Plan Commission Meeting Minutes
Tuesday, June 17, 2014
1. Open Public Hearing:
Town of Oregon Plan Commission Chair Weber called the public hearing to order on Tuesday, June 17, 2014 at 6:30 p.m. In attendance were Darryl Weber, Tom Wiedenbeck, Paul Morrison, Andy Blomstrom, Dave Hagemann, Brian Duffin, Sharon Christensen and Clerk Denise Arnold.
a. Land Division and Rezone Request; Petition # Not Available; Parcel # 0509-223-8690-3. The request is to create one buildable site on a 56.7 acre parcel on County Highway A, between Hillcrest Lane and Glenway Road. The land is currently zoned A-1 Ex. Parcel 1 would be 48.7 acres, zoned A-1 Ex and Parcel 2 would be 8.0 acres, zoned RH-3. Petitioner and Owner is Robert & Kathryn Switzky, 2191 Sugar River Road, Verona, WI 53593.
Robert & Kathryn Switzky, 2191 Sugar River Road, Verona, WI 53593, purchased 56.7 acres on County Highway A between Hillcrest and Glenway. They are requesting to separate 8 acres to build a house and outbuilding and rezone the property to RH-3. The remaining 48.7 acres would be zoned A-1 Ex. The plan commission members reviewed the preliminary map presented. The density study at Dane County has been completed and there are three splits available. However, the Switzky’s only have one split and the other two splits are owned by the Tiger Group, LLC and Donald Christensen.
2. Close Public Hearing.
Weber closed the public hearing at 6:45 p.m.
3. Call Plan Commission meeting to order.
Immediately following the close of the public hearing, Weber called the regular plan commission meeting to order.
4. Discussion and possible Recommendation to the Town Board:
a. Land Division and Rezone Request; Petition # Not Available; Parcel # 0509-223-8690-3.
Mr. Switzky said the county has reviewed the driveway location and approved the placement. The town will require the driveway to have a bump out to allow for emergency vehicles to pass because of the length. Motion made by Hagemann and seconded by Duffin to approve Land Division and Rezone Request for parcel # 0509-223-8690-3. Motion carries. The motion will be forwarded to the town board for final approval. The owners will also need to pay an impact fee of $600 payable to the Town of Oregon and due when the final CSM requires the clerk’s signature.
5. Approval of minutes from the last meeting.
Motion made by Wiedenbeck and seconded by Hagemann to approve the May 20, 2014 meeting minutes. Motion carries.
6. Public Comments.
Jim Purdin, 899 Katie Lane, and Jack Gabrielse, 670 Inverness St., appeared to discuss the condominiums being constructed on Union Road. The property will have four parcel numbers that includes three buildings and one common area. The construction will be residential style. The intended uses for the units are for personal hobby, but the condominium declarations will be simple and allow for commercial uses if approved by the condominium board. It will be required that the buildings are owner occupied. Once the condominium documents are finalized, the county will issue parcel numbers and construction can begin on the second unit.
Connie Dollard, 5441 County Road A, appeared to discuss a concern with the location of her driveway. The plan commission recommended contacting the neighbors.
7. Discussion and possible Action: Amending Comprehensive Land Use Plan to include shared driveway easement ordinance approved by Dane County.
This agenda item was tabled until next month because the county has not yet reported a decision.
8. Discussion and possible Action re: TORC procedure.
Darryl worked at the TORC on Saturday. Denise reported the cost to remove trash and recyclables from the TORC is $2,500 to $3,000 a month.
9. Update on Anderson Park.
The county did reimburse the town for snowplowing costs. The county hosted three workdays to remove noxious weeds.
There are no communications.
Motion made by Hagemann and seconded by Duffin to adjourn the meeting at 7:30 p.m. Motion carries.
