Chairperson Darryl Weber called the Plan Commission meeting to order at 6:35 p.m. with the following members present, Brian Duffin, Lloyd Klahn, Andy Blomstrom, Paul Morrison, Sharon Christensen, Dave Hagemann and Deputy Clerk, Jennifer Hanson.
Motion made by Christensen and seconded by Duffin to approve the Plan Commission Meeting Minutes from May 29, 2007 with one correction. The correction will be to change the word "replace" to "to change" and it will read, "Motion made by Hagemann seconded by Duffin to recommend changes to the Town of Oregon ordinance title 2, chapter 6, section 2.6.2 and 2.6.4 to change five citizens of the Town of Oregon to six and strike the Town Building inspector." Motion carries.
Attorney Christopher Duren appeared with Brent & Stephanie Boyd for a driveway permit variance. The Boyd’s requested to not have a joint driveway because there is no recorded Joint Driveway Easement Agreement on the previous title. Chair Weber instructed the Boyd’s to draft the Driveway Easement Agreement with neighbor and explained that it is not uncommon for Joint Driveway Easements to not be registered. The Boyd’s would like the driveways to be side by side so they don’t have to drive on their neighbor’s property. The current driveway is 10 feet wide and all on neighboring lot. After some discussion by the Plan Commission on location of the driveway and other residences, Member Duffin read the Town Driveway Ordinance, Sec. 4.2.6 (a)(8)(A) that requires Town driveways to be constructed within 500 feet of another driveway located on the same side of the public highway. Chair Weber explained that there is a safety issue having two driveways closer than 500 ft. The Plan Commission determined that the driveway can be a max of 24 feet in width. Chair Weber requested that if the driveway runs parallel to Hillcrest, it be far enough off Hillcrest as to not confuse oncoming traffic. Brent Boyd requested the driveway be placed at the other end of his lot. Chair Weber said that it would still not meet the ordinance requirement of 500 feet. Chair Weber would like to review the Joint Driveway Agreement. Chair Weber clarified that there will only be one access onto Hillcrest Road. The Plan Commission agreed that there would be one entrance, up to a max of 24 feet in width, off of Hillcrest Road after which the driveway will split into two separate driveways.
Caroline Werner appeared on behalf of Friends of Badfish Creek and invited the Plan Commission members to an August 16th meeting regarding Badfish Creek. Werner said that the Town of Oregon is in the watershed of Badfish Creek. Plan Commission reviewed and discussed map provided by Werner. Chair Weber told Werner that Badfish Creek has not been addressed in the Comprehensive Plan.
Resident Julie Hankes appeared regarding update on progress with re-zone petition. Hankes presented two options, one is to wait for new Comprehensive Plan to be approved by County, or the second is to get enough support on the ZLR committee to bring it to a vote now. If they wait for the new Comprehensive Plan, Hankes needs to know what the new plan says about their land. Hankes said that if the Groundwater Recharge Overlay was not in place, the re-zone would be approved at the County. Hankes would like to make sure the correct wording is added to the new Comprehensive Plan so the County would approve their re-zone. Member Duffin read his May 2007 letter to the County supporting Hankes re-zone. Hankes explained that the County wanted a letter signed from the entire board or an adopted resolution. Chairman Weber suggested sending a stronger letter to the County. Hankes will contact her attorney, Mark Hazelbaker, to draft a letter adding specific trigger words and touching on all bases.
Plan Commission reviewed map and discussed the proposed new CSM for Chris Spink at 904 County Highway MM, Oregon, WI 53575. Motion made by Dave Hagemann to recommend approval of new CSM for Chris Spink. Motion seconded by Sharon Christensen. Motion carries.
Plan Commission discussed making changes to maps in new Comprehensive Plan. Plan Commission also discussed extension of A-1 Exclusive zoning for township.
Supervisor Johnson presented materials to Plan Commission of Planning Workshop she attended. Chairman Weber suggested Plan Commission members attend Plan Commission meetings in other municipalities.
Chairman Weber notified Plan Commission that Sarah Justus from ATC contacted him and told him that ATC is progressing with substation feed line coming down across intersection of Fish Hatchery Road and County M, down fence line, further East, and coming back West to Fish Hatchery Road at Peterson property and picking up existing distribution line and running in with distribution line. This location would move the line 300 feet from any residence. Chairman Weber notified the Plan Commission that the Rockdale-Middleton locations will be in the Wisconsin State Journal or Capital Times on Wednesday or Thursday of this week. Plan Commission discussed screening of substation.
