      The regular monthly meeting of the Town Board of the Town of Oregon was held Tuesday September 4, 2007. Chairperson Darryl Weber called the meeting to order at 7:00 p.m. with the following Town Board Supervisors present Wayne Ace, Chris Johnson, Pen Beasley, Phil Van Kampen, Constable Gary Wackett, Treasurer Rhonda LaFlash and Clerk Denise Arnold.

      Motion made by Ace seconded by Johnson to approve the minutes from the August 8th Town Board Meeting as presented. Motion carries.

      The Treasurer’s report was read by Rhonda LaFlash. Ace inquired why there was a change in the amount on the Bi-Centennial account. LaFlash would check into that and provided am amended report for the board. Motion made by VanKampen and seconded by Johnson to approve the Treasurers report with the mentioned corrections. Motion carries.

      Park Committee Chair Steve Root reported on the activities of the Park Committee. Root encouraged the board members to visit the Town Park to observe the new Park Sign that has been completed and installed as an Eagle Scout project. The historical Eagle Scout Sign will be installed in front of the Town Hall soon. The Scout project to remove trees has been done and the next Scout will start with the wood chipping project this weekend.

      Motion made by Weber and seconded by Van Kampen to approve petition number 9773 for Parcel number 0509-333-9160-9 petitioner is Andrew and Jana Strehlow. The request was to bring the zoning into compliance and move the dwelling location on the parcel to build a new home and demolish the existing dwelling. Motion carries.

      Resident Barry Holmes on 1361 Pinon Trail requested that the Board Officials adopt a new ordinance to prohibit burning in the Town of Oregon similar to the Town of Dunn. Holmes reported that he and his family have had to evacuate their own home do to the excessive harmful smoke coming in their dwelling from neighboring houses burning either in a burn barrel or loose burning. The fumes are detrimental to the health of others. The Board asked if Mr. Holmes had discussed the situation with the neighbors. He had not and did not want any confrontation. The State of Wisconsin has limitations on what is acceptable to burn and if the residents are not on compliance they could be cited in violation. The Board suggested a letter be sent the parties involved to remind them of the State rules. Holmes would not divulge the location of the people not in compliance.

      Resident Ann Kleckner of 5545 County Highway A has created a petition against the installation of a 345 KV power line coming through the Town of Oregon by ATC. Kleckner has requested the petition be located at the Town Hall. The Board members supported Kleckner’s views and appreciated her efforts however they discouraged the petition location at the Town Hall. If this petition was allowed all others would need to be accepted. Kleckner shared that a website had been created in support of the movement against the power lines and is located at

      The clerk shared photos that were submitted by a resident regarding road washout at 817 Whispering Oaks. Chair Weber will discuss the issue with Road Patrolmen Ron Outhouse to see what can be done.

      The clerk explained that the Town had requested insurance coverage be obtained by the Building Inspector Brian Burkeland. In the process of gathering the insurance quotes Burkeland received very different amounts in the premium charged. The clerk inquired what the insurance covered for the building inspector. The agent thought we might be requiring too much coverage. More research needs to be done to make a sound decision. The Board requested that the clerk follow up on this matter.

      In the absence of the Assessor Andy Blomstrom the clerk shared information on the Market Drive Computer Program. The clerk requested a quote for a Computer program view only program. The Board encouraged the clerk to pursue the installation of the $300.00 Market Drive 2007 View only program to the Treasurer’s computer.

      The Constable Gary Wackett requested that a "school bus stop ahead" sign be placed on Sun Valley Parkway up from Connemara Lane. Chair Weber would discuss the sign addition with Road Patrolmen Ron Outhouse. The Sheil Drive subdivision speeding issue is better.

      Motion made by Johnson and seconded by Van Kampen to approve and adopt Resolution number 02-2007 amending the Town of Oregon Land Use Plan to suspend the groundwater protection overlay policy. Motion carries. Dane County Supervisor Jerry Jensen suggested that examples of other zoning changes in the ground water overlay area be included in a cover letter with the resolution to assist in the approval process with Dane County.

      Motion made by Van Kampen and seconded by Beasley to approve and adopt resolution 03-2007 urging the County to respect Town Comprehensive Land Use Plans. Motion Carries

      Motion made by Ace and seconded by Van Kampen to approve and adopt resolution 04-2007 opposing an increase in County subdivision review. Motion Carries.

      Supervisor Beasley did not have any new information to report regarding NIMS.

      Chair Weber suggested that a meeting be set up with Constable Wackett and committee member Mark O’Brien. The Town was fortunate that we did not experience any need for emergency action however it was a reminder that we need to be prepared. The Board advised the clerk to keep track of expenses incurred because of the excess rain and flooding.

      Chair Weber shared that Road Patrolman Harlan Heller is still off work on Workman’s Compensation. Romaine Ace is assisting Ron Outhouse in Hellers absence.

      Constable Wackett and Supervisor Ace requested that road signs be cleared of limbs especially Bellbrook, Sun Valley Parkway and Storytown Road.

      Supervisor Van Kampen had no new developments to report on the Oregon Fire and EMS district. Some slow progress is being made on the Story town Cemetery. The Village is still working with their attorney to figure out a way to accept the cable funds from the Town of Oregon.

      Supervisor Johnson has researched the traffic concerns in the Windridge sub division and Hillcrest Road and spoke with Pam Dunphy from the County and resident Terry Bentley. Information is being gathered and Supervisor Johnson and resident Bentley are planning to meet and report back to the Board at the October meeting.

      The Clerk reported that budget time is upon us and any budget requests should be reported to the clerk. There are WisLine Teleconference Series brouchures available for any board member wanting to attend meetings on budgets, elections and board of review.

      Chair Weber shared that the Plan Commission member would like their compensation be held at the current rate.

      Motion was made by Ace and seconded by Beasley to adjourn the Town Board Meeting at 8:30 p.m.
