Planning Commission Meeting Minutes 

Tuesday, June 16, 2015


1.         Call Planning Commission meeting to order.

Acting Chair Wayne Ace called the Planning Commission Regular Meeting to order at 6:33 p.m. on Tuesday, June 16, 2015. 

Roll call of members present: Paul Morrison, Tom Wiedenbeck, Andy Blomstrom, Dave Hagemann, Wayne Ace, Brian Duffin, Sharon Christensen.  Also present: Deputy Clerk Jennifer Hanson and Bill Buglass from Payne & Dolan.


2.         Approval of minutes from the last meeting.

Motion by Duffin to approve the minutes of the regular meeting of May 19, 2015.  Seconded by Christensen.  Motion carried 7-0.


3.         Public Comments.

a.       Pat Hermsen, 5375 Netherwood Rd., conservation easement

Pat Hermsen did not appear at the meeting.  The status of the project is unknown. 


Bill Buglass from Payne & Dolan gave an update on staffing at the Anderson Quarry.  Duffin asked if Payne & Dolan has plans to expand into a nearby location when the Klahn pit is depleted.  Buglass said at this time there is not an official plan to expand, but there is some potential.  Approximately 10,000 loads are taken out of the Klahn pit annually.  The last two years were busy, but the demand was not as high in prior years.  The Klahn pit may still have some material left for next year.  The reclamation plan is set as to what happens when the pit is exhausted.  Currently they are about 35 feet below ground water.  The lake will be about 10-12 acres when completed.


4.         Discussion and possible Action re: Review of town ordinances.

Page 11-5: Hagemann asked about the definition on metes and bounds.  Dane county requires a certified survey map.

Page 11-8: Special Density Restrictions – Ground Water Recharge Area is longer part of the land use plan.  Item d should be removed.

Page 11-11:  The ordinance requires 12 copies of a submittal application and maps to be provided by applicant.  This requirement is not currently enforced, but maybe in the future.

Page 11-13:  Blomstrom seeks clarification on wording that the town is directing the county or state to respond within 20 days.

Page 11-14:  Review Wis. Stat. 236.12(6) (1995-1996).

Page 11-13(b)(1):  Residents within 1,000 feet of proposed land division are notified of land change.

Page 11-9:  Eliminate Groundwater Recharge information.

Page 11-16:  The costs are being moved to a fee sheet.

Page 11-24(9)(B):  Fencing fact sheets are still distributed by the clerk’s office to residents.

Page 11-33:  Park dedication fee is currently $600, but it was previously agreed to raise the impact fee to $1,000.  Payment is due when the final certified survey map is signed by the town clerk.  Remove #2 under 11.35.050.  Change Park Fund to Impact Fee.


The plan commission will review Chapter 11 Land Division and Subdivision Code again next month.  A public hearing on all ordinance changes will take place later this year by the town board.


5.         Discussion and possible Action re: Applicants for open position on Plan Commission.

Paul Morrison and Andy Blomstrom are up for a three year term on the Plan Commission.  Blomstrom will continue to serve, but Morrison needs additional time to make a decision. 


Betty Kluever, Gary Wackett and Arlan Kay submitted applications for the open position on the Plan Commission.  A fourth applicant was not a resident of the Town of Oregon.   Duffin suggested waiting until next month to meet with applicants and discuss.  Hanson will check with legal counsel if the plan commission is allowed to go into closed session to discuss applicants.  Ace suggested that he continue to chair the Plan Commission, but not be a voting member.  Duffin is willing to chair if the other members are in agreement.  Additional discussion will take place next month.


6.         Discussion and possible Action re: TORC procedure.

Ace said the TORC will be open on Saturday, July 4.


7.         Update on Anderson Park.

No updates on the Anderson Park.


8.         Communications.

The members reviewed letters from the DNR regarding managed forest land that has been withdrawn or transferred to a new owner.  No errors were seen.


9.         Adjournment.

Duffin moved, seconded by Hagemann to adjourn the meeting at 7:45 p.m.  Motion carried 7-0.
