Plan Commission Meeting Minutes
Tuesday, December 16, 2014
1. Open Public Hearing:
a. Land Division and Rezone Request; Petition # Not Available, Parcel # 0509-161-9072-0 et al; 5683 Lincoln Rd., Oregon, WI 53575. The request is to create a new CSM with sale of 4.9 acres of land to neighboring land owner, Arlan Kay, 5685 Lincoln Rd. No building sites will be created. Lot 1 would be the Secher home on 2.08 acres, zoned RH-1. Lot 2 would be the Kay home on 30.32 acres, zoned RH-4. Petitioner and Owner is Dale Secher, 5683 Lincoln Rd., Oregon, WI 53575.
Town of Oregon Plan Commission Chair Weber called the public hearing to order on Tuesday, December 16, 2014 at 6:30 p.m. In attendance were Darryl Weber, Tom Wiedenbeck, Paul Morrison, Andy Blomstrom, Dave Hagemann, Brian Duffin, Sharon Christensen and Deputy Clerk Jennifer Hanson.
Dale Secher, 5683 Lincoln Rd., and Arlan Kay, 5685 Lincoln Rd., appeared to discuss creating a new CSM for their properties. Mr. Kay will be purchasing an additional 4.9 acres from Mr. Secher and creating one 30.32 acre lot to be zoned RH-4. Mr. Secher will create a 2.08 acre lot to be zoned RH-1 with his current home and the remaining acreage will be re-zoned to A-1 Ex. No additional buildable lots will be created. Mr. Secher discussed having his 2.08 acre lot re-zoned to A-2(2) instead of RH-1. He will contact the clerk’s office with the correct zoning before the town board meeting in January.
2. Close the Public Hearing.
Weber closed the public hearing at 6:45 p.m.
3. Call Plan Commission meeting to order.
Immediately following the close of the public hearing, Weber called the regular plan commission meeting to order.
4. Discussion and possible Recommendation to the Town Board:
a. Land Division and Rezone Request; Petition # Not Available; Parcel # 0509-161-9072-0 et al; 5683 Lincoln Rd., Oregon, WI 53575.
Motion made by Blomstrom and seconded by Duffin to recommend approval to the town board for the land division and rezone request by Dale Secher and Arlan Kay with no buildable lots to be created. Motion carries.
5. Approval of minutes from the last meeting.
Motion made by Duffin and seconded by Christensen to approve the November 18, 2014 meeting minutes. Motion carries.
6. Public Comments.
There were no public comments.
7. Discussion and possible Action re: TORC procedure.
Blomstrom reported that the signage at the TORC needs to be updated.
8. Update on Anderson Park.
There were no updates on the Anderson Park.
The town received a complaint about the noise and dust at the Anderson Quarry. Payne & Dolan are planning to attend a town board meeting where the issues will be discussed. Weber explained that the town board needs to discuss the implementation of the husbandry laws. Duffin said the new laws are a benefit to the farmers.
Motion made by Hagemann and seconded by Duffin to adjourn the meeting at 7:45p.m. Motion carries.
