Town Board Meeting Minutes
December 2, 2008
Chairperson Darryl Weber called the meeting to order at 5:00 p.m. and adjourned into closed session pursuant to Wisconsin State Statute §19.85 (1) © to discuss personnel.
The following Board Supervisors were present Chris Johnson, Wayne Ace, Phil Van Kampen and Rick Andersen. Motion made by Van Kampen and seconded by Johnson to adjourn the closed session and reconvene into open session. Motion carried.
The regular monthly meeting of the Town Board of the Town of Oregon was held Tuesday December 2, 2008. Supervisor Wayne Ace called the meeting to order at 6:35 p.m. with the following Town Board Supervisors present Chris Johnson, Rick Andersen and Phil Van Kampen, Constable Gary Wackett, Treasurer Rhonda Christensen LaFlash, Park Committee Chair Steve Root and Clerk, Denise Arnold. Absent, Chairperson Darryl Weber and Assessor Andy Blomstrom.
Motion made by Van Kampen and seconded by Johnson to approve the Town Board Meeting Minutes from November 11, 2008 as presented. Motion Carries.
Motion made by Van Kampen and seconded by Andersen to approve the Financial Report as read by Treasurer, Rhonda Christensen LaFlash. Motion carried.
Motion made by Andersen and seconded by Van Kampen for the Town Board to assume the financial responsibility for Rhonda Christensen LaFlash, Treasurer for the 2008-2009 tax year. Motion carries.
Dane County Sheriff's Deputy Leslie Fox reported there have been three crashes with injuries and three car verses deer hits. Four thefts have been reported. The Clerk thanked Fox for covering the presidential election. Officers stopped in during the day and at the time the polls closed.
Park Committee Chair Steve Root shared that most of the tree work has been completed with the exception of the Town Park. Root has requested an extension for Phase two of the plan to be complete the end of the June 2009. Ace thanked Root for all his hard work and dedication on the Parks and for the contribution to the Township.
The water run off issues from the Village of Brooklyn is on hold until more information is obtained from the Town's Attorney Larry Bechler.
Supervisor Van Kampen made the Board aware that there is a potential problem with the cul de sac on Honeysuckle Lane. Road Patrolman Ron Outhouse has expressed concerns about the size and ease of turning around for plowing and would like to see some expansion. He would like to add some rock and gravel to widen the road. Ace suggested taking action next spring. The proposed plan would obtain about 15' total.
Motion made by Van Kampen and seconded by Johnson to have the Clerk contact Attorney Matthew Flemming to request an agreement of a scheduled time line of completion of work, to discuss any liability on building permits issued during the process of a raze order and request that Mr. Butz cannot rent or occupy the dwelling located at 5632 County Highway A until proper final inspections have been completed by the Town's building inspector and Dane County requirements are met. Motion carries. Mrs. Butz did come into the office to obtain building permits, she shared that she would be bringing them in before the board meeting. At the time of the board meeting the Clerk had not received any permit applications.
Supervisor Andersen shared that he talked with Assessor Blomstrom. He told Blomstrom what the board was going to recommend. Blomstrom wanted to know if the board had the right to do that. Andersen replied no, however they are going to recommend that the Town electors change from an elected assessor to an appointed assessor. Assessor Blomstrom was fine with that. Andersen then excused himself from the Town Board Meeting.
The Board called for the Caucus to be held on January 17, 2009 at 2:00 p.m. with a snow date of January 24, 2009.
Dan Smeaton of 4467 Libby Road, Madison presented his Eagle Scout project to the Board. Smeaton completed a 200 foot trail improvement in the Town Park. The project materials came in under budget and Smeaton used the assistance of Troop 50 approximately 105 service hours were logged. Park Chair Steve Root wanted to thank the Road Patrolmen for their support, time and labor on the project. Supervisor Ace commended Smeaton on the success of the Eagle Scout Project and thanked him for his efforts.
Motion made by Van Kampen and seconded by Johnson to approve support for the Dane County Towns Association request to increase the 2009 Budget by $6,000.00. Motion carried.
The Building Inspection report was shared.
Constable Wackett reported that it has been rather quiet in the Town Parks. The Clerk thanked Wackett for coming to the Town Hall after the Presidential Election Polls closed to assist in tearing down the equipment and putting it away.
Supervisor Van Kampen did not have any new developments to report on the Fire/EMS. There are issues with a new hire on the Oregon Fire/EMS. Brooklyn has received their new truck.
Supervisor Johnson reported that Town's Association Attorney Mark Hazelbaker and County Board Supervisor Jerry Jensen attended the November Plan Commission Meeting. Hazelbaker answered many questions for the members. Jensen brought along paperwork that was helpful.
Ace reported on the Road Patrolmen, Harlan Heller is off due to a shoulder injury. Dan Crapp and Romaine Ace are back-up drivers. Tom Wendt helped out one weekend. An extra driver needs to be hired.
Road and Traffic Safety Committee report by Ace shared that signs are being ordered. Inventory of signs has been done. Safety issues are being addressed.
Ace shared that wiring at the TORC had to be updated. The water issues at the TORC will not be resolved until next spring.
The purchase of a new tractor will be tabled until further notice.
The Clerk informed the Board that a reverse 911 to residents will occur to inform them that a reduced cost water test will be made available on Tuesday December 9, 2008 from 7:00 a.m. to 11:00 a.m. Dane County Health will have test kits available at $18.00 for pick up and may be brought back to the town hall. The Clerk shared various future meeting dates. Mark Hanson the webmaster of the Town's website provided a report showing increased use of the website. Many people visited the website in preparation of the Presidential Election.

Closed session was called to order at 7:42 p.m. with the clerk taking roll of Van Kampen, Johnson, Ace.
