Plan Commission Meeting Minutes

Monday, September 19, 2011

1.         Call Plan Commission meeting to order.

Darryl Weber called the regular plan commission meeting to order at 6:30 p.m.  In attendance were Andy Blomstrom, Dave Hagemann, Darryl Weber, Brian Duffin, Sharon Christensen and Deputy Clerk, Jennifer Hanson.  Absent were Paul Morrison and Tom Wiedenbeck.

2.         Approval of minutes from the last meeting. 

Motion Hagemann/Christensen seconded to approve the minutes from the Monday, August 15, 2011 meeting.  Motion carries.

3.         Public Comments.

No public comments.

4.         Discussion and possible Approval re: changes at TORC; including brochure.

Chairman Weber and Member Blomstrom discussed their plan to build a structure at the TORC.  The structure will have stud walls and windows on each side and will be 14 feet wide and 12 feet long.  There was lengthy discussion about the construction and the location of the structure.  It should be built within the next 3-4 weeks.  The sign for the TORC is not ready.  Deputy Clerk Hanson presented the new TORC brochure.  The Town Board has already reviewed and approved the TORC brochure.  The town board didn’t want to mail the brochure to every resident, but rather highlight the main points in the town newsletter to be included in with the property tax bill.  The plan commission would like the entire brochure to be included in with the property tax bill.  The plan commission reviewed and discussed the TORC brochure.  The plan commission agreed that the residents should be charged one punch if they would need the TORC attendant to use the tractor to load wood chips.  However, if the resident loads their own wood chips, then no punch is taken.  No action was necessary.

5.         Communications.

Deputy Clerk Hanson made the plan commission aware of Ray Guries’s complaint about loud noises coming from the storage unit across the street from his home.  Chairman Weber explained that Constable Wackett gave them a verbal warning that there could be no further noise complaints after 10:00 p.m. or a citation would be issued.  Chairman Weber also talked with them and made them aware to keep the noise down and hopes that the colder weather will keep them inside with the doors closed.


Dane County Zoning Inspector Pat Klinkner stopped at the Town Hall to report that the property at 1088 Union Road doesn’t comply with the recorded deed restrictions.  There are currently no complaints against the property.  Member Blomstrom will stop by the property and explain the situation to the person renting the shop.  Member Blomstrom will ask him to come down to the town hall when he is ready to purchase the property.  Chairman Weber will contact Richard Lofy and will also inform him of the situation.


Chairman Weber discussed the joint Fire & EMS financial situation with the plan commission.  The plan commission also discussed the recent thefts within the township.

6.         Adjournment.

Motion Duffin/Blomstrom seconded to adjourn the meeting at 7:28 p.m.  Motion carries.
