Plan Commission Meeting Minutes

Monday, March 21, 2011


  1. Call Plan Commission meeting to order.

Chairman Weber called the regular plan commission meeting to order at 6:30 p.m.  In attendance were Chair Darryl Weber, Paul Morrison, Tom Wiedenbeck, Andy Blomstrom, David Hagemann, Brian Duffin, Sharon Christensen and Deputy Clerk, Jennifer Hanson.



  1. Approval of minutes from the last meeting. 

Motion Hagemann/Christensen seconded to approve the Monday, February 21, 2011 meeting minutes.  Motion carries.


  1. Public Comments.

Robert Johnson, 541 Glenway Rd, Brooklyn, appeared to discuss his intention of building a 100 foot, 10 kilowatt wind turbine on his property.  Mr. Johnson had a wind study and has talked with his immediate neighbors.  The turbine with be very quiet unless there is a heavy wind.  Construction will begin this summer.   Mr. Johnson explained the history of building wind turbines with a group of friends.


Chris Brent, 6160 Sun Valley Parkway, Oregon, appeared to request a variance to put two building lots on his property.  The splits associated with this property have been used.  Duffin explained that the town has never allowed building rights when none exist.  Chairman Weber explained that a density study from Dane County would conclude that all the splits have been used and no building sites exist.  There maybe changes available in the future if the County and Town offer TDR (Transfer of Development Rights) programs.  The plan commission offered other suggestions for the land such as; renting it out to farmers, putting the land into CRP, state maybe interested in purchasing the property.


  1. Discussion and possible Action re: Dane County OA #37 – Regarding Small Scale Electric Generating Stations in the A-1Ex District.

This ordinance is for large wind farm operations.  The town should consider having an ordinance to deal with wind turbine requests on a case by case basis.  The plan commission discussed if zoning affects the ability to put up a wind turbine.  The Plan Commission members will take the paperwork home to review.   


  1. Communications.

Deputy Clerk Hanson explained that there may need to be changes made at the TORC due to the possibility of the elimination of the recycling grant provided by the state. 


  1. Adjournment.

Motion Hagemann/Christensen seconded to adjourn the meeting at 8:57.  Motion carries.
