Planning Commission Meeting Minutes
Tuesday, September 19, 2017
1. Call Plan Commission meeting to order.
Chair Duffin called the regular plan commission meeting to order at 6:32 p.m. on September 19, 2017.
2. Roll Call.
Present: Chairman Duffin, Sharon Christensen, Arlan Kay, Dave Hagemann, Andy Blomstrom, Arlen Christensen and Tim Yanacheck.
Also Present: Wayne Ace, Town Board Chairman, Fred Clark, Town Board Supervisor, Susan Krebsbach, 1000 Wesley Road and Jennifer Hanson, Deputy Clerk/Treasurer.
3. Approval of minutes from the last meeting.
Arlen Christensen moved, seconded by Hagemann to approve the Plan Commission Meeting Minutes from August 15, 2017. Motion carried 7-0.
4. Public Comments.
There were no public comments.
5. Discussion and possible Action: Creating a Winter Parking Ordinance.
Duffin has read through the sample winter parking ordinances from other municipalities. He would like to give the other plan commission members an opportunity to read through the sample ordinances and discuss the winter parking ordinance next week. Duffin suggested changing the joint Town Board and Plan Commission meeting on Tuesday, September 26th to a plan commission work session because Town Board member Steve Root is unable to attend. Duffin would also like to discuss the conservation subdivision ordinance next week. Kay asked if a winter parking ordinance was necessary. Town Board Chairman Ace confirmed that winter parking has been an increasing problem for the snowplow drivers and currently there is nothing the town can do to address the problem. The problem is in the subdivisions, but would prefer a town wide ordinance. The town will need to install signs notifying the residents of the new parking ordinance.
6. Discussion and possible Action re: Transfer of Development Rights (TDR) and RH policy 1f.
Duffin believes RH policy 1f needs to be rewritten as the current footnote is inaccurate. There was discussion about the three methods used to record transfer of development rights (TDR). The methods are deed notice, conservation easement and deed restriction. The preferred method would be using deed restriction or notice because of the simplicity. A deed notice would be more consistent with how the town handles splits. The conservation easement is too complex and restrictive. A deed restriction would require permission from the county and town to be lifted. A deed restriction would be used if there are no more splits available. There was discussion regarding splits on properties in the town. Duffin would prefer using a deed notice instead of deed restriction.
7. Discussion and possible Action re: Review of the Town Comprehensive Plan.
There were no comments on the written changes to the comprehensive plan presented by Duffin.
8. Set date for plan commission work session.
The next plan commission work session will be held on Tuesday, September 26, 2017.
Duffin would like an email sent with the Conservation Subdivision Ordinance. There is still an open position at the TORC.
