
Motion made by Van Kampen and seconded by Johnson to approve the payment vouchers for May 2010 in the amount of $41,893.51. Motion carried.
The Clerk reminded the board the CARPC planning conference is being held on June 4th from 10:00-4:30. The Dane County Sheriff's department extended an invitation to the 27th Annual National Night Out being held on August 3, 2010 at Bert Dean's Park in the Village of Dane from 5:00 pm to 8:00 pm. Nadine Walsten from the Village of Brooklyn shared that 36 parties turned in 2,939 pounds of electronic waste. The Clerk thanked the Board for supporting the Dane County Clerk's Luncheon last month.
