     The regular monthly meeting of the Town Board of the Town of Oregon was held Tuesday July 3, 2007. Chairperson Darryl Weber called the meeting to order at 6:55 p.m. with the following Town Board Supervisors present Wayne Ace, Chris Johnson, Pen Beasley, Phil Van Kampen, Assessor Andy Blomstrom, Constable Gary Wackett, Treasurer Rhonda LaFlash and Clerk Denise Arnold.

     Motion made by Ace and seconded by Van Kampen to approve the meeting minutes from June 5th Town Board Meeting, June 5th Board of Review and June 12th Special Town Board Meeting as presented. Motion carries.

     Motion made by Van Kampen and seconded by Ace to approve the Financial Report as read by the Treasurer Rhonda La Flash. Motion carries.

     Chair Weber inquired if there were any public comments, there being none the next item on the agenda was brought before the board.

     Brett and Stephanie Boyd requested a driveway variance for a new dwelling to be built on parcel number 0509-64-9701-0 located on Hillcrest Lane in the Town of Oregon.

     The Boyd’s were unaware that they would be sharing a driveway at the time they purchased the property. Hans Von Glahn residing at 872 Hillcrest Lane has a blacktop driveway that the Boyd’s would share. The Boyd’s were concerned with a number of issues such as the wear and tear on the driveway because of the house construction process, any guests of Mr. Von Glahn would not have a place to park, snow removal responsibilities, children at play, there is a boat and a large motorcycle trailer to consider and the resale of the home would be difficult with a shared driveway. If the driveway is widened and the hill of dirt removed from the Boyd property the driveway would actually be safer than if left in the existing state. Chair Weber questioned why the buyers were not aware there would be a shared driveway. Supervisor Ace made a motion that a “Y” shaped driveway with a culvert be used and create a legal revised joint driveway agreement at the expense of the property owner that is 24 feet wide and 33 feet from the center of the road for Boyd and Von Glahn. Van Kampen seconded the motion. Motion carries.

     Park Committee member Bob Johnson distributed a Park Committee Report to the board members. The Park Committee is requesting funds for two Eagle Scout project signs with an approximate cost of $2,318. One sign would identify the Town Park and the other would display names of the scouts and the projects they completed. An additional Eagle Scout project was to remove approved trees and then chip the wood. Another Eagle Scout project of using the wood chips generated from the tree removal to improve the Bicentennial paths is yet to be approved by the Park Committee. Motion made by Beasley and seconded by Johnson to approve the approximate expense of $2,318. for the Eagle Scout sign projects. Motion carries.

     Due to the continued vandalism in the Town Park a motion was made by Van Kampen and seconded by Beasley to close the Park to vehicle traffic until the next Town Board Meeting. Motion carries.

     Assessor Andy Blomstrom shared that the assessment notices had been mailed and he is prepared for the open book on July 6th and 7th.

     Motion made by Weber and seconded by Van Kampen to create an ordinance to collect a recording fee of $25.00 for all new agricultural buildings using the suggested guidelines of the Plan Commission. Motion carries.

     Constable Wackett reported that Union Road speed limit general average is about 45 to 50 mph and is not a problem at this time. Wackett also shared that not all the Town radios are accounted for and it was suggested that he check in the garage and trucks.

     In the near future all the radios will need to be changed to comply with the emergency management system.

     The clerk presented the board with an email message from the family of Dave & Karen Frankson living in the Town of Oregon thanking Constable Wackett for his efforts when their daughter was bit by a dog while running.

     Motion made by Van Kampen and seconded by Ace to approve the Schultz Electric Bid for $530.00 to install an additional light providing illumination in the Town Hall parking lot. Motion carries. The clerk will contact Schultz Electric to complete the job.

     Motion made by Van Kampen and seconded by Ace to approve the set salary and expenses of the Town Assessor Andy Blomstrom at $14,207.51. Motion carries.

     Motion made by Van Kampen seconded by Beasley to approve changing the Town Board meeting to Wednesday, August 8th to allow the Town Board Members to participate in National Night Out. Motion carries.

     Motion made by Van Kampen seconded by Beasley to approve the contract with Brian Burkeland with the following changes: the attendance of meetings would have a $25.00 per diem payment if the building inspector is requested by the board to attend the meeting.

     The Clerk inquired as to how to handle noxious weed issues in the Town. A courtesy letter is sent to the resident stating that the noxious weeds need to be tended to. If the resident does not take care of the problem the constable will inform the resident that the Town will remove the weeds and they will be billed for the expense. If they choose not to pay the invoice it will be placed on their tax bill as a special charge. Constable Gary Wackett and Chairperson Darryl Weber will assist the clerk’s office with any issues pertaining to noxious weeds.

     Supervisor Beasley reported to the board that elected Town Officials are required to complete two training sessions for emergency management. Chair Weber requested that Beasley keep the Town officials informed as to when the training sessions were available. Beasley suggested that the Town begin to consider where the alternative emergency site should be if the Town Hall is not available. Chair Weber stated that the TORC location was the site to be used in an emergency.

     Motion made by Johnson seconded by Van Kampen to change Town Ordinance Section 2.6.2 Membership of the Plan Commission shall consist of seven members composed of one member of the Town Board and six citizens of the Town of Oregon. Motion carries.

     Chair Weber gave an update on the Comprehensive Land Use Plan; the Town is not yet on the Dane County agenda. A letter confirming revisions made to the plan was received from Dane County Executive Kathleen Falk.

     Chair Weber shared that the Road Patrolmen have been mowing and preparing for the upcoming road projects. Ace suggested that more tree branches be removed prior to construction especially on Sun Valley Parkway to avoid driving heavy equipment on the freshly paved roads. The Board discussed that a temporary employee may be needed to cover the work load of Harlan Heller while he is gone for a work related injury medical procedure.

     Supervisor Van Kampen reported that there were no new developments at the Oregon Fire EMS District. Van Kampen attended the Belleville Fire EMS meeting. Belleville expressed appreciation that the Town of Oregon was being represented.

     Supervisor Van Kampen shared that the Storytown Cemetery situation should be resolved in the coming months.

     There were no new developments to report from Dane County.

     The Clerk shared that the credit card had been updated to include Darryl Weber and remove Jerry Jensen. The spending limit has been limited to $5,000.00 maximum.

     A letter from Steve Carpenter regarding a barking dog situation in his neighborhood was presented to the board. The Boys and Girls Club will be riding through the Town of Oregon on Saturday July 21, 2007. The Open book will be held Friday July 6th from 4:00-8:00 p.m. and again on Saturday July 7th from 9:00- noon. The Clerk will be leaving Sunday July 8th for the Green Bay Wisconsin Municipal Clerks Association Institute and returning on Friday July 13, 2007. The Clerk thanked the Board for their support toward continuing education. ATC will be holding an open house in the Town Hall for residents to be informed about the Town of Oregon projects on Wednesday July 11th from 4:00 – 8:00 p.m. The Deputy Clerk Jennifer Hanson will be on vacation the week of July 16th. The Road Construction schedule is as follows:

     Sun Valley Parkway and Ravenoaks should begin the last week in July or first week in August Scott Construction will start the seal coating the week of July 23rd weather permitting. Supervisor Ace was checking on the Sugar Hill Road project with DRS Ltd. Motion made by Ace and seconded by Johnson to adjourn the July Town Board Meeting. Motion carried.
