Board Meeting Minutes
February 7, 2006

At 7:10 p.m. Chairperson Gerald Jensen called the continuing session of the Town Board of the Town of Oregon Meeting to order. Present: Wayne Ace, Darryl Weber, Gerald Jensen, Phil Van Kampen and Clerk Denise Arnold. Absent: Pen Beasley.

The minutes of the January 3, 2006, board meeting were read by the clerk. MMS by Weber-VanKampen to approve the minutes as read. Motion carried.

The January 2006 Treasurer’s report was not available.

Public comments were welcomed by Chairperson Jensen. Mr. Russ Edelburg of 6310 Twin Oaks Court in the Town of Oregon expressed continued concern regarding parking issues in the Raven Oaks neighborhood. A resident living at 6306 Twin Oaks is conducting a home sales type business from their residence. Mr. Edelburg has photographed and observed the business meetings that are held at this neighboring property. The board listened to the complaint, and responded by adding that no laws or rules have been violated and the activity that has occurred has been legal. Chair Jensen assured Mr. Edelburg that he would be provided with the Dane County Ordinances regarding this matter following tonight’s meeting. The ordinances were provided and Mr. Edelburg said he was attending the meeting for the purpose of gathering information.

Dane County Sheriff Deputy Kim Derse reported that over the last year crime was down in the Town of Oregon. There were only three resident break-ins and one commercial burglary. Traffic on MM and Hwy. A are considered the injury accident roads. The officers on duty have tried to make their presence known at these potential trouble locations. Deputy Derse inquired if there are any other areas of concern that should be patrolled, if there were please let her know.

MMS VanKampen/Weber to approve the contract provided by the Village of Oregon Police Department for fleet patrol. Motion Carried.

The clerk requested to table the Storytown Cemetery contract until the contract had been reviewed and revised.

Patrolman Ron Outhouse presented a suggested list of Roads that should be maintenanced in 2006. Outhouse suggested that Union Road to Hwy. A be sealed, along with Echo Valley, North Storytown and Arba off of Storytown. The sealing project would include approximately 6.2 miles. Potential extra locations would be Oregon Trail, Locust Grove and Lathers. Resurfacing should be considered on Oregon Territory, Hobby Horse and Pinon Trail. Patching could be done on Rome Corners and accomplish Sun Valley Parkway in 2007. The board suggested that bids for the projects in question should be submitted.

MMS/Weber-VanKampen to accept the service maintenance contract with R.A. Heating and Air Conditioning for the heaters in the shop in the amount of $347.00. Motion carried.

Supervisor Weber reported that progress is being made on the Town of Oregon Comprehensive Plan. The next work session for the Plan Commission will be held on Monday February 13, 2006.

Supervisor Phil VanKampen reported that the Oregon Fire and EMS District is on hold and will not make any further decisions until after the April 2006 election.

The Park Committee minutes were shared with the board supervisors and there was some discussion regarding the posts that would be placed at the Town Park. The original design appears to be cost prohibitive. Possibly check into a less costly barrier such as railroad ties or limestone rocks.

No activity to report on the cable committee at this time.

Chairperson Jensen reported that Dane County approved the Levine rezone and the house placement change for Craig and Rachel Schley. The Beasley petition was postponed.

The minutes from the Towns/Village Metro Bus Study were shared with the Town Board.

The Clerk reported on the Grota Appraisals progress with the assessor’s files. No new files have been obtained. Chair Jensen added that Assessor Andy Blomstrom needs to replace his current computer. Chair Jensen requested the clerk’s office research the best options for that purchase. The TORC is functioning well with four single stream waste management containers. Two outstanding financial items for 2005 need to be completed. The Union Road project and trip funds still need to be collected. Chairman Jensen would check with the engineer on the project. The other item in need of completion is the 2005 driveway permits. Supervisor Ace has agreed to provide that information to the clerk the week of February 20th. The clerk and assistant will be attending a State Wide Voter Registration meeting on February 20th. The clerk reported on the current decrease in the Aramark expense, by making a few adjustments in the rug replacement the invoice was decreased by approximately $100.00 per month. Rick Anderson has completed the roof repair on the town hall; however he reported that a consideration should be made in the future to replace the entire roof. An insurance claim check had been received by the clerk’s office in the amount of $1,729.00 for the needed repairs on the playground equipment due to vandalism back in July of 2005. The payment was subject to a $500.00 deductible. Insurance coverage has been added for the new joint owned patching trailer.

The State Wide Voter Registration bill was received and paid in the amount of $101.87.

Bill Buglass of Payne and Dolan provided information regarding the ground water recharge situation before and after the quarry. The Town of Oregon is receiving increasing requests for personal e-mail addresses for Town Officials. The clerk’s office will research and proceed with changing to a more professional e-mail contact situation.

A VISA card was obtained with a credit limit of $24,000. The clerk lowered the limit to a $5,000.00 credit line and provided the supervisors with a copy of the first billing invoice.

Supervisor Wayne Ace shared information regarding a difficult driveway situation on Hillcrest across from Sugarhill. The resident would make the driveway go straight up. There were run-off concerns. The driveway entrance would need to be crowned to avoid water running across the road creating a potential hazard. Supervisor Ace would follow up on the matter.
