Chairperson Darryl Weber called the Plan Commission meeting to order at 6:30 p.m. with the following members present, Brian Duffin, Lloyd Klahn, Andy Blomstrom, Paul Morrison, Sharon Christensen, Dave Hagemann and Clerk, Denise Arnold.
Motion made by Christensen and seconded by Duffin to approve the Plan Commission Meeting Minutes from April 24, 2007. Motion carries.
Resident Kevin Ryan residing at 870 Della Road in the Town of Oregon explained that he had to remove a portion of a new front porch on his house because Dane County observed that it was too close to the road. Mr. Ryan has decided to attempt to sell the property and in doing so he discovered that at least one of his septic drain fields is actually in the park. The septic system is believed to be approximately 25 years old. The garden of Mr. Ryan’s is also about 14 feet into the property of the park. Because the garden was all ready planted the plan commission agreed that no harm would be done be allowing the garden, just change the location the following year. After some discussion by the Plan Commission members the best suggestion they had was for the resident to obtain an easement that would state when the septic system was in need of replacement the drain legs would be contained to the property properly with the professional assistance of a surveyor. The easement should be drawn up by a lawyer.
Resident Keith Syvrud of 457 Union Road inquired about the number of buildable sites he qualified for with his remaining 144 acres. The Plan Commission members explained that under the new land use plan he would have the ability to “round up” the number of acres to accommodate the potential of another land split. Mr. Syvrud would be allowed four splits. In 1988, Mr. Syvrud was allowed two airport runways, he has one completed and would like to know if he may still construct the second one. Chair Weber was going to check with Jerry Jensen as to any record of that with Dane County.
Motion made by Hagemann to recommend an ordinance be created to require a building recording fee of $20.00 be obtained for any new agricultural construction encompassing 200 square feet or more and all silos and grain bins.
Motion seconded by Klahn. Motion carries.
Motion made by Hagemann seconded by Duffin to recommend changes to the Town of Oregon ordinance title 2, chapter 6, section 2.6.2 and 2.6.4 to change five citizens of the Town of Oregon to six and strike the Town Building inspector. Motion carries.
The next Plan Commission work session will be held on June 12, at 7:00 p.m.
The Plan Commission received a letter from residents Paul and Julie Hankes of 5566 Bellbrook Road, Brooklyn. The members should review and prepare to address the situation at the next work session.
Sharon Christensen shared a sample conservation subdivision ordinance from the Town of Albany in Green County. The clerk made copies and distributed the information to the commission members.
