Special Board Meeting Minutes
May 16, 2006
A special meeting for the Town Board of the Town of Oregon was held Tuesday May 16, 2006. Chairperson Gerald Jensen called the meeting to order at 7:00 p.m. with Supervisors Phil VanKampen, Pen Beasley, Wayne Ace and Clerk, Denise Arnold present. Darryl Weber, absent. Assessors Andy Blomstrom and Mike Coulliard of Grota Appraisals were also in attendance.
Chair Jensen requested clarification on the assessment service with Mike Grota and Mike Coulliard. The original contract was signed with Mike Grota of Grota Appraisals. Mr. Grota now refers to the business as Assessment Technologies of Menominee Falls. Mike Coulliard explained that Assessment Technologies is the name of the software company that Mike Grota created. Assessment Technologies wrote and maintains the software package Market Drive that the Town of Oregon is now using. Currently 400 municipalities are implementing the Market Drive software for assessment purposes.
Mike Coulliard is retired from the Department of Revenue. Coulliard was hired as an independent contractor by Grota Appraisals (Mike Grota) to assist with the Town of Oregon revaluation process. Coulliard shared with the board that the assessment process was delayed because the program that was being used by the Town of Oregon did not transfer to the Market Drive software program. The field inspections should be completed by the end of May. Overall the assessment firm that completed the last revaluation process (Bowmar) did a very good job. The files were easy to transfer.
The Town of Oregon should be preparing to do interior inspections. Currently we are at 60% and should be aiming for 90%. The Town of Oregon is presently using the building permits as a trigger to perform inspections. Some residents do not obtain a building permit therefore interior inspections should be performed to locate dwelling improvements.
The Market Drive program will be helpful because it has a sketch program and cost per square foot capabilities. All the card files should be updated by the end of May they are currently in section 18. Then a sales study will be done to input data for comparison dwellings. The largest changes in assessments will be in houses with acreages. Land values have increased significantly.
The clerk will add information on the website to link residents with the Department of Revenue. Resident appeal forms will be available at the office and on our website. Coulliard had recently prepared a draft of for a mailing regarding the revaluation process for the Town of Oregon residents. Mike Coulliard and Andy Blomstrom approved a postcard mailing that was revised by Supervisor VanKampen.
The Board of Review will meet for the purpose of adjourning to a future date as the assessment roll will not be completed by the thirty date period beginning on the 2nd Monday of May pursuant to Section 70.47 (1) of the Wisconsin State Statutes. The open book will be held on July 20th & 21st noon to 8:00 p.m. and Saturday July 22nd from 9:00 a.m. to 4:00 p.m. A second session of open book will be offered on July 27th & 28th from noon to 8:00 p.m. The Board of review will be held August 23rd, 24th and 25th from 5:00 p.m. to 9:00 p.m.
Copies of a draft composed collectively by Supervisors VanKampen and Beasley were distributed to the board regarding the stand that the Town of Oregon was choosing to take on the Alliant/ATC issue. The letter was addressed to the Public Service Commission about the potential location of the 345 KV power lines in the Town of Oregon. Some light editing was agreed upon and will be sent.
Chair Jensen brought up the transfer of development rights (TDR) topic. Nineteen Towns denied the TDR so there was no need to take action on that matter.
Motion was made by VanKampen and seconded by Beasley to adjourn the meeting at 8:30. Motion carried.
