Plan Commission Meeting Minutes 

Tuesday, February 17, 2015



1.         Call Plan Commission meeting to order.

Town of Oregon Plan Commission Chair Weber called the public hearing to order on Tuesday, February 17, 2015 at 6:30 p.m.  In attendance were Darryl Weber, Tom Wiedenbeck, Andy Blomstrom, Brian Duffin, Sharon Christensen and Deputy Clerk Jennifer Hanson.  Absent Dave Hagemann and Paul Morrison.  Also present Steve Root and two boy scouts plus their mother.


2.         Approval of minutes from the last meeting.

Motion made by Duffin and seconded by Christensen to approve the January 20, 2015 meeting minutes.  Motion carries. 


3.         Public Comments.

The boy scouts from Troop 168 are attending the meeting as part of the Citizenship in the Community merit badge.  Weber welcomed the boys and gave an overview of the function of the plan commission, park committee and town board.  Blomstrom said townships were designed to be a 6 mile square, but that has changed over the years as cities and villages have expanded into the towns.          


4.         Discussion and possible Action re: Review of town ordinances.

The board discussed changes to the current town ordinances.


Chapter 2.30 Boards, Commissions and Committees.  2.30.010 Term.  Change the wording to reflect the current procedure of the Town Board appointing two (2) citizen members every year for three years.  The plan commission would consistent of six (6) citizen members and one (1) member of the town board.  Also change the month from April to May.  2.30.050 Officers.  Change secretary to deputy clerk. 


Chapter 4.10 Driveways – Culverts.  4.10.110 Fees.  The board discussed changing the price of a driveway permit application fee.  The current driveway permit fee of $100.00 and re-inspection fee of $50.00 was set in 2002.  Deputy Clerk Hanson suggested removing all the fees from the ordinances and adopting a fee schedule by resolution.  The board said two on-site driveway inspections are included in the price of a driveway permit application fee.  The re-inspection fee will be charged if a third or subsequent on-site inspections are required.  4.10.070 Joint driveways.  The plan commission discussed three situations that will require review of joint driveway agreements.  The first is when a certified survey map is created for multiple lots and the lots will share a driveway.  The second is when an existing driveway will become a shared driveway due to a new home being built or new building site created.  The third occurs when existing lots are developed.  The board agreed that a joint driveway agreement will need Plan Commission approval for all three situations.  The board also considered the costs associated with creating a joint driveway agreement when only one lot is being developed.  They agreed that the cost is part of development and the responsibility of the landowner.  4.10.020 Jurisdiction.  Eliminate the wording after extended.  4.10.040 General provisions.  (b.) Permit Application Procedure.  Change the word sketch to drawing.  (b.)(1)  Remove the word approximately.  The board will review the driveway permit fee when the complete schedule of fees is created.  The plan commission decided to continue with reviewing the ordinances and discuss the fee schedule next month. 


5.         Discussion and possible Action re: TORC procedure.

There are no updates on the TORC.


6.         Update on Anderson Park.

Blomstrom reported that Dane County and Pat Anderson are resurveying the boundaries of the park and surrounding properties.  Steve Root attended a meeting with Dane County Parks and the high priorities for Anderson County Farm Park this year include restoration of the Arthur Sholts sign and moving the sign back off the road, creation of the agricultural planning center and organic farming plots including installing a well, and a dog park.  The county will start the dog park as soon as the lease with the farmer is complete in 2017.  The county is able to negotiation a buffer for the creation of the dog park which will start this year.  The money is available for the dog park. 


7.         Communications.

8.         Adjournment.

Motion made by Duffin and seconded by Christensen to adjourn the meeting at 8:00p.m.  Motion carries.
