                                                          MINUTES SUBJECT TO APPROVAL

  1. Call Town Board meeting to order.

Chairman Wayne Ace called the March 6, 2018 Town Board Meeting to order at 6:30 pm. 


  1. Roll Call.

Clerk Arnold called the roll the following Town Board Supervisors were present Phil Van Kampen, Arlen Christensen, Fred Clark and Steve Root, Chairman Wayne Ace and Clerk Denise Arnold.  Additional individuals in attendance were Constable Kurt Maher, Brooklyn Fire/EMS Representative Mark O’Brien, Dane County Supervisor Jerry Bollig and Payne and Dolan Representative Bill Buglass.  Absent:  Assessor Andy Blomstrom.


  1. Approval of minutes from previous meeting.

Motion made by Root and seconded by Christensen to approve the Town Board Meeting Minutes from the previous meeting held February 6, 2018 as presented.  Motion carried.


  1. Financial Report and Acceptance.

Motion made by Christensen and seconded by Clark to accept the Financial Report as prepared by Deputy Clerk Treasurer Jennifer Hanson.  Motion carried. 


  1. Public Comments.

Clerk Arnold shared an email which included a selection of the photos sent by Jim and Sue Weber displaying the recent flooding.  The Webers thought the construction of the Bergamont sub-division and a berm established on the Petersen property caused this standing water issue.  Chair Ace stated that water historically accumulated in that area.  Both Clark and Christensen had fished in the Maher Pond many years ago.  There was a small and a large pond which recently expanded due to an unusually large rainfall on frozen ground.    


  1. Communication and Action of the Dane County Board – Bollig.

Dane County Supervisor Jerry Bollig did not have any new items to share, not much activity with the approaching election coming up. 


  1. Discussion and possible Approval re: Letter of Support to CARPC regarding the Village of Oregon's annexation of 83-acre Urban Service Area amendment extension between West Netherwood Road and County Highway CC.

Clerk Arnold shared that last month a letter of support had been approved with an addition to limit the destructive construction traffic on Netherwood and request to create an agreement to restore Netherwood Road to the current road rating following the sub-division completion.  Supervisor Van Kampen met with Mike Gracz and Jeff Rau from the Village of Oregon.  Gracz and Rau felt that the construction traffic could not be controlled or limited on a private project such as this.  The south portion of Netherwood will be annexed into the Village in that area.  Ace thought the Town should weight limit the road to reduce some of the damage.  The Clerk was instructed not to send the original or the amended version of the letter of support. 


  1. Discussion and possible Action re:  Lincoln Road Agreement with Village of Oregon.

Chair Ace did not have anything new to report regarding Lincoln Road as he is waiting to receive bids for the cost of repaving the Town’s portion.   Ace requested this item be placed on the April 2018 Town Board Agenda.

  1. Fire & EMS Report (Oregon/Van Kampen, Belleville/Clark, Brooklyn/O’Brien).

Supervisor Van Kampen shared that the new tender truck has arrived. The staff is being trained and some badges are being applied, it should be in service by April.  A settlement is close with the Local Union 311 about a grievance on the interpretation regarding vacation time.  It should be settled at the next meeting.  Supervisor Clark did not have anything to report for the Belleville Fire/EMS.  The Town Representative Mark O’Brien reported on the Brooklyn Area Fire/EMS District.  They have a board meeting on Wednesday, March 7th.  The new tender truck has arrived and the old truck will go to auction.  Clerk Arnold inquired as to the progress of the required audit and O’Brien stated it is underway. 


  1. Park Committee Report and Action – Root.

Park Chairman Steve Root did not have anything to report because the Park Committee has not had a meeting.  The next park meeting will be held Monday, April 9th, 2018.


  1. Anderson Farm Park Report – Root.

Root shared that the County has created a burn policy to avoid problems with the surrounding neighbors.  A Master Arborist has compiled a map and list of the trees bordering Union Road and Locust Grove Road that are targeted to be removed.  The County would like to work with the Town and try to take down two trees per year with the assistance of Town’s Public Works Department labor.  The silver maple trees are the worst. Van Kampen commented that the report reveals that approximately two thirds of the trees need to come down.  Two trees per year is not an acceptable effort for the safety of the public.  The Board suggested that Root inquire if Dane County would consider taking down more than two and the Town of Oregon Public Works work on cutting up the fallen trees.    Dane County would like the Town of Oregon to continue to maintain the grounds of the Anderson Farm Park as we did last year.  Motion made by Root and seconded by Van Kampen to approve a rate of $82.00 per hour for the grounds maintenance for the summer of 2018.  Motion carried. 


  1. Assessor’s Report and Recommendation – Blomstrom.

Assessor Blomstrom was not in attendance.  Supervisor Root talked about the complaint email thread that all Board members had received about Assessor Blomstrom.  Root had a productive meeting with Assessor Blomstrom where they discussed changes that Blomstrom could make to avoid situations like this in the future.   Root is willing to assist Blomstrom with problems going forward.  Along with these suggestions retirement was mentioned and Blomstrom is thinking about it. 


