Town of Oregon Plan Commission Meeting Minutes
May 17, 2010

  1. Call Plan Commission meeting to order.
    Chairman Weber called the plan commission meeting to order at 6:30 p.m. In attendance were Chair Darryl Weber, David Hagemann, Andy Blomstrom, Tom Wiedenbeck, Brian Duffin, Sharon Christensen, and Deputy Clerk, Jennifer Hanson. Paul Morrison arrived at 6:40 P.M. Chairman Weber welcomed Tom Wiedenbeck to his first official
  2. Approval of minutes from the last meeting.
    Motion Duffin/Christensen seconded to approve the April 19, 2010 meeting minutes. Motion carries. Chairman Weber made notice that Roger Parsons was able to use the driveway for the 66’ of required road frontage.
  3. Public Comments.
    Jerry Stratton, 4747 Roosevelt St. and Dan Koch, 819 Taft St. appeared to ask if the Town would vacate the end of Taft Road. The end of Taft Road is a partial road and grass. Mr. Stratton and Mr. Koch’s properties abut the end of Taft road and they have been maintaining the area for years. They would like to split the end of Taft Road down the middle and add the land to their property. Currently there is a dead box elder tree on the road right of way that could fall over potentially damaging Mr. Stratton’s property. Mr. Stratton presented pictures of the property and tree. The Plan Commission discussed concerns over vacating the road because it would land lock the subdivision from further development. When the subdivision was platted, the plat map shows half-moon easements labeled “temporary turn-around” on their properties for a future cul-de-sac or extension of Taft Road. The Plan Commission will research having the temporary turn-around easements removed, but will not vacate the road. Member Christensen suggested that there could be a Town subdivision ordinance requiring the Town to maintain temporary turn-around easements. The Plan Commission discussed how they can remove the dead box elder tree. Chairman Weber will talk with Ron about removing the tree. It will be discussed again next month.
  4. Discussion and possible Action re: candidates for open position on the Plan Commission.
    No further discussion.
  5. Discussion and possible action re: updating application paperwork for land split, re-zone or CSM.
    The Plan Commission discussed updating the submittal application paperwork for land splits, re-zones or CSM. The Plan Commission reviewed applications from surrounding towns. The plan commission discussed finding the needs for the application. The Plan Commission compared Dane County’s application with the town’s application. Before a resident submits an application, the Town advises them to go to Dane County first. The plan commission encourages the applicant to attend a question and answer session with the plan commission before submitting an application. Member Morrison believes that the knowledge of the site is important in making decisions. Chairman Weber suggested having the informational questions put into bullet points that an applicant would need to be prepared to answer. Mr. Wiedenbeck pointed out the duplication of question asked on the current town submittal application. The plan commission agreed to keep and update the Agreement for Services form. The plan commission discussed condensing the current application to fit on one page. Member Hagemann wants the total acres owned question on the application. The plan commission discussed requiring a density study from the county. Deputy Clerk Hanson will work on generating a new draft submittal application for next month. The plan commission discussed creating an informational sheet that would help prepare the applicant for questions that will be asked by the town.
  6. Communications.
    Brian Standing, Dane County Planner, will be attending the June plan commission meeting to discuss the Farmland Preservation Plan. Also, CARPC approved and adopted the First Presbyterian Church proposal by the Village of Oregon.
  7. Adjournment.
    Motion Hagemann/Morrison seconded to adjourn the meeting at 8:32 p.m. Motion carries.
