Plan Commission Meeting Minutes
Monday, June 18, 2012
1. Call Plan Commission meeting to order.
Town of Oregon Plan Commission Chair Weber called the Plan Commission meeting to order at 6:30 p.m. In attendance were Darryl Weber, Dave Hagemann, Tom Wiedenbeck, Brian Duffin, Sharon Christensen and Deputy Clerk, Jennifer Hanson. Andy Blomstrom and Paul Morrison were absent.
2. Approval of minutes from the last meeting.
Motion made by Duffin and seconded by Christensen to approve minutes from the Plan Commission meeting of May 21 2012. Motion carries.
3. Public Comments.
There were no public comments.
4. Discussion and possible recommendations to the Town Board re: Amendments to the Town of Oregon Comprehensive Plan (adopted April 9th, 2007, last amended June 2nd, 2009) related to Policy 1f, Chapter 5a Agricultural Resources (page 30).
The plan commission reviewed the draft letter Andrew Bremer prepared to send to Dane County regarding amending Policy 1f (page 30) of Chapter 5a Agricultural Resources. Duffin questioned if the Village will comment on the proposed amendment. The Village will be notified after the Town makes a submittal to the county. Christensen questioned the math under Policy Impact and on the Proposed Land Use map. The total of 106 parcels doesn’t equal the 54 within Rural Development Traditional, 1 within Commercial and 52 within Rural Preservation I & II. Weber asked Deputy Clerk Hanson to get clarification from Andrew Bremer on the total number of parcels.
5. Discussion and possible action re: Town’s Submittal Application for Land Division, Rezones and CUP.
A draft application was presented. Deputy Clerk Hanson explained that the application would include instructions on the application process. The mobile home and driveway permit applications were also incorporated into this form. Duffin would like to add under Driveway, “Distance from the proposed drive to other driveways on the same side of the road?” The minimum distance between driveways is twelve (12) feet.
Weber reported on attending a Dane County Town’s Association meeting. The meeting was to discuss the dissolution of the Capital Area Regional Plan Commission (CARPC). Weber explained that there is a requirement to have this type of committee governing. The meeting discussed fixing the current commission by hiring an executive director instead of abolishing the commission. The association will continue to discuss the issue.
Motion made by Christensen and seconded by Duffin to adjourn the meeting at 7:17 p.m. Motion carries.
