      The regular monthly meeting of the Town Board of the Town of Oregon was held Tuesday February 3, 2009. Supervisor Wayne Ace called the meeting to order at 6:30 p.m. in the absence of Chair Darryl Weber with the following Town Supervisors present Chris Johnson, Rick Andersen, Phil Van Kampen, Assessor Andy Blomstrom, Treasurer Rhonda Christensen LaFlash, Constable Gary Wackett and Clerk Denise Arnold.

      Motion made by Andersen and seconded by Johnson to approve the Town Board Meeting Minutes from January 6, 2009 as presented. Motion carried.

      Supervisor Weber arrived at 6:35 to resume as Chair of the meeting.

      Assessor Andy Blomstrom shared with the board the cost and benefits of a software upgrade for the Market Drive System that he currently uses. This software would allow the Assessor to import files and transfer data to the County. The 2008 upgrade cost is $430.00, this is at a negotiated price by Blomstrom. The Assessor got an early start in December looking at 75 properties that had building permits pulled in 2008. There are still 30 to 35 more that he would need to enter the house to complete. The land splits are available from Dane County and he is working on those now. Motion made by Andersen and seconded by Ace to purchase the upgrade for the Market Drive System at $430.00. Motion carries. Ace asked if this expense would occur each year? Blomstrom said that is up to the board to purchase each year. Ace inquired about walk thrus. The Board requested that Blomstrom have a cost estimate and number of walk thrus determined by the next board meeting. Assessor Blomstrom then left the meeting for another commitment.

      Motion made by Van Kampen and seconded by Johnson to approve the land petition rezone number 10025 to split 40 acres of wooded parcel and add 24 acres to adjacent 11 acre parcel. Current zoning is RH-3 and proposed zoning would be RH-4. Petition and owners are Gary and Cathy Leverenz, 5666 Alpine Road, Brooklyn, WI 53521. Motion carried, with a Deed Restriction of no more allowable land splits on lot number 1. The Chair requested that the appropriate documents be sent to Dane County.

      There was no Park Committee Report.

      Town Resident Dan Trudell of 5305 Lincoln Road had inquired as to why the Town of Oregon road crew were plowing Lincoln Road. Trudell shared that years ago Lincoln Road was annexed into the Village of Oregon when the Town had given up the rights to revenue on that Road, maintenance and expense to care for Lincoln should all be done by the Village. The Board members and residents responded by explaining that for the safety of the plow drivers and the residents residing on Lincoln or in the surrounding areas it is a good practice. It is a courtesy to the Village and their residents also. Each year a good will load of salt/sand is received from the Village in return for the service. There are other areas in the Town that received such services as we do for Village for example Netherwood and some areas bordering the Town of Rutland. We always want to provide safe passage for emergency vehicles and for the plow drivers to reach other Town Roads that are the responsibility of the Township.

      The clerk had contacted the Town's Attorney Larry Bechler regarding the water run-off issues from the Village of Brooklyn. Bechler shared that while the Village of Brooklyn Clerk is not trying to be uncooperative she is unable to locate and provide the information that has been requested for research purposes. Supervisor Andersen had contacted resident Russell Schmid. Schmid received a letter from the Village of Brooklyn stating that they were not responsible for the damage to his property. Board members requested of Andersen to share the information with the board should the residents receive any other correspondence.

      The clerk provided a copy of the letter that the Board requested to be sent after the January Town Board Meeting to Mr. and Mrs. Dan Butz requesting they bring in building permits and a plan with a time table of completion for the property involved in a raze order located at 5632 County Highway A. Mr. Butz was in attendance and requested a year to complete the work. Mr. Butz stated that he would have the building permits submitted within a week. After much discussion regarding the dwelling the board agreed on a motion made by Andersen and seconded by Johnson to extend Dan Butz one year to complete the necessary repairs to the property located at 5632 County Highway A located in the Town of Oregon. The exterior repairs must be complete to proper building codes by October 1, 2009. The dwelling may not be occupied until proper authorities have conducted inspections. Should these actions not be done the raze order will proceed. Motion carries. Ace abstained. Mr. Butz agreed that he understood the conditions and will provide a progress report in three to four months at the June 2009 Town Board Meeting.

