Planning Commission Meeting Minutes
Tuesday, November 17, 2015
1. Call Planning Commission meeting to order.
Chairman Brian Duffin called the Planning Commission Regular Meeting to order at 6:30 p.m. on Tuesday, November 17, 2015.
Members present: Tom Wiedenbeck, Paul Morrison, Andy Blomstrom, Dave Hagemann, Brian Duffin, Arlan Kay and Sharon Christensen.
Also present: Town Board Supervisors Steve Root and Fred Clark. Deputy Clerk Jennifer Hanson.
2. Approval of minutes from the last meeting.
Motion by Kay to approve the minutes of the regular meeting of October 20, 2015. Seconded by Wiedenbeck. Motion carried 6-0.
3. Public Comments.
Eugene Lewis, 865 Jean Circle, appeared to discuss the possibility of splitting his property into two lots. The property is less than 4 acres total. Mr. Lewis has spoken with Brian Standing, senior planner at Dane County. The lot is not platted, but is located near a subdivision and called an outlot. The lot has two driveway entrances, but the home only utilizes one driveway. Mr. Lewis purchased the property 18 years ago. They are looking to retire and sell both lots. The property is wooded. The land was intended to become park property when the subdivision was created. The plan commission was concerned that the second lot would not have the 66 feet of road frontage required by the county. The town would need to adopt an amendment to allow for the creation of a lot less than 2 acres. The plan commission would like to confer with Brain Standing and get back to Mr. Lewis.
4. Discussion and possible Action re: outside vehicles at 5264 County Highway CC.
There was a complaint regarding the number of vehicles at 5264 County Highway CC. The property has commercial zoning but is limited to inside the building. The cars are parked outside. The plan commission would like Gary Wackett to make contact with the owner to allow 30 days to move the vehicles before any legal action is taken. Motion by Kay to recommend the town board take action to remove the unlicensed vehicles at 5264 County Highway CC that involves Constable Gary Wackett contacting the owner to remove the vehicles within 30 days and notifying Dane County Zoning. Seconded by Christensen. Motion by 6-0.
5. Discussion and possible Action re: Town of Oregon Fee Schedule.
The town board is still reviewing the fee schedule.
6. Discussion and possible Action re: Town of Oregon mobile home ordinances.
The plan commission is revising the town’s mobile home ordinance to become compliant with the county standards and ensure non-discriminatory housing. Wiedenbeck has re-written the ordinance. After the plan commission and town board have reviewed the ordinance, then it would be submitted to the town’s attorney. The plan commission read the re-written ordinance. The plan commission would like to include a definition of modular home and include state statue references. There was discussion regarding the required pitch of the roof. There was additional discussion about issuing a permit for existing mobile homes. Mobile homes can be permitted on a temporary basis. There are no mobile home parks in the town. Any future mobile home parks will need to meet the requirements of the town’s land use plan. The board discussed the minimum space requirements for a mobile home. The plan commission wants to require a permanent foundation unless it is for a temporary basis. The plan commission discussed licensing and storing mobile home vehicles. The plan commission asked Wiedenbeck to make the discussed changes and submit the ordinance to the town board for review.
7. Discussion and possible Action re: Review of town ordinances.
There were no updates on review of the town ordinances.
8. Discussion and possible Action re: TORC procedure.
There were no updates on the TORC.
9. Update on Anderson Park.
The Anderson Park received an $800 grant. The group is currently doing prairie restoration. The town has agreed to plow the driveway and parking lot again this winter.
The Secher and Kay rezone has been finalized. The plan commission will skip the December 2015 meeting unless notified by the clerk’s office.
Motion by Christensen to adjourn the meeting at 8:45 p.m. Seconded by Hagemann. Motion carried 6-0.
