Chairperson Darryl Weber called the Plan Commission Public Hearing to order at 6:30 p.m. with the following persons present; Commission member Andy Blomstrom, Paul Morrison, Lloyd Klahn, Dave Hagemann, Brian Duffin, Sharon Christensen, and Clerk, Denise Arnold. There were eighteen residents represented and Andrew Bremer from MSA Professional Services.
Residents were given an opportunity to express their concerns regarding the Comprehensive Land Use Plan that the Plan Commission has been working on and ready to recommend to the Town Board. Residents inquired if there would be periodic reviews of the plan. The Plan Commission explained that the Land Use Plan is always a work in progress. Questions were raised about a conservation sub-division. A better definition should be created. More exact wording should be contained in the plan. There were concerns regarding language and typographical errors. Land use goals should be strongly considered. Recommendations for renewable energy should be explained to new homeowners as an alternative to conventional methods. Possibly display a site house to allow encouragement for future use of solar energy. Commercial use in the Town of Oregon was a repeated concern in the public hearing. The C-2 zoning would allow for the potential of undesirable businesses to be located in the Town with no control to prohibit such action. Residents expressed a desire to maintain the rural character of the Town and requested for no additional commercial sites available. The verbiages of the Land Use Plan may seem merely like a suggestion rather than a Land Use Plan.
The Plan Commission Members felt that more work would need to be done. MSA Services needs to check the spelling and some questionable verbiage used in the plan.
The Commercial Zoning issue needs to be researched. The residents were asked to have their concerns in writing brought to the Town Hall for the Clerk to distribute to the Plan Commission Members by February 5, 2007. The residents agreed to that schedule.
Chair Weber closed the Public Hearing at 9:10 p.m.
Chair Weber brought the Plan Commission meeting to order at 9:15 p.m. Motion made by Hagemann and seconded by Duffin to approve the Plan Commission Meeting minutes from Tuesday November 28, 2006 as printed. Motion carries.
Chair Weber inquired if there were any public comments. The Clerk inquired how to advise resident Julie Hankes to allow a buildable lot on her parcel of land. Chair Weber said that a CSM and submittal packet would need to be done.
The schedule of upcoming Plan Commission Meetings were discussed.
Motion was made by Lloyd Klahn and seconded by Sharon Christensen to table the action on the Comprehensive Land Use Plan. Motion carries.
The Clerk, Denise Arnold reported that the Treasurer, Rhonda LaFlash had opened a separate account for the Impact Fees collected at the time of a rezone/building site formerly labeled “Park Fees.” The Park Committee is working on a plan for the long term usage of the Impact Fee funds.
The search for a new Building Inspector in theTown of Oregon has been tabled at this time and will resume at a later date. The Deputy Clerk, Jennifer Hanson had prepared a building permit report that was distributed to the Plan Commission Members.
Chair Weber reminded everyone in attendance that the Public Forum to discuss information regarding the property tax situation would be held Thursday December 21st, at 7:00 p.m. at the Town Hall. Representatives from the Department of Revenue, Dane County Treasurer’s Office, Town of Oregon, and Village of Oregon Officials would be available to explain the over statement of the equalized valuation of the Town of Oregon.