      Jim McMillan representing the group Preserve Our Rural Landscape addressed the Town Board regarding the potential proposed Rockdale-West Middleton power line. Mr. McMillan requested the board write a letter to the PSC opposing the location of the power lines through the Town of Oregon. Motion made by Van Kampen and seconded by Ace to prepare two letters, one in opposition to the PSC and another in support of Preserve Our Rural Landscape. Motion carries. Supervisor Van Kampen volunteered to compose the letters.

      The Board was presented with a letter from The Division of Transportation that had been sent to Dave Weiman regarding resident Dave Shutes located at 5572 Bell Brook Rd Brooklyn, WI interested in installing a 132 foot AGL residential wind turbine on the hill 13,400 feet from the southeast portion of his Storytown Airfield (PVT) runway. Dave Wieman stated that the Turbine would not be any problem. There is a resolution in place protecting the Town's established airport runways. Andersen was concerned about med. flight landing safely in the Town. Chair Weber discussed the potential lighting issues. The Town does not have ordinances against such a structure. Chair Weber requested that an agenda item be added next month to establish a Committee to investigate the control of wind turbines. The Board instructed the clerk to put that Committee request on the website also.

      Resident John Dohm shared with the board his desire to create a heliport site on his property located at 6247 Purcell Road Oregon, WI. Mr. Dohm is in the process of obtaining all the proper required permits for the personal heliport for "Flying "D" Ranch. No construction is needed. It was reported by Dave Weiman that the Brooklyn Airport supported Mr. Dohm's heliport pad. The Board did not require any action on this matter. Chair Weber requested that the Clerk place some information on the Town of Oregon Website regarding the heliport.

      Chair Weber recommended changing the Plan Commission Meeting to the third Monday of each month for their meeting date to avoid conflicts with Dane County's meeting schedule. The Clerk suggested that the new schedule would start in the month of March because of the February 17, 2009 election. Tuesday February 24, 2009 will be the next Plan Commission Meeting; Brian Standing from Dane County will be attending that meeting. Beginning in March the Plan Commssion Meeting will be held on the third Monday (March 16, 2009) of the month.

      Motion made by Andersen and seconded by Van Kampen to approve the financial report as read by the Treasurer Rhonda Christensen LaFlash with appropriate corrections. La Flash shared with the board that she would have an amended report prepared before the end of the board meeting. Motion carried.

      Ace reported that he would have current tractor bids available by the March Town Board Meeting.

      The Clerk shared that the Village Building Inspector, Mike Kleisch was handling the Town's inspections and working very cooperatively with the clerk's office. The Board requested a monthly building inspector report and an income/cost tracking month by month. The Clerk will take care of that.

      Chair Weber thanked Constable Wackett for his work on the emergency management plan that was recently submitted to the Dane County. Wackett will set up further meetings as needed and will apply for grants that may available.

      Van Kampen did not have new information to share regarding the Fire & EMS.

      The Plan Commission meeting will be held the last Tuesday February 24, 2009 and according to Andrew Bremer from MSA Brian Standing from Dane County will be in attendance.

     Ace would like to have full time temporary Employee Bob Kjendlie organize the Town garage. Board members thought is was a good idea and Ace should discuss this with Lead Road Patrolman Ron Outhouse. More signs will be going up.

      The compactor at the TORC is now running better and the adjustments that had to be made were not at any cost to the Town Of Oregon.

      The Clerk shared that Rural Insurance awarded the Town with a good claims history of $734.00. Upcoming meeting opportunities were shared with the Board members.

      Resident Brad Smith of 5597 Netherwood Rd. Oregon brought to the Board's attention that the Clerk's position should be reappointed after the three year initial term for a permanent status as an Appointed Clerk. Chair Weber thanked Mr. Smith and the clerk will include that on the March 2009 meeting agenda.

      Resident Dave Weiman of 6031 Lawry Court Oregon would like to see the Town increase its email serve list. The Clerk expressed concern that repeated emails would overwhelm residents and it may do more harm than good. The Clerk suggested that people view the agendas that are listed on our website. The Clerk's office is very open to adding residents to that list. A sign up will be included in the next newsletter, election and added to the website.

      Motion made by Johnson and seconded by Andersen to adjourn the February 3, 2009 Town Board Meeting at 8:40 p.m.
