Chairperson Darryl Weber called the Town of Oregon Plan Commission meeting to order at 6:30 p.m. Motion made by Brian Duffin and seconded by Sharon Christianson to approve the Plan Commission Meeting Minutes from December 27, 2005.
Town of Oregon property owner Chou Thao, 5556 County Highway A, with 46 acres, inquired about zoning changes for the purpose of building a slaughter house. He and his sister would like to run a small slaughterhouse without a store front or over the counter purchase service. The Plan Commission informed Mr. Thao that the State of Wisconsin, DNR and Agriculture Departments would need to get involved. Possibly more complicated than the zoning issue would be the licensing and inspections from the State of Wisconsin. Mr. Thao then asked about another potential business venture for that parcel. If the slaughterhouse was not accepted they thought of a possible second choice of an indoor soccer facility. The Plan Commission said the property would need to be rezoned to C-1 or C-2 regardless of which business Mr. Thao pursued. With the soccer facility a C-1 Exp-1 might be required due to the night hours and lighting issues, or possibly a C-1 with a conditional use permit to allow for extended night time hours. The slaughter business would have additional sanitation, drainage and septic issues along with disposing of the remains from the rendering process. The recommendation from the Plan Commission was to research with Dane County and State Agriculture Department.
Town of Oregon land owner Rob Nickells purchased 40 acres of the Judd/Larson farm on Glenway and Highway A over a year ago. Mr. Nickells would like to maintain the original farmstead and split off 20 acres for the purpose of building a house. The farm house still has value so Mr. Nickells would like to preserve that. He would request for a split of approximately 20 acres each be made to allow for less disruption of the farming operation currently being conducted. Bill Krajco owns the other half of the original 80 acre farm. It is unknown if the remaining land split went with Mr. Krajco’s parcel or Mr. Nickells. The Plan Commission also considered that a postage stamp rezone be done. The Plan Commission recommended that Mr. Nickells request a density study be done with Dane County before investing any additional funds into the project. It was also recommended that the options of a driveway permit be investigated because of the County Highway “A” location.
A Plan Commission work session will be held Monday February 13th at 7:00 for the purpose of progressing with the “Comprehensive Plan”. There being no further new business to bring before the Plan Commission Brian Duffin made a motion to adjourn the meeting at 7:45, motion seconded by Darryl Weber. Motion carried.
