Plan Commission Meeting Minutes

a. Subdivision Ordinance Amendment, Ordinance No. 2010-78; An Ordinance to Amend Various Provisions of the Town of Oregon Land Division and Subdivision Code to Comply with 2009 Wisconsin Act 376.
Chairman Weber called the Public Hearing open at 6:30 p.m. Chairman Weber presented an ordinance to amend various provisions in Chapter 10 - Land Division and Subdivision Code of the Town of Oregon Ordinance Codification to comply with 2009 Wisconsin Act 376. The ordinance amends three sections; Section 10.10.4-3 c., Section 10.10.4-4 a.2 and Section 10.10.4-9 a. The plan commission members reviewed the ordinance changes independently. After hearing no comments, Chairman Weber closed the public hearing at 6:40 p.m.
Chairman Weber called the regular plan commission meeting to order immediately following the public hearing at 6:40 p.m. In attendance were Chair Darryl Weber, Paul Morrison, Tom Wiedenbeck, Andy Blomstrom, David Hagemann, Brian Duffin, Sharon Christensen and Deputy Clerk, Jennifer Hanson.
Motion Christensen/Duffin seconded to approve the Monday, October 18, 2010 meeting minutes. Motion carries.
There were no public comments. The plan commission discussed last month’s appearance by Jerrod Bennett and Dane County’s reply that Lot 10 on Sheil Road is a buildable lot. The current status of the lot is unknown.
a. Subdivision Ordinance Amendment, Ordinance No. 2010-78.
The plan commission discussed that these amended provisions would also apply to conservation subdivisions. Weber explained that these provisions would give the town more enforcement to control a plat that is presented to the town. Motion Blomstrom/Morrison seconded to recommend approval of Ordinance No. 2010-78 to the Town Board. Motion carries.
Weber talked with Brian Standing and DATCAP should approve the plan before the end of the year.
Duffin shared an experience with his tax person and the confusion over changes in farmland preservation. There was also discussion regarding the status of the housing market and land values for agricultural land.
Motion Hagemann/Christensen seconded to adjourn the meeting at 7:04. Motion carries.
