Plan Commission Meeting Minutes

1. Open Public Hearing:
Town of Oregon Plan Commission Chair Weber opened the public hearing at 6:30 p.m. on Monday, January 21, 2013. In attendance were Darryl Weber, Tom Wiedenbeck, Dave Hagemann, Brian Duffin, Sharon Christensen, Paul Morrison, Andy Blomstrom and Deputy Clerk, Jennifer Hanson.
a. Land Division and Rezone; Petition # DCPREZ-2013-10563; Parcel # 0509-224-9000-4. The request is to separate existing residence from farm land. The property is zoned A-1Ex (40.7 acres) and RH-1 (2.11 acres). The request is to rezone 24.68 acres to A-4 and 16.18 acres to RH-4. No building sites will be created. The property is located at 589 Glenway Road, Brooklyn, WI 53521. Petitioner and Owner is Bill Krajco, 589 Glenway Rd., Brooklyn, WI 53521.
Bill Krajco, 589 Glenway Road, Brooklyn, WI appeared to discuss dividing his land by selling 24.68 acres of farmland to Mark O’Brien and rezoning the remaining 16.18 acres to RH-4 which includes his home. The plan commission had a long discussion about having the 24.68 acres rezoned to A-1Ex and not A-4 because the land will be contiguous with farmland already owned by Mark O’Brien. Mr. Krajco will talk with his surveyor and Dane County to get the zoning changed from A-4 to A-1Ex. There are two more land division requests pending that are similar and the comments on the county application are “remnant to neighbor w/A-1Ex Ag lot.” The plan commission feels that Dane County made a mistake and it should be clarified. The plan commission wants the 24.68 acres of land to stay at A-1Ex.

3. Call Plan Commission meeting to order.
Weber called the Plan Commission meeting to order at 6:50 p.m.
4. Discussion and possible Recommendation to the Town Board:
a. Land Division and Rezone; Petition # DCPREZ-2013-10563; Parcel # 0509-224-9000-4.
No further comments from the plan commission. Motion made by Hagemann and seconded by Christensen to recommend approval to the Town Board for Land Division and Rezone, Petition # DCPREZ-2013-10563 to rezone 24.68 acres to A-1Ex and 16.18 to RH-4. The 24.68 acres is to remain A-1 Ex and the petitioner will need to discuss this change with his surveyor and Dane County. Motion carries.
5. Approval of minutes from the last meeting.
Motion made by Christensen and seconded by Wiedenbeck to approve the April 15, 2013 meeting minutes. Motion carries.
6. Public Comments.
There were no public comments.
7. Discussion and possible Action re: Alliant tree planting on Netherwood Rd.
Andy Blomstrom said the neighbors have meet to discuss the tree planting on Netherwood Rd. They would like to move forward with the planting of a mixture of trees now that the stump grinding has been completed. Andy has talked with Jay Gould from Winter Land Nursery and he has agreed to provide $3,000 worth of trees. The plan is to plant shorter trees, such as; Japanese lilacs, Hawthorn trees, tulip trees and flowering crab trees along Netherwood Road and plant taller, shade trees, such as; Hybrid Elms, Lindens, Red Oaks and Pin Oaks on the east side of Madsen Road. The neighbors did want a few oak trees to replace the oaks that were removed. The oaks will be placed off of Netherwood Road to stay clear of the power lines. Jay is donating a mixture of trees that maybe lopsided or not 1st quality. Andy has talked with both Dora Keller and Rita Kluever about planting the trees along their property. The plan commission questioned the planting of trees along Madsen Road even though no trees were removed from that street. Andy said the residents were very upset that they lost the oak trees, but they are happy and excited to plant the new trees. The residents will plant and maintain all the trees. The Plan Commission wants the good trees that were purchased to be planted in all the areas on Netherwood Road where trees were removed by Alliant. The free, donated trees will be planted up Madsen Road. Andy will meet with Abel to make sure that the trees being planted up Madsen Road are the type of trees wanted in 10 to 15 years. The trees will not be replaced if they die. The Plan Commission wants Andy Blomstrom to obtain a written letter of consent from the land owners, Rita Kluever and Dora Keller, giving permission to plant trees in the road right-of-way on Madsen Road. Andy has contacted Digger’s Hotline and the neighbors are scheduled to plant the trees during the first weekend on June. He will report on the tree planting at the June town board meeting.
8. Discussion and possible Action re: TORC procedures.
The TORC is now opened on Wednesdays. Ken and Sam are staffing the TORC on Wednesday as two people are needed to handle the volume of residents. Cody will also be starting and can help with coverage on Wednesday or Saturdays.
9. Discussion and possible Action re: Town’s Submittal Application for Land Division, Rezones, and CUP.
This agenda item was tabled to next month.
Paul Morrison mentioned that he will hold the annual Art Fair on Father’s Day weekend.
Motion made by Hagemann and seconded by Wiedenbeck to adjourn the meeting at 7:38 p.m. Motion carries.
