Plan Commission Meeting Minutes
Tuesday, February 25, 2014
1. Open Public Hearing:
Town of Oregon Plan Commission Chair Weber opened the public hearing on Tuesday, February 25, 2014 at 6:30 p.m. In attendance were Darryl Weber, Paul Morrison, Tom Wiedenbeck, Andy Blomstrom, Dave Hagemann, Sharon Christensen and Deputy Clerk Jennifer Hanson. Absent was Brian Duffin.
a. Land Division and Rezone; Petition # DCPREZ-2014-1066-7; Parcel # 0509-0829-190-7, 0509-0829-691-1, 0509-0838-000-7 & 0509-0838-500-2 request is to create 2.0 acre residence from farm land. The property is zoned A-1Ex. One building sites will be created. Petitioner and Owner Wayne & Dee Ace, 1219 County Highway D., Oregon, WI 53575.
Wayne Ace, 1219 County Highway D, presented the location of the proposed building site. The site will be located next to 1247 County Highway D and will also share a driveway. The shared driveway will serve three homes. The proposed site will be for Wayne Ace’s daughter and son-in-law. Tim Fox, 5669 Bellbrook Rd., is concerned that the town is adding lots beyond county requirements. The plan commission clarified that any land changes done prior to 1994 does not count against future land splits. Dane County did a density study on the Wayne & Dee Ace property and they have three building sites available. Ray Herfel, 1118 County Highway D, asked if his land qualifies for a building site. Weber suggested that Ray complete a density study at Dane County. Mica Weber, 1186 County Highway D, is in favor of the split and feels it is a benefit to the town. Hearing no further comments, Weber moved to close the public hearing.
2. Close Public Hearing.
Weber closed the public hearing at 6:45 p.m.
3. Call Plan Commission meeting to order.
Weber opened the plan commission meeting immediately following the close of the public hearing.
4. Discussion and possible Recommendation to the Town Board:
a. Land Division and Rezone; Petition # DCPREZ-2014-1066-7; Parcel # 0509-0829-190-7, 0509-0829-691-1, 0509-0838-000-7 & 0509-0838-500-2.
The plan commission supported the petition. Ace commented that he would like to see it be a one (1) acre minimum lot size instead of two (2) acres. Motion made by Blomstrom and seconded by Hagemann to approve Land Division and Rezone; Petition #DCPREZ-2014-1066-7. Motion carries
5. Approval of minutes from the last meeting.
Motion made by Hagemann and seconded by Wiedenbeck to approve the January 21, 2014 meeting minutes. Motion carries.
6. Public Comments.
Weber commented on the quarry ordinance pending in Dane County. There was discussion about quarries.
7. Discussion and possible Action re: TORC procedures.
Weber reported that there were problems with the compactor freezing up, but Abel is working on a fix. Mr. Herfel reported that the smoke from burning at the TORC is really bad. The TORC has a burn permit from the DNR and is working to eliminate cardboard or other items from being put in the burn pile.
8. Update on Anderson Park.
Steve Root was unable to attend the meeting tonight, so the item was tabled.
Blomstrom reported on the 2013 home sales. There were 91 sales of existing propertied and only 3 were distress sales. Unfortunately there wasn’t an increase in the value of homes.
Motion made by Hagemann and seconded by Christensen to adjourn the meeting at 7:05 p.m. Motion carries.
