Planning Commission Meeting Minutes
Tuesday, September 20, 2016
1. Open Public Hearing:
Town of Oregon Plan Commission Chairman Duffin called the public hearing to order on Tuesday, September 20, 2016 at 6:35 p.m.
Members present: Brian Duffin, Sharon Christensen, Arlan Kay, Dave Hagemann, Andy Blomstrom, Tom Wiedenbeck and Paul Morrison.
Also present: Town Board Chair Wayne Ace, Supervisor Arlen Christensen and Phil Van Kampen. Park Board Chair Steve Root. Residents Steve Ganser, Susan Krebsbach, and Karen Durrough. Bill Buglass from Payne and Dolan. Treasurer/Deputy Clerk Jennifer Hanson.
a. Land Division and Rezone Request. Petition # DCPREZ-2016-10968; Parcel # 0509-142-8800-0 & 0509-142-8526-0; west of 5207 Lincoln Rd., Oregon, WI 53575. The request is to transfer the building site location. No additional building sites requested. Petitioner is Paulson & Associates LLC, 135 W. Hlum St., Deforest, WI 53532. Owners are Steve Ganser, 6225 Stony Hill Dr., Oregon, WI 53575 & Roger Parsons, 5207 Lincoln Rd., Oregon, WI 53575.
Steve Ganser, 6225 Stony Hill Dr., Oregon, WI appeared to request moving the building site on his property closer to Lincoln Road and use the existing driveway. The building site will be on higher ground and make the driveway shorter. The driveway will be 1,200 to 1,500 feet long and the home would be approximately 400 feet off of Lincoln Road. The electric lines will be buried along the driveway. The home will be built on Parcel C as identified on the map. The end result would be that parcels A, B and C become one parcel. There is a joint driveway agreement on file.
2. Close Public Hearing.
Duffin closed the public hearing at 6:40 p.m. and went directly into the regular plan commission meeting.
3. Call Plan Commission meeting to order.
Chairman Duffin called the regular plan commission meeting to order at 6:40 p.m.
4. Discussion and possible Recommendation to the Town Board:
a. Land Division and Rezone Request. Petition # DCPREZ-2016-10968; Parcel # 0509-142-8800-0 & 0509-142-8526-0; west of 5207 Lincoln Rd., Oregon, WI 53575.
Motion by Blomstrom to recommend approval of Petition# DCPREZ-2016-10968. Seconded by Wiedenbeck. Motion carried 7-0.
5. Approval of minutes from the last meeting.
Motion by Kay to approve the minutes from last meeting. Seconded by Hagemann. Motion carried 7-0.
6. Public Comments.
Susan Krebsbach, 1000 Wesley Road, appeared to make a formal proposal for a Conservation Subdivision. Susan will have 37% of the land for development and 63% would be left in prairie preservation. There is a total of 35.4 acres. There are three studies that were asked to be completed by the town; a nitrate study, traffic study and storm water management study. The town will initiate a traffic study with Dane County. In order to determine if this is a suitable site, the studies need to be completed. The property will have to be re-categorized Rural Conservation Subdivision on the town’s land use map. There will be two public hearing. One for the change in the land use map and the second for the Krebsbach Conservation Subdivision proposal. There is also approval required from Dane County. The town will need to approve a Conservation Subdivision Ordinance prior to approval of Krebsbach proposal. The members would like to review the sample Conservation Ordinance and discuss at next month’s meeting. Susan will be offering an open house for the neighbors on Sunday, October 23.
Phil Van Kampen, 5418 Honeysuckle Lane, appeared to discuss dividing his property to create two parcels. The home plus 5 acres would be separated from the rest of his land. Phil is not requesting a building site. The land will remain in agriculture. There was discussion over the zoning category. A recommendation was made to obtain a preliminary CSM for submittal.
Kay Dorrough, 5500 Lincoln Road, appeared to discuss dividing her property to create two parcels. Similar to Phil’s request, the home would be separated from the rest of the land. Karen is not requesting a building site. The land will remain in agriculture. There was a recommendation to have a density study completed although not necessary if a building site is not requested.
Bill Buglass from Payne and Dolan appeared to welcome the town and adjacent land owners to an open house at the Payne & Dolan location on County Highway M on Tuesday, October 11.
7. Discussion and possible Action re: TORC procedures.
The TORC is still looking for help.
8. Update on Anderson Park.
Arlen Christensen said the Friends of Anderson Park Annual meeting is September 21 and November 12 is the candlelight walk.
The board would prefer to remove Update on Anderson Park from future plan commission agendas.
Motion by Hagemann to adjourn the meeting at 7:05 p.m. Seconded by Christensen. Motion carried 7-0.
