The regular monthly meeting for the Town Board of the Town of Oregon was held on Wednesday, November 3, 2004. The day was changed from Tuesday to Wednesday because of the Presidential Election. The meeting was called to order by Chairperson, Gerald Jensen, at 7 p.m. with Supervisors: Wayne Ace, Rick Andersen, Pen Beasley and Darryl Weber. There were six other persons in attendance.
MMS/Andersen-Weber to approve the minutes for October 5th as presented. MMS/Andersen-Ace to accept the treasurer’s report. Both motions passed. Vouchers for $94,630.16 were approved.
MMS/Andersen-Weber to approve Rezone Pet. #9119 and CUP #1929, submitted by Lael Greenfield and Janet Wright, for a doggy day care center at 1423 Storytown Rd. Discussion on the barking dogs, lighting, septic system and color. Motion passed unanimous. Recommended by Plan Commission.
Land splits questioned on McCormick property. Does the farm house count as a split if the farmer is no longer there? Postponed by Plan Commission to next meeting. Notify the neighbors about a public hearing.
Discussion on policies and procedures for the Oregon Fire/EMS. MMS/Andersen-Ace to approve the Oregon Fire-EMS budget. Motion carried.
Discussion of the Town Park.
MMS/Weber-Beasley to approve conditions put on Messner Rezone. Motion carried. MMS/Jensen-Weber to disapprove Dane Co. Ord. Amendment #15 (Chapter 11 Should apply to cities and villages also). Motion carried. MMS/Jensen-Weber to disapprove O.A. #16 (has been ruled unlawful). Motion carried. MMS/Ace-Weber to approve O.A. #18 (farm entertainment). Motion carried.
Constable, Gary Wackett, reported that he had no response from Mr. Schultz of Ravenoaks regarding traffic.
Jensen reported that Dane Co. Resolution #70 took Comprehensive Planning from Zoning to the Eanr Committee. Atty Steve Underwood will represent County Supervisors in a suit against this resolution. Discussion on annexation, town islands and boundary agreement. Set a CLOSED SESSION for 5:30 p.m. November 11, 2004.
