Planning Commission Meeting Minutes
Tuesday, October 20, 2015
1. Call Planning Commission meeting to order.
Chairman Brian Duffin called the Planning Commission Regular Meeting to order at 6:30 p.m. on Tuesday, October 20, 2015.
Members present: Tom Wiedenbeck, Paul Morrison, Andy Blomstrom, Dave Hagemann, Brian Duffin, Arlan Kay and Sharon Christensen.
Also present: Bill Buglass from Payne & Dolan and Deputy Clerk Jennifer Hanson.
2. Approval of minutes from the last meeting.
Motion by Kay to approve the minutes of the regular meeting of September 15, 2015. Seconded by Christensen. Motion carried 6-0.
3. Public Comments.
Bill Buglass from Payne & Dolan appeared to discuss the possibility of a obtaining a conditional use permit to expand the Klahn Pit into the neighboring Wingra Stone property. Payne & Dolan will be testing over the next few months to determine where they will mine. This will be an exclusive lease between Payne & Dolan and Wingra Stone. They plan to use the same driveway as currently exists for the Klahn Pit. There was discussion over the lake created. The buildings will not be part of the lease and most of the property will still be cropped.
4. Discussion and possible Action re: Review of town ordinances.
Duffin saw some discrepancies in the town mobile home ordinance and feels that an attorney would be more qualified to review. Duffin discussed an email from Dane County regarding the replacement of a mobile home. Blomstrom worries about the construction of mobile homes and feels mobile homes should comply with the building code. Kay confirmed that the town has no mobile home park or recreational parks and suggested to not spend time on reviewing if there wasn’t a need. Kay said the mobile homes being built today have higher standards of energy efficiency to resemble stick built homes. Blomstrom assess the mobile homes in the township as personal property. Deputy Clerk Hanson said several of the state statues referenced in the town mobile home ordinances have been deleted. Duffin feels the rules related to mobile home ordinance parks should be eliminated since the town doesn’t have any camps or parks. The plan commission discussed building requirements for mobile homes to ensure safety. The plan commission decided to wait until there is feedback from the county on the town’s mobile home ordinance.
5. Discussion and possible Action re: Town of Oregon Fee Ordinance.
Deputy Clerk Hanson presented the fee schedule. The town board will have final approval of the fee schedule. The driveway permit fees are increased to standard driveway $150.00, Re-inspection $75.00 and Field $75.00. Dog Licensing is set by the county and the town adds a little for administration fee. The dog licensing fee is increased to $10.00. The kennel license was increased to $50.00 and $10.00 for additional dog. The plan commission reviewed the liquor license fee, but didn’t change the fees. The mobile home fees were not reviewed. The building permit fees were recently updated and not reviewed. There was discussion regarding the fees related to a creating a subdivision, but no changes were made. The fee for a Conditional Use Permit and Rezone Petition increase to $200.00. The Certified Survey Map Review fee to remain $50.00. The fee in lieu of park land dedication is increased to $1,000. The fee for large tractor tire increase to $30.00. The small mattress $10.00 and large mattress $20.00. The couch/hide-a-bed to $20.00. Add a line item for tire-on-a-rim fee of $6.00. Discussion about a cemetery fee of $300.00 and a town hall rental fee of $100.00 for residents only.
6. Discussion and possible Action re: TORC procedure.
There were no updates on the TORC.
7. Update on Anderson Park.
There were no updates on the Anderson Park.
The new bobcat arrived and swing arm to be used at the parks.
Motion by Duffin to adjourn the meeting at 8:45 p.m. Seconded by Christensen. Motion carried 6-0.
