Plan Commission Meeting Minutes
Monday, October 15, 2012
1. Call Plan Commission meeting to order.
Town of Oregon Plan Commission Chair Weber called the Plan Commission meeting to order at 6:30 p.m. on Monday, October 15, 2012. In attendance were Darryl Weber, Dave Hagemann, Andy Blomstrom, Tom Wiedenbeck, Brian Duffin, Sharon Christensen and Deputy Clerk, Jennifer Hanson. Paul Morrison was absent.
2. Approval of minutes from the last meeting.
Motion made by Christensen and seconded by Wiedenbeck to approve plan commission minutes from Monday, September 17, 2012. Motion carries.
3. Public Comments.
Susan Letham, 999 Glenway Road, appeared to discuss the potential of creating a buildable lot on her property. She has a 2,300 square foot house plus barn on 9 acres and is looking at selling. She doesn’t feel that she is able to get the price that she needs when selling the property. The property has been assessed by a realtor and it was suggested to separate the house with 5 acres and create a 4 acre buildable parcel. The property is zoned RH-3 with some land in agriculture. The plan commission believes the property has more value than she has been told, but at this point they don’t think she is able to create a buildable lot.
4. Discussion and possible Action re: TORC procedures.
The new TORC setup is working great. It is a cleaner operation with less broken glass and paper flying around. There are concerns if there is a need for more signage. The plan commission discussed their personal experiences at the TORC. They decided to wait and monitor for the next month before making any decisions on additional signage or changes. It was discussed on having a check in process, but that would require additional employees. Weber informed the board that due to potential retirements, they may to need hire additional help at the TORC. The plan commission reviewed the rules regarding the burn pile drafted by Supervisor Van Kampen. They feel the second proposal to burn only on Wednesdays would create a hardship. The recycling compactor may need to be emptied more than anticipated, but because cardboard and paper are no longer being burned it is hard to know. Weber suggested stock piling cardboard in shed if a large quantity of cardboard is presented. Weber wants the TORC to continue to be on the agenda to discuss at future meetings.
5. Discussions and possible Action re: Town’s Submittal Application for Land Division, Rezones and CUP.
The application has been typeset. Deputy Clerk Hanson completed the Nonresidential Site Plan Review section and will continue to work on the additional sections.
Next month the plan commission may have changes to the conditions at the Klahn gravel pit on the agenda.
Motion made by Hagemann and seconded by Duffin to adjourn the meeting at 7:43 p.m. Motion carries.