  1. Building Inspection Services Report – Arnold.

Arnold shared there were five new building permits, however one was a change in the building contractor. 

The Town will have a new building inspector from the SafeBuilt Company; a start date has not been determined. 


  1. Constable’s Report – Maher.

Constable Maher reported that it has been quiet in the Town of Oregon and has not had any incidents.  Supervisor Root inquired if Maher has been patrolling the Anderson Farm Park?  Maher goes by it however had not noticed anything.  Van Kampen did not think that Maher should patrol a Dane County Park.  Arnold suggested that the Constable should drive by and report to the County if any further attention would be needed.

  1. Plan Commission Report and Recommendation - Christensen.

Supervisor Christensen shared that they are working on the conservation sub-division ordinance.  Christensen went on to explain that Dane County came out with their report that changes are being made that may affect some town property owners.  He gave the example of an event barn or strawberry patch having a ten-day limit per year of their operation with the new Dane County plan.  Dane County is considering what the Town wants and they are listening to suggestions.  Clerk Arnold shared that Brian Standing at Dane County said that enforcement would be complaint driven.  Root went further to say he knows that Dane County wants to work with all Towns. The Board requested that Dane County Supervisor Jerry Bollig keeps the Town informed on changes.  Christensen inquired if the Town Board wants the Plan Commission to pursue TDR (Transfer of Development Rights)?  The Town Board does want to consider that.  Christensen also inquired about the utility polls that appear to be unsteady on Highway CC.  Ace explained that the cable company has a lease with the utility company and will not do anything with the poles until that lease expires.  The Town does not have any control over that. 


  1. Discussion and possible Approval re: Updates to the Comprehensive Plan.

This agenda item did not need any discussion and was covered in item number 15.


  1. Public Works and TORC Report – Ace.

Public Works Employees and Chair Ace drove around the Town looking at water situations noting the areas that could use improvement when weather permits.  New road signs are being installed in the Ravenoaks sub-division.  The Clerk has sent out the road bids for 2018 paving on February 22nd and they must be returned March 21st.  The Board will make a decision at the next meeting to be held on April 10th, 2018 at 6:30 pm.  Ace reported that tree trimming will begin on Locust Grove Road.  The new Mack truck is here and was used today for the first time.  Clerk Arnold shared that the Town still has about 100 tons of salt to take to fill the 2018/2018 contract with Compass Minerals.   The new trash compactor was installed on Monday. 


  1. Discussion and possible Action re:  Bellbrook Road Bridge repair. 

The Clerk received an email from Gregger Petersen, Dane County Construction Engineer for Dane County.  Petersen explained that the Bellbrook Road Bridge was not eligible for Federal Aid.  The current rating of 53.4 would need to be below 50.0 to qualify for aid for State and Federal assistance.  Petersen also shared that the bridge does not require additional load posting at this time.  The bridge is inspected each year.   


  1. Discussion and possible Action re: Update on work for exterior of garage and buildings.

Supervisor Christensen obtained two bids for construction on the public works building.  Helmer Construction in the amount of $36,568.00 and Kaiser Construction for $27,713.81.  The project would include putting 2’ x’4 wood around the building, 1.5” styrofoam insulation and then covering with steel siding.  The work could be scheduled in June/July 2018.  The current lights may need to be replaced with LED lights.  There is concern regarding the volatility of the price on steel; it was suggested that the materials be purchased and stored for the project due to a potential tariff being imposed.  Motion made by Christensen and seconded by Ace to award the bid to Kaiser Construction for $27,713.81 for installing steel siding to the public works garage and a portion of the Town Hall.  The materials may be purchased soon and stored until needed.  Motion carried. 


  1. Discussion and possible Action re: Senior Center – Van Kampen.

Supervisor Van Kampen shared that there have not been any Oregon Senior Center Meetings.

  1. Board Communications/ Future Agenda Items.

Items that should be included on the April 10, 2018 Town Board Agenda are consideration of a contribution to the construction of the new Oregon Youth Center, Town Hall table and chair purchase, road construction bids and Lincoln Road agreement with the Village of Oregon. 


  1. Approval of payment vouchers – Arnold.

Motion made by Root and seconded by Clark to approve the payment vouchers for the month of February 2018 in the amount of $1,719,038.30.  Motion carried. 


  1. Clerk’s Report – Arnold.

The April 2018 Town Board Meeting will be held on April 10th, due to the Spring Election on April 3rd and the Annual Meeting on the 17th.  The Plan Commission Meeting will be moved to Tuesday, April 24th


  1. Adjournment.

Motion made by Christensen and seconded by Clark to adjourn the March 6, 2018 Town of Oregon Board Meeting at 7:35 pm.  Motion carried.
